AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD,
TEXAS, REPEALING SECTION 21 OF ORDINANCE NO 2002-16,
RENAMING A PORTION OF BAKER ROAD TO HACKNEY ROAD,
REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
INCONSISTENT OR IN CONFLICT HEREWITH, PROVIDING FOR
SEVERABILITY AND AN EFFECTIVE DATE

WHEREAS,in 2002,the City Council passed Ordinance No.2002-16,which,in part,named
the 60-foot right-of-way running northwesterly along the entrance of the Whispering Pines Estates
Subdivision as Baker Road, and
WHEREAS,another section of roadway named Baker Road already exists and extends from
FM 2351 to Stonewall Pass Road, and
WHEREAS,the change made in 2002 resulted in duplicate road names,which could cause
confusion for emergency personnel responding to an emergency in the area, and
WHEREAS, the portion of roadway subject to this ordinance has also been known as
Hackney Road, as evidenced by the street sign at the roadway's intersection of Falling Leaf Drive;
and
WHEREAS, Hackney is a Friendswood family, whose members lived and volunteered in
Friendswood, and
WHEREAS,only one address—the City's lift station site—will be affected by the renaming
of the right-of-way, no private addresses will be affected, and
WHEREAS, the City Council finds that it is in the best interest of the health, safety and
welfare of the citizens of the City of Friendswood to rename the portion of roadway described herein
as Hackney Road, NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS.

Section 1 All matters stated in the preamble are found to be true and correct and are
incorporated herein as if copied in their entirety
Section 2 The City Council hereby repeals Section 2 1 of Ordinance No 2002-16,which
named the 60-foot public right-of-way running northwesterly along the entrance of the Whispenng
Pines Estates Subdivision as Baker Road.
Section 3 That portion of public right-of-way from Wilderness Trail to Stonewall Pass
Road,as more particularly depicted in Exhibit"A,"which is attached hereto and incorporated herein
for all intents and purposes, is hereby renamed as Hackney Road
Section 4 Upon the final passage of this ordinance, the City Manager (i) shall, in a
timely,manner initiate installation of proper street signs in accordance herewith,(ii)shall cause all
new official or unofficial maps prepared by or authorized by the City subsequent to the final passage
of this ordinance to reference that portion of the public right-of-way descnbed in Section 3 as
Hackney Road, and (iii) shall take such further action as necessary related to the renaming of the
right-of-way described herein
Section 5. That this ordinance shall be cumulative of all other City ordinances, and all
other provisions of other ordinances adopted by the City which are inconsistent with the terms or
provisions of this ordinance are hereby repealed.
Section 6 It is hereby declared to be the intention of the City Council of the City of
Fnendswood,Texas,that sections,paragraphs,clauses and phrases of this ordinance are severable;
and if any phrase,clause, sentence,paragraph or section of this ordinance shall be declared legally
invalid or unconstitutional by the valid judgment or decree of any court of competent jurisdiction,
such legal invalidity or unconstitutionality shall not affect any of the remaining phrases, clauses,
sentences,paragraphs or sections of this ordinance since the same would have been enacted by the
City Council of the City of Fnendswood without the incorporation in this ordinance of any such
legally invalid or unconstitutional phrase, sentence, paragraph or section
Section 7 This ordinance shall take effect from and after its passage on second reading
by the City Council of the City of Friendswood, Texas.
