ORDINANCE NO. 2013-27 AN ORDINANCE AMENDING CITY OF FRIENDSWOOD, TEXAS, ORDINANCE NO. 2012-26, PASSED AND APPROVED OCTOBER 1, 2012, SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2012-2013 BY APPROVING "BUDGET AMENDMENT XIII" TO THE "ORIGINAL GENERAL BUDGET OF THE CITY OF FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2012-2013"; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; AND PROVIDING OTHER MATTERS RELATED TO THE SUBJECT. WHEREAS, by Ordinance No. 2012-26, the City Council of the City of Friendswood, Texas, adopted its "Original General Budget for Fiscal Year 2012-2013"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2012-2013; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this Ordinance are hereby found to be hue and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2012-2013," is hereby amended for municipal purposes as shown on "Budget Amendment XIII"to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year 2012-2013" attached hereto. Said Budget Amendment XIII shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law, a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part hereof for all purposes. Section 3. In the event any clause,phrase,provision, sentence, or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more parts. Ord. 2013-27 2 Exhibit A Page 1 City of Friendswood Budget Amendment Summary Fiscal Year 2012 —2013 Budget Amendment XIII August 5, 2013 1. Police Department Insurance Reimbursement, $3,914. Appropriate supplemental insurance reimbursement received for vehicle damage claims to the Police Department vehicle unit P270. Funds will be appropriated to the Police Department Patrol division budget to offset the vehicle repair expenses. Reimbursement was received from Texas Municipal League on July 5, 2013. 2. Police Investigation Fund Revenue, $6,130. Appropriate state asset forfeiture funds received by the City from the Harris County District Attorney's Office. Funds will be appropriated to the Police Investigation Fund operating services account. 3. Police Department Animal Control. $8,947. Appropriate funds received from animal adoption fees in excess of the FY13 adopted budget. The FY13 budget included revenues based on prior years collections with adoption fees of$85 for cats and $100 for dogs. The funds will be appropriated to the Animal Control operating budget for adoption related services. 4. Police Department Animal Control Donations, $55. Appropriate funds donated to the Police Department Animal Control division. The donation of$55 was received from David Settle. The funds will be appropriated to the Animal Control operating budget for adoption related services. 5. Police Department Rape Aggression Defense Donations. $225. Appropriate funds donated to the Police Department Rape Aggression Defense (R.A.D.) Program. Donations were received from the Citizens participating in the R.A.D. classes. Funds will be appropriated to the Police Department Patrol operating equipment for R.A.D. program expenses. 6. Stevenson Park Pool Heating, $2,728. Appropriate funds received from the Houston Cougar Aquatic Sports and Sharks Swim Team for reimbursement of expenses incurred by the City for heating the pool during winter month swim practices. Funds will be appropriated to the Community Services Stevenson Park Pool division natural gas account. As per agreement, the swim teams will be responsible for the natural gas expenses associated with the teams utilizing the pool facility. 7. Community Development Plotter Replacement Equipment, $4,799. Transfer funds from the Community Development Engineering division in the Water and Sewer Fund to Administrative Services Information Technology division in the General Fund to replace a 9 year old HP 550OPS Plotter used for printing GIS maps. The new HP T790PS unit will reduce operating cost and increase print resolution. FYOrd 2013-27 Exhibit A Exhibit A Page 2 8. Downtown Parkway Amenity Benches, $1,700. Appropriate funds to purchase and install downtown district amenity benches at FM 518, just south of W. Shadowbend Avenue (306 S. Friendswood Drive). The donation was received on July 26, 2013. The funds will be appropriated to the Public Works Street division operating budget. 9. Public Works Truck, $30,000. Appropriate funds to purchase a truck for Public Works Streets division. This truck will replace an existing 1992 one ton truck used to transport Public Works Street & Drainage equipment to job sites throughout the City. The existing vehicle has exceeded its useful life and is in need of major repairs. Since this vehicle was not included in the original Vehicle Replacement Plan (VRP), the funding source for the replacement will be undesignated fund balance in the VRP fund. 10.Community Services Parks/Facility Operations Truck. $32,500. Appropriate funds to purchase a truck for Community Service Parks Operations division. The vehicle will be an addition to the City's fleet and will provide additional transportation for in-house maintenance and repairs. This vehicle will allow staff to complete more work orders, improve response time and enhance quality of service. The funding source will be undesignated fund balance in the Vehicle Replacement Plan Fund. 11.City Hall A/C Compressor Unit, $10,500. Transfer funds to the Community Services Facility Maintenance operating budget from Fire Marshal Emergency Management division operating budget. Replace the compressor in the Air Conditioning Unit #4 located in City Hall services the Community Services administration area, the City Manager's conference room, the break room, and the upstairs restrooms. 12.Air Compressor, $15,000. Transfer funds to the Public Works Streets division from the Fire Marshal's Emergency Management division to purchase an air compressor. The new air compressor will replace an existing air compressor purchased in 1998. This piece of equipment is essential for Public Works to repair City's streets and sidewalks. 13.Human Resources Employee Benefit Day Donation, $250. Appropriate funds to the Human Resources operating division. A donation was received from Johnson Space Center Federal Credit Union for the Employee Benefits Fair that will be held on August 26, 2013. The donation will help to sponsor the employee event. 14.Centennial Park Scoreboard. $14,300. Appropriate funds for the installation of two new scoreboards at Centennial Park football fields donated by the Friendswood Broncos Youth Football Association. Two scoreboards have been donated, however funding for the installation is needed. The funding source for the installation will be undesignated General Fund balance.
