R2012-20 A RESOLUTION OF TH� CITY COUNCIL OF THE CITY OF FRIENDSWOOD, T�XAS, R�VISING AND ADOPTING THE COUNCIL-COMMITTEE R�LATIONSHIP, AND COUNCIL LIAISON ROLE FOR THE CITY. x Y x .. x x .. x x x .. x WHEI2EAS, on January 12, 2004, the City Council of the City of Friendswood, Texas passed and approved Resolution No. R2004-02 in order to revise the City's Mission Statement and to establish strategic goals, and to outline and define the Council-Committee relationship and Council Liaison role; and WHER�AS, the City Council of the Ciry of Friendswood, Texas, held a special meeting on June 30, 2012 at the Federal Amoco Credit Union; and I WHEREAS, at this special meeting, the City Council worked toward revising the Council-Committee relationship, and the Council Liaison role; now, therefore BE IT RESOLVED BY THE CITY COUNCIL OF TH� CITY OF FRIENDSWOOD, T�XAS: Section 1. The facts and matters set foi�th in the preamble of this Resolution are hereby found to be true and con�ect. Section 2. The City Couucil of the City of Friendswood revises and adopts the Council-Committee relationship, and Council liaison role, Exhibits "A", aud "B" attached hereto and made a pait hereof. I EXHIBIT "A" Council-Committee Relationship ■ Council places confidence and respect in the committees and expects them to bring Council products based on their research and their position. ■ Committee recominendations coine from their position, not from a big picture perspective—the big picture is Councils responsibility. ■ Council needs to spend time with coinmittees up front and explain this philosophy and explain the committee council relationship/process ■ Cotmcil and each committee will establish dates for feedback—this allows corrunittees and Council regular opportunities to ensure they are moving in the same direction. ■ Council also recognizes that there are different types of committees: o Ad Hoc o Commissions with specific charge o Advisoiy/Research/Task Farce EXHIBIT"B" Council Liaison Role ■ Primary responsibility is to ensure communication between the Council and the committee. ■ Liaisons may prompt the cwnmittee to "go back" to Council if they are moving beyond their scope-of-work or unsure of their next step. ■ Liaisons should not interpret the position of Council for the comtnittee without bringing it back to the Council. ■ Liaisons should i•edirect committee to its original charge. ■ Liaisons should provide information to the Council. ■ Liaisons should notify alternate liaisons as soon as possible when they cannot attend a meeting. i I I
