FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KEVIN HOLLAND MAYOR PRO-TEM BILLY ENOCHS COUNCILMEMBER STEVE ROCKEY COUNCILMEMBER JIM HILL COUNCILMEMBER PAT MCGINNIS COUNCILMEMBER JOHN SCOTT COUNCILMEMBER CARLGUSTAFSON CITY ATTORNEY XOCHYTL GREER CITY MANAGER ROGER ROECKER CITY SECRETARY MELINDA WELSH REGULAR SESSION Mayor Holland called the meeting to order. The invocation was given by Mayor Holland. ' Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Jay Heintz, board member of Friendswood Girls Softball Association, stated he appreciated the support for including Bond Proposition No. 3, got the word out, improvements have been made to the field; because of improvements had no rainouts due to rain, different than prior years, meant a lot to the girls; gave a run-down of all they offer, greatest need is two pixie fields, program is expanding beyond their capabilities, more tournaments coming up, all fields are currently adult sized fields and are longer than a pixie field, ability to have practices are needed, rapidly growing program, would like this escalated to the top of the list, and once built their association has the funds to maintain the two pixie fields. RESOLUTION **Councilmember Rockey moved to approve Resolution R2013-23 -A resolution of the City Council of the City of Friendswood, Texas, canvassing the returns and declaring the results of a Bond Election held on November 05, 2013, regarding four (4) propositions relating to issuance of bonds for fire station improvements, library improvements, design, acquisition and improvement of parks and recreational facilities and road and street improvements. Seconded by Councilmember Hill. The motion was approved unanimously. PROPOSITION NO. 1 For the issuance of $6,565,000 tax bonds for designing, improving, expanding and equipping City Fire Station No. 4 and designing, constructing, improving and equipping a new fire station adjacent to the ' Public Safety Building in the City..................................................................................2,264 votes Against the issuance of $6,565,000 tax bonds for designing, improving, expanding and equipping City Fire Station No. 4 and designing, constructing, improving and equipping a new fire station adjacent to the 11/18/13 4230 Public Safety Building in the City..................................................................................1,083 votes PROPOSITION NO. 2 , For the issuance of $2,525,000 tax bonds for the purpose of designing, improving and expanding the MunicipalLibrary......................................................................................................2,234 votes Against the issuance of$2,525,000 tax bonds for the purpose of designing, improving and expanding the MunicipalLibrary......................................................................................................1,122 votes PROPOSITION NO. 3 For the issuance of$7,285,000 tax bonds for the purpose of designing, improving and expanding Parks and Recreational Facilities in the City, and the acquisition of land and interests in land for such purposes, including improvements to and expansion of, Centennial Park, Lake Friendswood, Sports Park, Stevenson Park and the acquisition and improvement of land for new parks in the City...........1,962 votes Against the issuance of $7,285,000 tax bonds for the purpose of designing, improving and expanding Parks and Recreational Facilities in the City, and the acquisition of land and interests in land for such purposes, including improvements to and expansion of, Centennial Park, Lake Friendswood, Sports Park, Stevenson Park and the acquisition and improvement of land for new parks in the City...........1,389 votes PROPOSITION NO. 4 For the issuance of$7,710,000 tax bonds for road and street improvements in the City, including, but not limited to, improving Blackhawk Boulevard, Mary Ann Drive, Shadow Bend Avenue, Townes Road, Winding Road and Woodlawn Drive..............................................................................2,275 votes Against the issuance of$7,710,000 tax bonds for road and street improvements in the City, including, but ' not limited to, improving Blackhawk Boulevard, Mary Ann Drive, Shadow Bend Avenue, Townes Road, Winding Road and Woodlawn Drive..............................................................................1,065 votes COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS Councilmember Gustafson stated he believes this is an exciting time for the City, Council will implement projects the best that they can, will do what citizens overwhelmingly asked for. Councilmember McGinnis and Scott stated they had no report. Councilmember Hill stated he thinks the bond passing speaks well for the citizens, this will let Friendswood continue to lead for the next generations to make the City second to none. Councilmember Enochs thanked the Citizens Bond Advisory Group for the work they did, appreciates the citizens coming out to vote, clear mandate from the citizens on the direction they would like the City to go. Councilmember Rockey stated he agrees with the statements made by the other Councilmembers, great job. Mayor Holland stated Council met on Saturday, November 16, 2013, discussed how to be frugal with spending, have citizens' concerns in mind, will do best to answer what public wants and be frugal about it, and Council appreciates the citizenship pulling together on the bond issue.
