ORDINANCE NO. 2013-25
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2012-26, PASSED AND
APPROVED OCTOBER 1, 2012, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2012-2013 BY
APPROVING "BUDGET AMENDMENT XII" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2012-
2013"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2012-26, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2012-2013'; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2012-2013;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
CITY OF FRIENDSWOOD, STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2012-2013," is hereby amended for municipal purposes as shown on "Budget
Amendment XII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2012-2013" attached hereto. Said Budget Amendment XII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and "B" and made a part
hereof for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2012 — 2013
Budget Amendment XII
July 1, 2013
1. Library Book Donation Appropriation, $500. Appropriate funds donated to the
Library. The donation was received on June 13, 2013. The funds will be used to
purchase books in fiscal year 2013.
2. Library Book Sales Revenue Appropriation, $3,075. Appropriate Library book
sale revenue funds to the Library department's operating budget. The revenue
comes from the sale of books. The funds will be appropriated the Library operating
budget and will be used for operating equipment purchases in fiscal year 2013.
3. Police Department Insurance Reimbursement, $5,422. Appropriate supplemental
insurance reimbursement received for vehicle damage claims to the Police
Department vehicle unit P270. Funds will be appropriated to the Police Department
Patrol division budget to offset the vehicle repair expenses. Reimbursement was
received from Texas Municipal League on June 6, 2013.
4. Police Department Supplemental Insurance Reimbursement, $239. Appropriate
supplemental insurance reimbursement received for vehicle damage claims to the
Police Department vehicle unit P320. Funds will be appropriated to the Police
Department CID division budget to offset the vehicle repair expenses.
Reimbursement was received from Texas Municipal League on June 6, 2013.
5. Police Department Regional DWI Task Force, $1,427. Appropriate funds received
from Houston Galveston Area Council to the Police Department. The City entered
an Intergovernmental Agreement with H-GAC for a Texas Department of
Transportation Regional DWI Task Force Grant. The City is a sub-grantee and is
can be reimbursed for eligible overtime costs up to $10,500. The grant program
supplements existing efforts to combat the effects of intoxicated driving during
holiday seasons.
6. Police Department Reimbursement. $3,658. Appropriate funds received from
HIDTA and FBI to the Police Department. The City has a Memorandum of
Understanding with both agencies for reimbursement for expenses spent on Drug
Task Force activities. The reimbursement for activities is through the month of April
2013. The funds will be appropriated to the Police Department Patrol Division and
Criminal Investigations Division.

7. Police Investigation Fund Revenue, $2,975. Appropriate state asset forfeiture
funds received by the City from the Harris County District Attorney's Office. Funds
will be appropriated to the Police Investigation Fund operating services account.
8. Public Safety Radio System Narrow banding, $26,097. Appropriate funds in the
Police Investigation Fund (PIF) to cover the cost of reprogramming existing radios
and to replace three existing radio repeaters. As of January 1, 2013, Federal
Communications Commission (FCC) required transitioning from wideband radio
frequencies to narrow banding radio frequencies for public safety radio systems with
Police, Fire, Transportation and Alert Sirens. The equipment and software update
will bring the existing system compliant with FCC requirements.
9. Bay Area Houston Economic Partnership, $1,500. Appropriate funds received
from Bay Area Houston Economic Partnership (BAHEP) reimbursing the City for
Councilman Rockey's travel expenses. Councilman Rockey traveled to Washington,
DC as a city council representative with the Bay Area Economic Partnership. An
agreement between the City and BAHEP allows up to $1,500 reimbursement for
travel expenses. Funds will be appropriated to the Mayor and City Council operating
budget.
10.Community Development Block Grant, $11,700. Appropriate funds received from
General Land Office for reimbursement.of grant program administrator and grant
application fees related to the Friendswood Link Road expansion project. Expenses
incurred in fiscal year 2012 were paid in fiscal year 2013. The reimbursement was
received June 12, 2013.
11.Public Works Heavy Equipment, $95,844. Appropriate capital lease proceeds
received for the purchase of a dump truck. The FYI Adopted Budget included the
capital lease funding for this expense. Funds will be appropriated to the CIP
Infrastructure Projects Public Works division in the capital equipment account.
