AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2014-29, PASSED AND
APPROVED OCTOBER 6, 2014, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY
APPROVING "BUDGET AMENDMENT VI" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014-
2015"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2014-2015"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2014-2015;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget
Amendment VI" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2014-2015" attached hereto. Said Budget Amendment VI shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2014— 2015
Budget Amendment VI
February 2, 2015
1. Police Department K-9 Training Seminar, $3,150. Appropriate the fees
received from the K-9 Training Seminar hosted by the Friendswood Police
Department on November 3-7, 2014. K-9 Officers from the surrounding cities
attended the training. Revenue received will offset the training and travel fees of
the independent instructor and other related costs.
2. Police Department Insurance Reimbursement, $553. Appropriate a portion of
the insurance reimbursement received from TML for damage to the Police
Department vehicle Unit P265. The accident took place on August 31, 2014. On
December 8, 2014, Council approved the disposal of this asset due to its
condition. The funds appropriated will be used to recover the cost of removing
stickers and equipment from the vehicle to prepare it for auction.
3. Parks & Recreation Insurance Reimbursement, $2,135. Appropriate insurance
reimbursement received from Progressive County Mutual Insurance Company for
damages to the median on FM 518. The appropriation of funds will offset the
costs to repair the median. Reimbursement from the insured motorist's insurance
company was received on January 9, 2015.
4. Parks & Recreation Event. $1,000. Appropriate sponsorship revenue received
from VARC Solutions for the 2 nd Valentine's Daddy/Daughter Dance to be held on
February 21, 2015. The event will be held at the Leavesley Park Hangar. The
funds will reimburse the Recreation division community events account for
expenditures related to the dance.
5. Library Book Donations Appropriation, $1,672. Appropriate funds donated to
the Library. The funds will be used to purchase furniture and shelving for use at
the library in fiscal year 2015. Donations were received from November 2014
through December 2014.
6. Texas State Library and Archives Commission Grant, $3,159. Appropriate
funds received from the Texas State Library and Archives Commission Inter-
Library Project program to the Friendswood Public Library budget for electronic
resources and postage. The grant funding was received on December 11, 2014.
The funds will be used in fiscal year 2015.

7. New Park Land 2.00 Acre Tract. $7,800. Appropriate funding for services
including property survey, property appraisal and environment assessment related
to the acquisition of 2.00 acres of land adjacent to Stevenson Park. On December
8, 2014, Council approved an earnest money contract related to the purchase of
new land for park land purposes. Funds for this purchase will be appropriated
from the 2015 G.O. bond proceeds.
8. New Park Land 1.0545 Acre Tract, $241,750. Appropriate funding to purchase a
1.0545 acre of land in the amount of$240,000. The February 2, 2015 Council
Meeting agenda includes a recommendation to approve the purchase of new land
for park land purposes. An additional appropriation of$1,750 is needed for
environmental assessment services. Funds for this purchase will be appropriated
from the 2015 G.O. bond proceeds.
9. New Park Land 24.69 Acre Tract, $2,400. Appropriate funding for property
appraisal related to the acquisition of 24.69 acres of park land. On November 3,
2014, Council approved an earnest money contract related to the purchase of this
new park land. Funds for this purchase will be appropriated from the 2015 G.O.
bond proceeds.
