AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS,
ORDINANCE NO. 2012-26, PASSED AND APPROVED OCTOBER 1,
2012, SAME BEING AN ORDINANC� APPROVING AND ADOPTING
THE CTTY'S GENERAL BUDGET FOR FISCAL YEAR 2012-2013 BY
APPROVING `BUDGET AMENDMENT XVII" TO THE °°OffiGINAL
GENERAL BUDGET OF THE CTTY OF FRIENDSWOOD, TEXAS, FOR
THE FISCAL YEAR 2012-2013"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS;
PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER
MATT�RS RELATED TO THE SUBJECT.

WHEREAS, by Ordinance No. 2012-26, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2012-2013"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the t��ansfer of certain funds interdeparhnentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Chat�ter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or h•ansfer in the fiscai yeai•2012-2013;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2012-2013," is hereby amended for municipal purposes as shown on "Budget
Amendment XVII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal
year 2012-2013" attached hereto. Said Budget Amendment XVII shall be attached to and made
a part of siich Original General Budget by the City Secretaiy and shall be filed as required by
state law, a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made
a part bereof for all purposes.
Section 3. In the event any clause,plu•ase,provision, sentence, or part of this ardinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held imconstitutional by a coLUrt of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconsfitutional,whether there be one or more parts.

Budget Amendment Summary

Budget Amendment XVII

1. Police Department Police Investiqation Fund Reimbursement $2 000 At
the May 6, 2013 meeting, Council approved FY13 BA X to purchase a specially
trained canine with the understanding that Friendswood ISD would contribute up
to $5,000. The contribution of$3,000 from Friendswood ISD was received on �
September 18, 2013. The appropriation made in May will be adjusted to reflect
the actual contribution and the difference of$2,000 will be returned to the PIF
Fund Balance.
2. Purchased Water and Capital Cost Recoverv Fees $189 466. The City has a
contract with the City of Houston that includes the construction, operation and
maintenance of the Southeast Water Purification plant. In FY13, additional
surtace water was needed due to increased consumption during ongoing drought
conditions. There is insufficient funding in the purchased water expense account
to cover this additional expense. In correlation, the water revenues collected
exceeded budget projections. Therefore, we will appropriate $120,000 of the
excess revenues to cover the expense. Also, as improvements are made to the
plant and the water system, the City's pro rata share of the capital investment
may increase. In FY13, the City was notified of an increase to the capital
recovery cost fees. Water and Sewer Fund working capital in the amount of
$69,466 wiil be appropriated to cover the increased capital recovery cost fees. A
decision package is included in the FY14 adopted budget for the capital recovery
cost fee increase.
3. Senior Proqram Donations. $18,482. Appropriate funds donated to the Senior
Activity Center. Funds were received October 1, 2012 through September 30,
2013. Funds will reimburse the Community Services operating budget for Senior
Program activities, trips and special events.
