AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2014-29, PASSED AND
APPROVED OCTOBER 6, 2014, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2014-2015 BY
APPROVING "BUDGET AMENDMENT II" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2014-
2015"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2014-29, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2014-2015"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2014-2015;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2014-2015," is hereby amended for municipal purposes as shown on "Budget
Amendment IP' to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2014-2015" attached hereto. Said Budget Amendment II shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A" and`B" and made a part hereof
for all purposes.
Section 3. In the event any clause,phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2014— 2015
Budget Amendment II
November 3, 2014
1. Senior Activity Vehicle Insurance Reimbursement, $1,583. Appropriate insurance
reimbursement received for vehicle damage claims to the Senior Activity Bus. Funds
will be appropriated to the Parks & Recreation Senior Activity Center division budget
to offset the expenses to repair windows on the bus. Reimbursement was received
from Texas Municipal League on October 07, 2014.
2. Senior Activity Center Donation. $300. Appropriate funds donated from the
Daughters of the Republic. This donation will offset the cost of purchasing a projector
and screen that will be used at the Senior Activity Center. Funds will be appropriated
to the Senior Activity division operating equipment budget.
3. Parks and Recreation Donation-Stevenson Park, $946. Appropriate donation that
was received from the Friendswood Fun Walkers in honor of a member. The
donation will be used to offset the purchase of a solar light that will be installed at
Stevenson Park. The donation was received on October 6, 2014.
4. Parks and Recreation Donations-Baker Road, $22,000. Appropriate donations
received in fiscal year 2014 for Baker Road field improvements. Funds will be used to
help offset the irrigation equipment cost and installation services which will be
installed on two fields at Baker Road.
5. Parks and Recreation Stevenson Park Lighting, $54,800. Appropriate advance
funding for the installation of park lighting at the tennis courts, volleyball courts, and
basketball courts in Stevenson Park. This is part of projects approved with the bonds
authorized in 2013. The November 3, 2014 Council Meeting agenda includes a
recommendation to approve a contract with Techline Sport Lighting. LLC. totaling
$54,800 (base proposal of$46,900 with a 30-year lamp & ballast warranty of$7,900).
Pursuant to the Reimbursement Resolution # R2014-07 approved by City Council on
March 3, 2014, funds for this contract will be appropriated from undesignated General
Fund balance and will be reimbursed when the bonds authorized in 2013 are issued.
6. PEG Channel Hostinn Services, $72. Appropriate PEG channel revenue funds to
cover the increase in service cost to host the PEG Channel on television. Funds will
be appropriated to the Administrative Services Information Technology operating
budget.
7. Police Department Mobile Radio Update, $6,624. Appropriate funds to upgrade the
mobile radio equipment needs. PD is experiencing malfunction of 6 vehicle radios
and has been experiencing intermittent problems. The funding source will come from
the Police Investigation Fund undesignated fund balance and will reimburse the
equipment maintenance account in the patrol division operating budget.

8. New Parkland-24.69 Acre Tract, $575,000. Appropriate funding to purchase 24.69
acres of land for parkland development. The November 3, 2014 Council Meeting
agenda includes a recommendation to approve the purchase of new land for parkland
purposes including an earnest money contract for$10,000. Pursuant to the
Reimbursement Resolution # R2014-07 approved by City Council on March 3, 2014,
funds for this purchase will be appropriated from undesignated General Fund balance
and will be reimbursed when the bonds authorized in 2013 are issued.
9. Fire Marshal Emergency Management Performance Grant, $20,915. Appropriate
grant funds in advance from the State of Texas for reimbursement of Fire Marshal and
Emergency Management expenditures. The funds will be used for reimbursement of
expenses in the Fire Marshal Administration and Emergency Management divisions.
The City Council meeting agenda for November 3, 2014 will include the
recommendation for Council's approval to accept the grant awarded on September 9,
2014.
10.Lake Friendswood Design Services, $43,000.—Appropriate additional funding for
design services associated with the improvements at Lake Friendswood. The
November 3, 2014 meeting, Council will have a professional services contract before
them for consideration for an amount not to exceed $70,000. At the October 6, 2014,
Council approved BA I which included $27,000 for the professional contract services.
Therefore the additional amount of$43,000 is requested to be appropriated. The
funding source for this expense will be a portion of the $380,000 designated and
reserved in the General Fund balance by City Council on September 10, 2012 for
parks improvements recommended in the Parks Committee Scenario 3.
