R 2004-03 A RESOLUTION OF THE CITY OF FRIENDSWOOD, TEXAS, IN SUPPORT OF THE RETENTION AND EXPANSION OF MILITARY UNITS AT ELLINGTON FIELD. * * � � �r � * WHEREAS, Congress has mandated that the U.S. Department of Defense conduct the Base Realignment Closure Act mandates (BRAC) in 2005 to realize significant savings by eliminating excess infrastructure and reshaping the military, which places retention of the military units at Ellington Field at risk; and WHEREAS, Houston is the fourth largest ci�ty in the U.S. and the Houston area is home to the Port of Houston, NASA Johnson Space Center, hundreds of oil refineries and chemical plants, the Texas Medical Center, and the UTMB Biodefense Laboratory in Galveston, all of which are potential targets of terrorism and need protection: and WHEREAS, the retention of all military units at Ellington Field, including, but not limited to, the Texas Air National Guard's 147�' Fighter Wing, the U.S. Army National Guard's 149th Aviation Battalion, and the United States Coast Guard Air Station Houston are crucial to the protection of the above named assets; and WHEREAS, Ellington Field is currently underutilized and could be the home of many other small military organizations spread throughout the Houston area and could be consolidated into a Joint Reserve Base; and WHEREAS, the combined annual expenditures of the 147th Fighter Wing, Army National Guard Aviation Battalion and Coast Guard Air Station are estimated at $130 million, and using the United States General Accounting Office multiplier of 2.36 (the ratio of total to direct benefits),the overall economic impact would be approximately$300 million. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FRIENDSWOOD, TEXAS: R2004-03 THAT, the City Council of the City of Friendswood hereby supports the retention of Ellington Field's existing military units at their current level of readiness, the identification and use of appropriate resources to facilitate the relocation of potential joint users, and further supports the vision and mission of Ellington Field.
