MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, AUGUST 26, 2013, AT 6:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,
910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

Councilmember Enochs was absent from the meeting.
SPECIAL SESSION
Mayor Holland called the meeting to order.

Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Evelyn Timmons, Friendswood resident, addressed Council and stated she has lived in Friendswood for
17 years, could not make an earlier meeting to vote on bond ordinance, asked if there were any details or
itemized parts to Proposition No. 3 and 4, how did the Bond Advisory Group arrive at that number. The
City Manager Roger Roecker answered the ordinance is posted in its entirety at the library, and additional
information would be provided in the near future as the bond propositions are promoted.
ORDINANCE
"Councilmember Rockey moved to approve the First and Final reading of Ordinance No. 2013-31 - An
ordinance of the City Council of the City of Friendswood, Texas, calling a Bond Election to be held within
the City on November 5, 2013; making provision for the conduct of the election; and containing other
provisions incidental thereto.
Seconded by Councilmember Scott. The motion was approved 5-1 with Councilmember Gustafson
opposed.
City Attorney Arnold Polanco explained that anytime Council takes it upon itself to call the election to
approve public debt that care should be taken to make sure as much information as humanly possible is
provided to the voters in advance of the election, not only in advance but certainly by the deadlines
imposed upon the City by State law under the Election Code. Staff has learned that Early Voting
locations have been added to Harris County, additional de minimis typographical errors to polling
locations and there was some question about posting the draft ordinance in compliance to deadlines
imposed in the charter, now is the opportunity to cure all the items, recommendation is for Council to
adopt the ordinance.
