ORDINANCE NO. 2012-35
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2012-26, PASSED AND
APPROVED OCTOBER 1, 2012, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2012-2013 BY
APPROVING "BUDGET AMENDMENT II" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2012-
2013"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
! WHEREAS, by Ordinance No. 2012-26, the City Council of the City of Friendswoodl
Texas, adopted its"Original General Budget for Fiscal Year 2012-2013'; and

WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally II
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2012-2013; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2012-2013," is hereby amended for municipal purposes as shown on "Budget
Amendment II" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year;
2012-2013" attached hereto. Said Budget Amendment II shall be attached to and made a part of
such Original General Budget by the City Secretary and shall be filed as required by state law, al
true and correct copy of which is attached hereto as Exhibits "A"and `B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged I
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2012 —2013
Budget Amendment II
December 3, 2012
1. Prior Year Unencumbered Capital. $1,549,119. Re-appropriate funds
budgeted for capital expenditures in fiscal year 2011-12; but not expensed at
fiscal year-end September 30, 2012. Goods and services will be received and
expensed in fiscal year 2012-13. Section 8.06 of the City Charter allows for
funds appropriated for capital expenditure to remain in force for up to three years
if unencumbered or until the intended purpose is accomplished.
2. Prior Year Encumbrances, 2,112,548. Appropriate funds for purchase orders
issued in fiscal year 2011-12 and outstanding at fiscal year-end, September 30, 1
2012. Goods and services for these purchase orders will be received and
expensed in 2013.

3. Community Services — Santa in the Park Donation. $20,000. Appropriate
funds donated to the Community Services Department by Hometown Bank of
Friendswood for the 51h annual Santa in the Park event. The funds will be used
to purchase a new 20 foot Christmas tree, cost of installation, and tree
decorations. The tree will be installed at Stevenson Park. In addition, the funds
will be used to purchase 40,000 pounds of snow material for a snow hill and
slides. The donation was received on November 6, 2012.
4. Community Services — Stevenson Park Donation, $1,500. Appropriate funds
donated to the Community Services Department by Texas First Bank. The
donation was received on October 4, 2012. The funds will be used to purchase a
second solar light to be installed at Stevenson Park.
5. Lake Friendswood Roadway Surveyinq and Geotechnical Engineering
Services, $15,000. Appropriate funds totaling $15,000 for geotechnical
engineering and surveying services related to the construction of a roadway
leading to Lake Friendswood. The funding source for this expense will be the
$380,000 designated and reserved in the General Fund balance by City Council
on September 10, 2012 for parks improvements recommended in the Parks
Committee Scenario 3.
6. Police Investigation Fund Revenue. $2,180. Appropriate state asset forfeiture'
funds received by the City from the Harris County District Attorney's office in
fiscal year 2012. Funds will be appropriated to the Police Investigation Fund
(PIF) operating services account.
