Friendswood Independent School District
ORDER OF SPECIAL ELECTION - November 7, 2023
To the registered voters of Friendswood Independent School District:
On this, the 21st day of August, 2023, the Board of Trustees of Friendswood In-
dependent School District convened in a regular called meeting with the following
members present:
Tony Hopkins Rebecca Hillenburg
David Montz Niki Rhodes
Laura Seifert Beau Egert
and the following absent:
Ralph Hobratschk
constituting a quorum
WHEREAS, the Board of Friendswood ISO deems it advisable to call the Vot-
er -Approval Tax Rate special election hereinafter ordered; and
WHEREAS, the meeting at which this Order was adopted was in accordance with
the requirements of the Texas Open Meetings Act.
THEREFORE, be it ordered by the Board of Trustees of the Friendswood Inde-
pendent School District:
That an election be held on November 7, 2023 approving the ad valorem tax rate
of $1.08000 per $100 valuation in Friendswood Independent School District for
the current year, a rate that is $0.02954 higher per $100 valuation than the vot-
er -approval tax rate of Friendswood Independent School District, for the purpose
of generating additional funds to be used for teacher and staff salaries, safety
costs, classroom supplies, utilities, educational resources, insurance, and other
items that help educate students each day. Last year, the ad valorem tax rate
in Friendswood Independent School District was $1.20940 per $100 valuation.
That the manner of holding said election shall be governed by the Texas Election
Code, the Texas Tax Code, and the Texas Education Code. All necessary ballots
and other election supplies for said election will be furnished in both English and
Spanish.
That the Board of Trustees will conduct the local canvass of election results not
earlier than the third (3rd) day or later than the eleventh (11 "') day after the Elec-
tion Day.
That the Board of Trustees shall forthwith issue a notice of said election and post
copies of this notice, in both English and Spanish, at the Friendswood Administra-
tion Building ofsaid school district at 302 Laurel Drive and shall deliver that notice
of the election to the county clerk. Such posting and publication shall be done
in the time provided by the Texas Education Code and the Texas Election Code.
That the locations, dates, and times for early voting for this election shall be as set
forth ni Exhibit A, which is attached hereto and incorporated herein by reference
as a part hereof for all purposes.
That the Galveston County Clerk will serve as the early voting clerk. Dwight
Sullivan is authorized and charged to perform the functions provided by law in
the casting of early voting ballots and to receive applications for ballots by mail.

That an application for ballot by mail shall be sent in accordance with the require-
ments set forth in Exhibit B, which is attached hereto and incorporated herein by
reference as apart hereoffor all purposes.
That election day shall be November 7, 2023, with polls being open between the
hours of 7:00 a.m. and 7 p.m.
The above order being read: it was moved and seconded that the same do pass.
Thereupon, the question being called for, the following members of the Board of
Trustees voted AYE:

and the following voted NO: None

En este dia 21 de agosto de 2023, la Junta de Sindicos de! Distrito Escolar Inde-
pendiente de Friendswood se reunio en una reunion ordinaria convocada con los
siguientes miembros presentes:

