ORDINANCE NO. 2013-42
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2013-37, PASSED AND
APPROVED OCTOBER 7, 2013, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2013-2014 BY
APPROVING "BUDGET AMENDMENT I" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2013-
2014"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2013-37, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2013-2014'; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2013-2014;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2013-2014," is hereby amended for municipal purposes as shown on "Budget
Amendment I" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2013-2014" attached hereto. Said Budget Amendment I shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits "A" and"B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2013 — 2014
Budget Amendment I
November 4, 2013
1. Prior Year Unencumbered Capital, $2.181,379. Re-appropriate funds
budgeted for capital expenditures in fiscal year 2012-13; but not expensed at
fiscal year-end September 30, 2013. Goods and services will be received and
expensed in fiscal year 2013-14. Section 8.06 of the City Charter allows for
funds appropriated for capital expenditure to remain in force for up to three years
if unencumbered or until the intended purpose is accomplished.
2. Police Department Rape Aggression Defense Donations. $3,612.
Appropriate funds donated to the Police Department Rape Aggression Defense
(R.A.D.) Program. Donations from Citizens participating in the R.A.D. classes
were received throughout the fiscal year 2013. The remaining donations not
spent in fiscal year 2013 are $3,612. Funds will be appropriated to the Police
Department Patrol for R.A.D. program expenses.
3. Administrative Services Municipal Court, $5,229. Appropriate funds from the
Court Technology Fund to purchase computer equipment to be used in the
Municipal Court room. Equipment purchased will allow better technology access
during court sessions.
4. Fire Marshal Emergency Management Performance Grant, $30,644.
Appropriate grant funds in advance from the State of Texas for reimbursement of
Fire Marshal and Emergency Management expenditures. The funds will be used
for reimbursement of expenses in the Fire Marshal Administration and
Emergency Management divisions. The City Council meeting agenda for
November 4, 2013 will include the recommendation for Council's approval to
accept the grant awarded on August 28, 2013.
5. Police Investigation Fund Revenue, $28,441. Appropriate funds totaling
$28,441 to replace and upgrade the current voice recorder System equipment
Eventide VR725 to the Nexlog 740 in the Police Department Communications
division. The funding source for this expense will be undesignated fund balance
in the Police Investigation Fund. The equipment will be purchased through the
Houston-Galveston Area Council cooperative purchasing program.
6. Police Investigation Fund Revenue, $1,230. Appropriate state asset forfeiture
funds received by the City from the Harris County District Attorney's Office.
Funds will be appropriated to the Police Investigation Fund operating services
account.
