ANIMAL SHELTER ADVISORY COMMITTEE
REGULAR MEETING MINUTES
Thursday, August 20, 2026 – 6:00 P.M.
Training Room, Animal Control Facility
3000 W. Parkwood Avenue, Friendswood, Texas 77546
1. CALL TO ORDER
The regular meeting of the Animal Shelter Advisory Committee was called to order at 6:00
P.M. by Dr. Donald Stran, Chairman.
Members Present:
• Dr. Donald Stran
• Margaret Pickell
• Dr. Donna Coleman (by phone)
• Deputy Chief Erik Reyna
Staff/Guests Present:
• Sgt. Will Higgs, Friendswood PD
• Lisa Price, Friendswood PD
A quorum was confirmed.
2. OATH OF OFFICE
A. Administration of Oaths of Office for Reappointed Members
The Committee conducted the administration of the Oaths of Office for reappointed
members Dr. Donald Stran and Ms. Margaret Pickell.
The Oaths of Office were administered by Lisa Price, Assistant to the Chief of Police/Notary
Public
Action: No action required.
3. PUBLIC COMMENT
The Chair opened the floor for public comment.
There were no public comments; the public comment period was closed.
4. MINUTES
A. Consider Approval of Minutes from September 18, 2025
The Committee reviewed the minutes of the Animal Shelter Advisory Committee regular
meeting held on September 18, 2025.
Motion: A motion was made by Dr. Donald Stran and seconded by Dr. Donna Coleman to
approve the minutes as presented.
Vote:
• Ayes: 4
• Nays: 0
• Abstentions: 0
Motion: PASSED
5. REPORTS
A. Animal Services Operations Update
Deputy Chief Erik Reyna, Animal Control Director, provided an update regarding Animal
Services operations.
Discussion included:
• Animal shelter operations: The shelter is in a transition period. Friendswood PD
command staff will be overseeing the day-to-day operations of Animal Services.
• Animal intake: As of July 31, 2026, Animal Services had taken in 132 dogs, 88 cats,
6 wildlife and 2 other animals.
• Adoptions/rescue activity: Adoptions are at 23 dogs, 63 cats and 2 other animals.
Return to owner is at 105 dogs and 14 cats and there have been 3 dog and 8 cat
rescue transfers.
• Animal population: On August 20, 2026, there were 11 dogs and 5 cats currently
being housed (1 dog in quarantine as a bite case)
• Staffing: Captain Doug Lauersdorf retired to become the Chief Administrator/Chief
of Police for Alvin College and Ashley Huynh is no longer employed by the City. The
role of Animal Control Supervisor will not be immediately filled; instead, daily
operations will be overseen by police department command staff.
• Facility operations/maintenance: Flooring and painting have been scheduled in
the animal areas; furniture is scheduled to be replaced in the shared office in the
front.
• A Texas Department of State Health Services Quarantine Inspection was conducted
of the facility on August 13, 2026. The results of the inspection were provided for
review and the facility did pass the inspection. Items needed to be done following
the inspection include a Veterinarian Inspection of the Quarantine facilities by Dr.
Coleman, assignment of a new Local Rabies Control Authority, and copy of the last
meeting minutes from the Animal Shelter Advisory Committee sent to the
inspection officials. Dr. Coleman set an appointment with staff for the veterinarian
inspection on August 27, 2026, at 12:30 p.m. The LRCA will be designated at the
September 14, 2026, Friendswood City Council meeting. And, the minutes from the
September 18, 2025, meeting, will be sent to the inspection official.
• Community outreach: Staff have had animals for adoption and conducted
outreach at numerous events this calendar year and are getting ready for the MEGA
event at the GRB Convention Center in November.
• Other operational matters: Euthanasia of wildlife was discussed by Ms. Pickell
with some insight from Dr. Coleman. Protocols for euthanasia of wildlife will be
reviewed with staff.
Committee members asked questions and discussed the information presented.
Action/Direction: The Animal Services Emergency Management index will be brought to
the next meeting to discuss plans during hurricanes at the request of Donald Stran.
No formal action was taken unless otherwise noted.
6. NEXT MEETING
A. Consider Setting Date and Time of Next Meeting
The Committee discussed the date and time for the next Animal Shelter Advisory
Committee meeting.
Motion: A motion was made by Margaret Pickell and seconded by Deputy Chief Erik
Reyna to set the next meeting for Wednesday, September 16, 2026, at 6:00 p.m. and a
subsequent meeting to be held on Thursday, October 15, 2026, at 6:00 p.m.

Motion: PASSED
7. ADJOURNMENT
There being no further business, the meeting was adjourned by Dr. Donald Stran at 6:20
p.m.