POR CUANTO, la Junta de Friendswood ISO considera aconsejable convocar
la eleccion especial de Tasa de Impuestos de Aprobacion de Votantes que se
ordena a continuacion; y
POR CUANTO, la reunion en la que se adopto esta Orden fue de acuerdo con
los requisitos de la Ley de Reuniones Abiertas de Texas.
POR LO TANTO, sea ordenado por la Junta Directiva de! Distrito Escolar Inde-
pendiente de Friendswood:
Que se celebre una eleccion el 7 de noviembre de 2023 que apruebe la tasa
impositiva ad valorem de $1.08000 por $100 de valuacion en el Distrito Escolar
Independiente de Friendswood para el afio en curse, una tasa que es $0.02954
mas alta por $100 de valuacion que la tasa impositiva aprobada por los votantes
de Friendswood Independent Distrito Escolar, con el proposito de generar Tondos
adicionales que se utilizaran para salarios de maestros y personal, costos de
seguridad, utiles escolares, servicios publicos, recursos educativos, seguros y
otros elementos que ayuden a educar a los estudiantes todos los dias. El afio
pasado, la tasa impositiva ad valorem en el Distrito Escolar Independiente de
Friendswood fue de $1.20940 por cada $100 de valuacion.
Que la manera de Ilevar a cabo dicha eleccion se regira per el Codigo Electoral
de Texas, el Codigo Fiscal de Texas y el Codigo de Educacion de Texas.Todas las
boletas electorales necesarias y otros suministros electorales para dicha elec-
cion se proporcionaran tanto en ingles como en espafiol.
Que la Junta de Sindicos Ilevara a cabo el escrutinio local de los resultados de
las elecciones no antes de! tercer (3er) dia ni despues de! undecimo (I Imo Idia
despues de! Da de la Elecci6n.
Que la Junta Directiva emitira de inmediato un aviso de dicha eleccion y public-
ara copias de este aviso, tanto en ingles como en espafiol, en el Edificio Admin-
istrativo de Friendswood de dicho distrito escolar en 302 Laurel Drive y entregara
ese aviso de la eleccion al condado oficinista. Dicho anuncio y publicacidn se
realizara en el tiempo previsto per el C6digo de Educacion de Texas y el C6digo
Electoral de Texas.
Que los lugares, las fechas y los horarios para la votacion anticipada para esta
eleccion seran los establecidos en el Anexo A, que se adjunta al presente y se
incorpora al presente por referencia como parte del mismo para todos los fines.
Que el secretario de! condado de Galveston actuara como secretario de votacion
anticipada. Dwight Sullivan esta autorizado y encargado de realizar las funciones
previstas per la ley en la emision de boletas de votacion anticipada y para recibir
solicitudes de boletas por correo. La direccion postal oficial de Dwight Sullivan es

Competitive Sealed Proposals (CSP) will be accepted until 2.00 p.m., Thursday
October 26 2023, and shall be opened and read aloud into the public record
following the close of the acceptance period at Pearland City Hall, 3519 Liberty
Dr., Pearland TX 77581 for the following project:
Fire Station 2 & Fire Station 3 — Repairs (HVAC)

The project will entail the following for Fire Station No. 2 & Fire Station No. 3 —
Repairs:
• Replacement of the existing duct insulation with new R8.4 rated duct insula-
tion, seal duct seams and seal everything with mastic.
• TAB rebalance of the HVAC system.
• Remove and replace all exposed attic wall insulation (Attic space only) with
new R-13 unfaced fiberglass insulation.
• Remove and replace all exposed roof insulation (Attic space only) with new
R-30 unfaced fiberglass insulation.
• Replace damaged air diffusers and replace damaged ceiling tiles and drywall.
• Install fan modulation equipment to the existing HVAC units.
• Reduce flex duct lengths as indicated on the plans.
• Patch, Repair, Paint Weight Room Ceiling.
• Replace DX unit exterior refrigerant piping insulation.
• Insulate AHU condensate Piping.
• Replace mini -split unit as indicated on the plans.
A Mandatory Pre -Proposal Conference will be held at the City of Pearland Engi-
neering and Public Works Building at 2016 Old Alvin Rd, Pearland, Texas 77581
at 11:00 a.m. on Thursday October 19.2023.
All bids should be submitted through the E-Bid system located on the City's
website at: hdps:Hpearland.ionwave.neVLogin.aspx. All interested Bidders are
advised to register as a supplier on the City's E-Bid System at the above website
by clicking on "Supplier Registration" and completing a short registration ques-
tionnaire. Electronic Bid Documents, including Plans, Technical Specifications
and Bid Forms are available for download after registration is approved by City
Purchasing office. No plan fees or deposits are required for bid documents ob-
