R2012-18 A R�SOLUTION Or TH� CITY OP' FRIENDSWOOD AUTHORIZING AND APPROVING M�MB�RSHIP IN THE GULF COAST COALITION OT CITI�S ("GCCC") FOR TH� PURPOSE OF PROT�CTING THE INT�R�ST OF TH� CITY AND ITS CITIZENS WITH RESPECT TO ELECTRIC AND GAS UTILITY MATTERS; TINDING THAT TH� M�ETING AT WHICH THIS RESOLUTION IS PASSED IS OP�N TO THE PUBLIC AS R�QUIRED BY LAW; REQUIRING NOTIC� OF THIS RESOLUTION TO LEGAL COUNSEL. .. % X .. .. WH�REAS, tlie City of Friendswood, Texas ("City") is an electric and gas Litility customer and a regulatoiy authority with an interest in the iates that it and its citizens are charged; and WHEREAS, the City is conceined about the impact of such rates on its citizemy; and WHEREAS, the Gulf Coast Coalition of Cities ("GCCC") is a coalition of similarly situated political subdivisions in the Greater Houston area that represents tlie interests of its members on gas and electric utility matters before the Public Utility Commission, the Railroad Commission, the Electric Reliability CoLmcil of Texas and the courts; and WH�REAS, the GCCC has been an active inteivenor in all of the major electric and gas raternaking proceedings involving CenterPoint Electric, Texas-New Mexico Power Company, CenterPoint Gas, and Texas Gas Service Co. during the past 15 years; aud WHER�AS, GCCC was created in response to concems about the price of gas and electricity paid by its member cities as well the citizens living within the boundaries of its members and to ensure a separate representation in order to ensure that their interests were not being overlooked; and WHER�AS, by joining together, the members of the GCCC have been able to present a strong voice to the Railroad Conunission, Public UtiliTy Cottunission, and courts; and WHEREAS, GCCC's participation has se�ved to reduce the prices that member cities and their residents pay for gas and electricity; and WH�REAS, by participating in the GCCC, its members are taking an active role in promoting econornic development tlu•ough reasonable gas and electric rates; and WHEREAS, participation in GCCC demonstrates the concern of its members about the reliability, quality of seivice and prices its citizens pay for gas and power; and WH�REAS, there is no direct cost impact to the City associated with joining the GCCC and the City is free to withdraw from the GCCC at its discretion. Under no circumstances shall the City of Friendswood be responsible to Lloyd Gosselink Rochelle and Townsend, P.C., or consultants hired by Lloyd Gosselink Rochelle and Townsend, P.C., for any expenses resulting from reimbursable cases. NOW, THER�FORE, BE IT ORDAINED BY TH� CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. The City authorizes membership and participation in the Gulf Coast Coalition of Cities and cooperation with the meinbers of the Coalition on electric and gas utility matters. Sectimi 2. Subject to City retaining the right to withdraw fi•om any proceeding, the City authorizes the GCCC to inteivene and participate on its behalf in reimbursable electric and R2012-18 2 gas utility ratemaking proceedings according to the Public Utility Regulatory Act and the Gas Utility Regulatoty Act. Section 3. That it is hereby ofticially found and determined that the meeting at which this Resolution is passed is open to the public as required by law and the public notice of the time, place, and puipose of said meeting was given as required. Section 4. That a copy of this Resolution shall be sent to Thoinas Brocato, General Counsel to the Gulf Coast Coalition of Cities, at Lloyd Gosselink Rochelle & Townsend, P.C., 816 Congress Avenue, Austin, Texas 78701.
