HomeMy WebLinkAboutCC Minutes 2014-05-19 Regular 05/19/14 4288 STATE OF TEXAS CITY OF FRIENDSWOOD X COUNTIES OF GALVESTON/HARRIS X MAY 19, 2014 X MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON MONDAY, MAY 19, 2014, AT 6:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: I MAYOR KEVIN HOLLAND MAYOR PRO-TEM BILLY ENOCHS COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER JIM HILL COUNCILMEMBER PAT MCGINNIS COUNCILMEMBER JOHN SCOTT COUNCILMEMBER CARLGUSTAFSON CITY ATTORNEY ARNOLD POLANCO CITY MANAGER ROGER ROECKER CITY SECRETARY MELINDA WELSH REGULAR SESSION Mayor Holland called the meeting to order. The invocation was given by Pastor John Wise with Friendswood Community Church. ' Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Mayor Holland asked if anyone would like to speak. No one spoke. I COMMUNICATIONS FROM CANDIDATES Candidate John Scott stated he is honored to serve with Council and to serve the community for another three years, thankful for the opportunity, looks forward to the next three years with a great Council. Candidate Billy Enochs stated three years feels like yesterday but sometimes it feels like forever, proud of the City of Friendswood, truly a special place, not just the awards the City has won but something deeper, reflected over the past three years and what he has learned, and there are three things that make him proud of the City of Friendswood. First is the citizen's strong culture and sense of community in the City'. The commitment and level of dedication sustained is bar none when you look at the high expectations of Friendswood's citizens, backed up with a high level of volunteerism, truly are blessed as a City. Second is the City employees, heard a Councilmember state early in his term that Friendswood has the best employees out of most cities, if not in the state, if not in the country and after working with them for three years Councilmember Hill was right, the City of Friendswood's employees are some of the best. The employee's level of dedication and servant style of leadership is unprecedented, has been an honor working with them. Is proud of the Council body as well, when running for election for his first tern citizens did not have a lot of good things to say about their elected officials, have completely turned that image around, honored to be serving alongside each Councilmember. He further stated to the citizens, Staff, and Council that it has been an honor serving the past three years and is humbled to have the opportunity to serve for another three years, have a lot of work ahead as Council implements the Bond projects, let's get to work, and may God continue to bless the City of Friendswood. PRESENTATION OF CERTIFICATES OF ELECTION 05/19/14 4289 Mayor Holland presented Certificates of Election to John Scott and Billy Enochs. OATHS OF OFFICE The Honorable Judge Jim Woltz administered the Oath of Office to Billy Enochs for City Council Position No. 2 and to John Scott for City Council Position No. 5. COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS Councilmember Gustafson congratulated Councilmembers Enochs and Scott on a second term, looking forward to working with them. Councilmember McGinnis congratulated Councilmember Enochs and Scott, Council has had a great year, not always glamorous work but is gratifying, looking forward to another great year. Councilmember Hill congratulated Councilmembers Enochs and Scott, has enjoyed serving on Council with them the last three years, Council has been productive and will continue to be productive, looking forward to the upcoming year. Councilmember Rockey congratulated Councilmembers Enochs and Scott, both are outstanding Councilmembers, rarely agrees with Councilmember Scott but are always civil, can always count on Councilmember Enochs to whisper where we are on the agenda, both are doing an outstanding job. This is a great administrative group, do not always agree but disagree in a way that remains effective and keeps the City's best interest in mind. He stated he will enjoy working with Councilmembers Enochs and Scott for another year. Mayor Holland stated some of the discussions he has had with Councilmember Scott have been ' educational. Councilmembers Enochs and Scott have brought history to issues that he was not aware of, and appreciates how they have helped him become a better Mayor. He further stated he remembers attending an event for Councilmember Enochs at Ellington Field, brought back memories of the days when his father was in the service, are quite a few military men on Council. He stated he respects both of them, all of Council has their hearts set on what is best for the City, thanked Councilmember Enochs and Scott for their service. The meeting was adjourned at 6:15 PM.
