Special Meeting
Meeting Minutes of April 22, 2025 – 4:00 P.M.
Second Floor (CMO) Conference Room, City Hall
910 S. Friendswood Drive, Friendswood, Texas 77546
1. Call To Order
The meeting was called to order at 2:00 p.m. with a quorum present.
Present: Dr. Rebecca Hillenburg, President; Paul Marx, Secretary/Treasurer; Ron Cox, Member;
Arden Trey Hill, Member; Chris Richardson, Member; Scott Mackenzie, Member
Staff members present: Karen Horner, City Attorney; Aubrey Harbin, Director of Community
Development; Kristina Cuellar, Secretary
Councilmembers: Sally Branson
Absent: Elmer “Bubba” Johnson, Vice President; Steven Rhea, Assistant City Manager
2. Citizen Comments
None.
3. Approval of Minutes
A. Consider the approval of the minutes of the Friendswood Downtown Economic Development
Corporation Special Meeting held on March 11, 2025.
Motion to Approve: Cox
Second: Mackenzie
Vote: 5/0 Approved (Marx-not present for vote)
4. Discussion and Possible Action
A. Consider authorizing payment to Texas New Mexico Power for infrastructure installation related
to the Downtown Illumination project.
Motion to Approve: Mackenzie
Second: Richardson
Vote: 6/0 Approved
B. Consider authorizing the President to negotiate and authorize a Cost Sharing Agreement with
the City of Friendswood for the purchase, installation and storage of Christmas decorations.
Motion to Approve: Hill
Second: Cox
Vote: 6/0 Approved
5. Work Session Topics
A. Discussion regarding future Friendswood Downtown Economic Development Corporation
projects.
The committee reviewed and prioritized future projects, which include:
1. Street Name Signage, Downtown Entrance Branding, Wayfinding and Directional Signage
2. Overhead Communication Relocation - Comcast and AT&T
3. Correct Power Pole Angles
4. Extend Downtown Sidewalks on side streets
5. Downtown District Improvement Plan Update
6. Tree uplighting and walkways on church property
6. Adjournment
With no further business to discuss, the meeting was adjourned at 3:35 p.m.
