AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AMENDING ORDINANCE NO. 2025-23, PASSED
AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE
APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR
FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT IX"
THERETO;PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR
TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND
PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2025-26"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2025-26;NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2025-26"is hereby amended for municipal purposes as shown on"Budget Amendment
IX" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"
attached hereto. Said Budget Amendment IX shall be attached to and made a part of such Original
General Budget by the City Secretary and shall be filed as required by state law. A true and correct
copy of said amendment is attached hereto as Exhibits "A" and "B" and is incorporated herein for
all intents and purposes.
Section 3. In the event any clause,phrase,provision,sentence,or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to
be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares
that it would have passed each and every part of the same notwithstanding the omission of any
such part thus declared to be invalid or unconstitutional, whether there be one or more parts.
Section 4. This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Friendswood, Texas.
INTRODUCED, READ AND PASSED on first and final reading by the affirmative vote
of the City Council of the City of Friendswood on this the 6th day of July, 2026.

Budget Amendment Summary
Fiscal Year FY2025-2026
Budget Amendment IX
July 6, 2026
1. Emergency Generators— Public Safety Building & City Hall,$542,122*. Appropriate funds for the
purchase of emergency generators at Public Safety Building and City Hall. City Council approved the
purchase of the generators at the June 1, 2026, City Council Meeting. The funding source will be public
property financing loan proceeds ($467,786) and capital maintenance fund undesignated fund balance
($74,336).
2. 2024 CDBG-MIT RCP Grant Reimbursement, $12,500. Appropriate grant proceeds received for services
related to the City of Friendswood's Comprehensive Plan and Zoning Updates project. Advanced funding
for these services was appropriated at the January 5, 2026, City Council Meeting. Therefore, the proceeds
will be appropriated back to unassigned general fund balance.
3. City Manager's Office—Small Business Week Sponsorships, $2,045 Appropriate sponsorships
received for Small Business Week expenses. The funds will be appropriated to the economic development
division's operating supplies account ($85) and the operating services account ($1,960).
4. Police Department - Donation, $1,000. Appropriate donation received from Knights of Columbus for
National Night Out expenses. The funds will be appropriated to the Police Department administration
division's operating supplies account.
5. Department of Emergency Services— Donations, $3,000. Appropriate donations received for public
education materials related classes offered by the EMS division. The funds will be appropriated to the EMS
division's operating supplies account.
6. Library Department— Donation, $2,480. Appropriate donation received from the Galveston County Mayor
& Councilmember's Association to purchase small library equipment. The funds will be appropriated to the
Library's operating equipment account.
7. Parks and Recreation Department— Daddy Daughter Dance, $500. Appropriate sponsorship received
from T. Hinckley for the Daddy Daughter Dance. The funds will be appropriated to the recreation division's
community events account.
8. Parks and Recreation Department— Concert in the Park, $1,200. Appropriate sponsorship received
from Edward Jones for Concert in the Park. The funds will be appropriated to the recreation division's
community events account.
9. Parks and Recreation Department—4th of July Sponsorship, $5,000. Appropriate sponsorship
received from HEB for the City's 4th of July event. The funds will be appropriated to the 4'h of July division's
community events account.
10. Parks and Recreation Department— Damage Reimbursement, $500. Appropriate reimbursement
received related to damage at Centennial Park on the sports field. The funds will be appropriated to the
parks division's operating maintenance account.
11. Lift Station Mitigation Package #1 — Materials Testing, $11,720. Appropriate funds for construction
materials testing services for Lift Station Mitigation Package#1. The City entered into an agreement with
CMT Technical Support Services on June 3, 2026. The funding source will be the 2025 water and sewer
revenue bonds.

12. Lift Station Mitigation Package #4— Materials Testing, $14,135. Appropriate funds for construction
materials testing services for Lift Station Mitigation Package #4. The City entered into an agreement with
CMT Technical Support Services on June 16, 2026. The funding source will be the 2025 water and sewer
revenue bonds.
13. Lift Station #2 Rehabilitation — Materials Testing, $21,140. Appropriate funds for construction materials
testing services for Lift Station #2 Rehabilitation. The City entered into an agreement with CMT Technical
Support Services on June 16, 2026. The funding source will be the 2025 water and sewer revenue bonds.
