A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF FRIENDSWOOD,
TEXAS, AMENDING RESOLUTION NO R2026-12 RELATED TO THE ADVANCE
FUNDING AGREEMENT WITH THE TEXAS DEPARTMENT OF
TRANSPORTATION FOR A SURFACE TRANSPORTATION BLOCK GRANT
PROJECT FOR THE SUNSET BOULEVARD SIGNAL IMPROVEMENTS PROJECT
TO AUTHORIZE A CASH MATCH OF AN AMOUNT NOT TO EXCEED THREE
HUNDRED FORTY THOUSAND FOUR HUNDRED NINE AND NO/100 DOLLARS
($340,409 00), AND PROVIDING FOR THE EFFECTIVE DATE

WHEREAS,the Houston-Galveston Area Council's Transportation Policy Council has authorized
the City of Friendswood to receive Surface Transportation Block Grant("STBG")funds for the following
project.
Project Name Project Description
> Rehabilitation of existing traffic signals
along Sunset Drive at its intersections with
W Castlewood Avenue, Falling Leaf Drive,
Sunset Drive Signal Improvements Project and Cowards Creek Drive
> Installation of new traffic signals along
Sunset Drive at its intersection with
Briarmeadow Avenue
(the "Project"),and
WHEREAS,the STBG funds require a local match, and
WHEREAS, the City Council previously approved the City's local match via Resolution No
R2026-12 in the amount of ONE HUNDRED NINETY-NINE THOUSAND SEVEN HUNDRED ONE
AND NO/100 DOLLARS($199,701 00), and
WHEREAS, under the Advance Funding Agreement ("AFA") with the Texas Department of
Transportation ("TxDOT"), additional funding is needed for the City's local match, namely, an additional
ONE HUNDRED FORTY THOUSAND SEVEN HUNDRED EIGHT AND NO/100 ($140,708 00) for
consulting engineering services for the Project, and
WHEREAS, the City Council of the City of Friendswood desires to authorize such additional
funding and to ratify the payment thereof;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF
TEXAS
Section 1 The facts and matters set forth in the preamble of this resolution are hereby found
to be true and correct
Section 2 That Section 2 of Resolution No R2026-12 is hereby amended to read as follows:
Section 2 That the second recital of Resolution No. R2025-30 is hereby
amended to read as follows.
WHEREAS, the STBG funds require a local match, and the City
of Friendswood commits to provide the match,which match is comprised
of Transportation Development Credits("TDCs")along with the payment
of an amount not to exceed THREE HUNDRED FORTY THOUSAND
FOUR HUNDRED NINE AND NO/100 DOLLARS($340,409 00), and
Section 3 That the City Council hereby amends Section 3 of Resolution No R2026-12 to
read as follows
Section 3 That the City Council hereby amends Section 2 of Resolution No.
R2025-30 to read as follows
Section 2 The City Council of the City of Friendswood
hereby approves an AFA with TxDOT for the Project and authorizes the
City Manager to execute and the City Secretary to attest to an AFA with
TxDOT for the Project and authorizes the required local match consisting
of TDCs and the payment of an amount not to exceed THREE HUNDRED
FORTY THOUSAND FOUR HUNDRED NINE AND NO/100
DOLLARS($340,409 00)
Section 4 That the City Council hereby ratifies all actions and payments made by the City
consistent with Resolution Nos R2025-30 and R2026-12, as amended herein.
Section 5 This resolution shall be effective immediately upon its passage and approval
