AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2013-37, PASSED AND
APPROVED OCTOBER 7, 2013, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2013-2014 BY
APPROVING "BUDGET AMENDMENT IX" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2013-
2014"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2013-37, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2013-2014"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2013-2014;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2013-2014," is hereby amended for municipal purposes as shown on "Budget
Amendment IX" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2013-2014" attached hereto. Said Budget Amendment IX shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A"and "B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2013 — 2014
Budget Amendment IX

1. Police Department Rape Aggression Defense Donations, $250. Appropriate funds
donated to the Police Department Rape Aggression Defense (R.A.D.) Program.
Donations were received from the citizens participating in the R.A.D. classes. Funds
will be appropriated to the Police Department Patrol operating supplies for R.A.D.
program expenses and will be spent in Fiscal Year 2014.
2. Police Department Animal Control Donations, $2,215. Appropriate funds donated
to the Police Department Animal Control division. Donations were received from
October 2013 through March 2015. The funds will be appropriated to the Animal
Control operating budget for adoption related services.
3. Police Investigation Fund Revenue, $1,600. Appropriate asset forfeiture funds
received. Funds will be appropriated to the Police Investigation Fund (PIF) operating
services account.
4. Municipal Court Software System, $114,350. Appropriate funding from Court
Technology funds to replace the current municipal court operating system. The June
2, 2014 Council Meeting agenda includes a recommendation to approve replacing the
current municipal court software with Tyler Technologies Incode Municipal Court
software package. The total cost of the license, implementation and project
management expenses is $153,755. Of this amount $114,350 will be from the Court
Technology Fund and $39,405 will come from the Administrative Services Information
Technology operating budget.
5. Graphics and Design Computer, $4,100. Appropriate PEG channel funds to
purchase a graphics and production design computer. This system will be available
for use by all City departments for slide design, video editing, web graphic design, and
flyer design. This will help enhance the quality of content on the PEG channel as well
as internal and external communications through flyers, brochures, web, and social
media. Funds will be appropriated to the Administrative Services Information
Technology operating budget.
6. Community Service Zumba Summer Program, $1,000. Appropriate funds for rental
of an FISD facility. A memorandum of understanding (MOU) was approved by Council
at the May 5, 2014 meeting regarding the usage of the gym at the old Friendswood
Junior High facility to hold Zumba classes during the summer 2014.

7. Tree Preservation Contribution, $12,618. The City Ordinance # 84-15 for tree
preservation requires that existing trees within the City be preserved for historical
significance. Perimeter landscaping of a commercial property was unable to be in
compliance with the City's ordinance. The ordinance allows the developer in non-
compliance to provide compensation for trees to be planted elsewhere in the City.
Funds received will be utilized to beautify the City's parks and facilities. The funds
were received from the commercial property developer on April 7, 2014.
8. Park Land Dedication Funds, $30,000. Appropriate funds to pay a portion of the
cost to Friendswood Youth Football Association (Broncos) to construct a storage
building located at Centennial Park. Council approved the MOU with the Broncos at
the April 4, 2014 Council meeting. The building will be owned by the City, but used by
the City, Friendswood Independent School District, Space City Soccer, and Broncos.
9. Centennial Park Lighting, $236,500. Appropriate advance funding for field lighting of
the detention ponds and lighting of the front parking lot at Centennial Park. As part of
the park improvement bond projects, having additional lighting at Centennial park will
provide relief to overcrowded fields when needed at night and help to provided
additional safety measures for park visitors in the front parking lots. The June 2, 2014
Council meeting agenda will include a recommendation to approve a contract with
Techline Sports Lighting. Advanced funding will come from undesignated General
Fund balance and will be reimbursed when the bonds authorized in 2013 are issued.
10.Donations for 1776 Park Disc Golf, $8,241. Appropriate funds donated to the City to
create a recreational area for disc golf at the 1776 Park. Eagle Scout Cooper Dixon
has raised $8,241 to fund the supplies and equipment needed to set up disc golf at the
park. Last year, Council approved Scenario 1 of Park improvements that included a
disc golf course at 1776 Park.
11.Fire Station #4 Expansion and New Fire Station Architectural Design, $26,547.
Appropriate funds of$26,547 for architectural design services related to the 2013
Bond Election approved fire station capital improvements which include expansion of
the existing Fire Station #4 and construction of a new fire station to be located
adjacent to the City's Public Safety Building. The June 2, 2014 Council Meeting
agenda includes a recommendation to approve a professional services contract with
Joiner Partnership, Inc. totaling $478,000 to complete the architectural design phase
of the project. An appropriation of$451,453 was previously approved on BA VIII at the
May 5, 2014 Council Meeting. Further negotiations with the client require an additional
amount of$26,547 to be appropriated. Pursuant to the Reimbursement Resolution #
R2014-07 approved by City Council on March 3, 2014, funds for the architectural
design contract will be appropriated from undesignated General Fund balance and will
be reimbursed when the bonds authorized in 2013 are issued.
