HomeMy WebLinkAboutCC Minutes 2013-08-12 Regular 08/12/13 4187 STATE OF TEXAS X CITY OF FRIENDSWOOD COUNTIES OF GALVESTON/HARRIS X AUGUST 12, 2013 X MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON MONDAY, AUGUST 12, 2013, AT 7:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KEVIN HOLLAND MAYOR PRO-TEM BILLY ENOCHS COUNCILMEMER STEVE ROCKEY COUNCILMEMBER JIM HILL COUNCILMEMBER PAT MCGINNIS COUNCILMEMBER JOHN SCOTT COUNCILMEMBER CARLGUSTAFSON i CITY ATTORNEY STEVE WEATHERED CITY MANAGER ROGER ROECKER CITY SECRETARY MELINDA WELSH REGULAR SESSION Mayor Holland called the meeting to order. The invocation was given by Public Works Director Kaz Hamidian. ' Mayor Holland led the Pledge of Allegiance to the United States and to the State of Texas. COMMUNICATIONS FROM THE PUBLIC Fred Krch, Friendswood resident, addressed Council and stated he would like to hand a pamphlet out to Council regarding the Declaration of Independence, Freedom of Information Act, and the Gettysburg Address, is good to review the information. He further stated he received a copy of the Focus on Friendswood newsletter, one of the most attractive publications he has received from the City, appreciates the information provided, found one problem, a financial statement of the City was missing, citizens need to consider the financial status of the City when considering the bond. Robin Hall, Friendswood Resident, addressed Council and stated she served on the Bond Advisory, Group, is in favor of the Bond Election, gave a brief history of the Bond Advisory Group, requesting a Bond Election for the amount of$23 Million. ORDINANCE "Councilmember Rockey moved to approve the First and Final reading of Ordinance No. 2013-29 -An ordinance of the City Council of the City of Friendswood, Texas, calling a Bond Election to be held within the City on November 5, 2013; making provision for the conduct of the election; and containing other provisions incidental thereto. Seconded by Councilmember McGinnis. The motion was approved 5-2 with Councilmembers Enochs and Gustafson opposed. Mayor, Council, City Attorney, and Staff held a discussion regarding the wording of the bond propositions, ' guidelines for Councilmembers regarding advocating for or against the promotion of the bond propositions, and Council appreciates all the work that the Bond Advisory Group has done. COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS 08/12/13 4188 Mayor Holland thanked the Bond Advisory Group for all the work they have done, and for the organization of the whole presentation. , Councilmember McGinnis stated he would like to remind citizens that the Police Department has put together an open house on Tuesday, August 13, 2013, at the Green Event Center, will discuss the recent spike in crimes in the City of Friendswood, and will educate the public about home safety and preventive measures.
