ORDINANCE NO. 2014-10
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2013-37, PASSED AND
APPROVED OCTOBER 7, 2013, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2013-2014 BY
APPROVING "BUDGET AMENDMENT VIP' TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2013-
2014"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2013-37, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2013-2014"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2013-2014;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2013-2014," is hereby amended for municipal purposes as shown on "Budget
Amendment VII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2013-2014" attached hereto. Said Budget Amendment VII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part
hereof for all purposes.
Section 3. In the event any clause,phrase, provision, sentence, or pail of this ordinance
or the application of the same to any person or circurnstance shall for any reason be adjudged
invalid or held unconstitutional by a cowl of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more pails.

Budget Amendment Summary
Fiscal Year 2013 —2014
Budget Amendment VII
April 7, 2014
1. Fire Station #3 Parking Lot Reconstruction, $150,924. Appropriate funds to
reconstruct a portion of the Fire Station #3 parking lot. The current access and lot
itself has deteriorated considerably due to the weight of the fire trucks. The
proposed renovation of the current asphalt will include replacement with 7-inch
thick concrete paving. The City Council meeting agenda for April 7, 2014 will
include a recommendation for Council's consideration to accept the cooperative
purchasing contract with Jamail & Smith Construction. The funding source
identified is undesignated general fund balance. Please note approximately
$117,000 was reimbursed to the City from the General Land Office due to the
project coming in under budget (Round 1 Disaster Recovery Grant received for
the rehabilitation/expansion of the fire station).
2. Animal Control Facility Flooring, $30,720. Appropriate funds to install a new
sealant product application on to the floors in the Animal Control Facility. The
current floor sealant, applied during the facility's construction, is a commercial
grade and was a less expensive alternative. Maintenance and sanitation have
now become a concern. The new product proposed is one that is better suited to
assist in addressing the constant moisture and detergent conditions that the floors
are subjected to on a day to day basis. The new sealant product will meet the
sanitation requirements by the State of Texas. The City Council meeting agenda
for April 7, 2014 will include a recommendation for Council's consideration to
accept the proposal for Stonhard to install the floor sealant. The funding source
identified is undesignated general fund balance.
