ORDINANCE NO. 2014-23
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2013-37, PASSED AND
APPROVED OCTOBER 7, 2013, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2013-2014 BY
APPROVING "BUDGET AMENDMENT XI" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2013-
2014"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2013-37, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2013-2014"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2013-2014;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD,STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be hue and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2013-2014," is hereby amended for municipal purposes as shown on "Budget
Amendment XF' to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2013-2014"attached hereto. Said Budget Amendment XI shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A"and `B"and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional, whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2013 —2014
Budget Amendment XI
August 4, 2014
1. Community Service Sportspark Donation, $2,000. Appropriate donations received
from Friendswood Mustangs. The Community Service Parks division purchased of a
set of bleachers and a pair of goal posts that will be used at Friendswood Sportspark.
Funds will be appropriated to the Community Service Parks division budget to offset
the cost for these items already purchased. The donations were received in July
2014.
2. Police Department Insurance Reimbursement, $1,077. Appropriate insurance
reimbursement received for vehicle damage claims to the Police Department vehicle
unit P282. Funds will be appropriated to the Police Department Patrol division budget
to offset the vehicle repair expenses. Reimbursement was received from Texas
Municipal League on July 22, 2014
3. Police Department Rape Aggression Defense Donations, $800. Appropriate
funds donated to the Police Department Rape Aggression Defense (R.A.D.) Program.
Donations were received from the citizens participating in the R.A.D. classes. Funds
will be appropriated to the Police Department Patrol operating supplies for R.A.D.
program expenses and will be spent in Fiscal Year 2014.
4. Texas Municipal Clerk Association Scholarship Recipient, $250. Appropriate
scholarship funds received from the Texas Municipal Clerk Association Salt Grass
Chapter to the City Secretary Municipal Clerk division. Michelle Perez was the
recipient of a scholarship. The funds will offset the travel expenses to the conference.
5. Stevenson Park Splash Pad Pavilion, $10.000. Appropriate donations from the
Friendswood Rotary Club to go towards the cost of constructing a pavilion near the
Splash Pad in Stevenson Park. The Council meeting agenda for August 4, 2014 will
include accepting this donation from Friendswood Rotary Club.
