AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2012-26, PASSED AND
APPROVED OCTOBER 1, 2012, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2012-2013 BY
APPROVING "BUDGET AMENDMENT V" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2012-
2013"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2012-26, the City Council of the City of Friendswood,
Texas, adopted its"Original General Budget for Fiscal Year 2012-2013'; and

WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally it
economically feasible and in the best interest of prudent budgeting and for municipal purposei;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2012-2013; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2012-2013," is hereby amended for municipal purposes as shown on "Budget
Amendment V" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2012-2013" attached hereto. Said Budget Amendment V shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A"and `B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase,provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or

invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2012— 2013
Budget Amendment V
March 4, 2013
1. Police Department Criminal Investigations Division Reimbursement, $2,598.
Appropriate funds received from HIDTA to the Police Department Criminal
Investigation division. The City has a Memorandum of Understanding for
reimbursement of personnel overtime spent on Drug Task Force activities. The
reimbursement for activities is for the month of November and December 2012.
The funds will be appropriated to the Police Department Criminal Investigations
Division personnel overtime account.
2. Police Department Criminal Investigation Division Reimbursement, $523.
Appropriate funds received from Harris County Institute of Forensic Sciences
(HCIFS) to the Police Department Criminal Investigations Division. The City has
an Inter-local Sub-grant Agreement with HCIFS for investigative time and effort
spent on solving cold cases with DNA. This reimbursement is for time spent in
.} December 2012. The funds will be appropriated to the Police Department
Criminal Investigations Division personnel overtime account.
3. K-9 Unit Vehicle Repair. $6,922. Appropriate Harris County Seized Funds in
the Police Investigation Fund (PIF) for vehicle maintenance repairs. The
camshaft was repaired in the K-9 patrol vehicle. The repairs were completed on i
January 31, 2013. The expenses will be included on the Police Department's
2013 annual report to the U.S. Department of Justice Asset Forfeiture
Department.
4. Emergency Operations Center Telephone Equipment. $375. Transfer funds
from the Fire Marshal Office operating budget to the Community Services Facility
Operation division's operating budget. The phones currently used in the EOC
call takers room and file room will be replaced. The phones are outdated and are
not working properly. The total cost for 5 phones is $750. The cost will be
shared equally by the Community Service department and the Fire Marshal
department.
5. Community Services Donations. $3,000. Appropriate donations received from
Friendswood Fun Walkers and Mr. and Mrs. Mickler to Community Services
Parks Division. The funds will be used to purchase two solar light poles that will
be installed among the other existing light poles at Stevenson Park.
