FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KIM BRIZENDINE MAYOR PRO-TEM JERRY ERICSSON COUNCILMEMBER LAURA EWING COUNCILMEMBER TRACY GOZA(left at 2:30 PM) COUNCILMEMBER DAVID J. H. SMITH COUNCILMEMBER MEL MEASELES CITY MANAGER RON COX CITY SECRETARY DELORIS MCKENZIE Councilmember Kimmel was absent from the meeting. Mayor Brizendine called the meeting to order. 1:30 PM—SPECIAL MEETING "Councilmember Goza moved to approve award of Bid No. 2004-10 for the sale of a 3-Acre Commercial Reserve out of 14.241 Acres out of Lot 1, 1300 block of West Parkwood, along FM 528, Galveston County Texas,and to authorize the Mayor to execute the contract and closing documents for the purchase of the land] Seconded by Councilmember Ericsson. The motion was approved 6-0. Governance discussion was held regarding the Code of Ethics. City Manager Ron Cox stated the proposed amendments are new titles, new Section 4.09—Use of Official Title,remove prosecutors,they are not officersf ' they are employees, add City Committee to City Officers, City Employees, add City Associate where appropriate in ordinance, discussed Section 4.06 Code of Ethics-Political contributions need to be sure does not include appointed City Officials and City Staff, discussed different interpretation of categories, any "compensated official"would be the officer and judicial areas. Councilmembers Ewing and Measeles heard from Texas Municipal League(TML)attorney some of this proposed legislation may violate FirstAmendment rights and would like a TML attorney ruling on these definitions. Councilmember Goza stated the City has already had a ruling from the City Attorney. Discussion was held on enforcement of the Ethics Ordinance and how to educate committee members, discussed providing copies with sign off and review annually with all f further discussed an Ethics Board to hear grievances. A Special Worksession was announced forAugust 30I 2004, to work on outstanding agenda items. Discussion was held with Council and Staff regarding the proposed FY 2004/2005 Budget for City of Friendswood. City Manager Ron Cox and Administrative Services Director Roger Roecker reviewed the proposed budget process with Council and held a lengthy question and answer session.
