TEXAS, ORDINANCE NO. 2011-31, PASSED AND
APPROVED OCTOBER 3, 2011, SAME BEING AN i
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2011-2012 BY
APPROVING `BUDGET AMENDMENT VIH" TO THE
"ORIGINAL GENERAL 'BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS;FOR THE FISCAL YEAR 2011- '
2012"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
U J WHEREAS, by Ordinance No. 2011-31, the City Council of the City of Friendswood„
Texas, adopted its "Original General Budget for Fiscal Year 2011-2012'; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2011-2012; now,therefore,

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2011-2012," is hereby amended for municipal purposes as shown on "Budget
Amendment VIII"to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2011-2012" attached hereto. Said Budget Amendment VIII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part
hereof for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2011 —2012
Budget Amendment VIII
June 4, 2012
1. Library Book Sales Revenue Appropriation, $12,492. Appropriate Library
book sale revenue funds to the Library department's operating budget. The
revenue comes from the sale of books over a period of several years. The funds
will be used to purchase operating equipment by the end of the 2012 fiscal year.
2. Library Book Donations Appropriation, $1,303. Appropriate funds donated to
the Library division. Donations were received from October 3, 2011 through May
1, 2012. The funds will be used to purchase audio books in the fiscal year 2012.
3. Police Department Animal Control Donations, $1,334. Appropriate funds
donated to the Police Department Animal Control division. Donations were
received from April 23, 2012 through May 16, 2012. The funds will be used for
animal control adoption related services and for purchase of cat cages.
4. Police Department Animal Control, $1,400. Appropriate funds received from
the increase in animal adoption fees. The FY12 budget included revenues based
on adoption fees of$25 per animal. However, in December 2011, the animal
control adoption fees were increased to $85 for cats and $100 for dogs. The
change in fees from the revenue collected in the amount of$1,400 will be
appropriated to Animal Control operating budget for adoption related services.
5. Police Department Criminal Investigations Division Reimbursement, $1,334.
Appropriate funds received from FBI to the Police Department Criminal
Investigation division. The City has a Memorandum of Understanding with both
agencies for reimbursement of personnel overtime spent on Drug Task Force
activities. This reimbursement is for activities through the month of February
2012. The funds will be appropriated to the Police Department Criminal
Investigations Division personnel overtime account.
6. Paving Improvements on Blackhawk Blvd, Oak Vista, and Wandering Trail,

157 589. Appropriate additional funding for the ongoing reconstruction of
Blackhawk Blvd., Oak Vista Drive, and Wandering Trail. At the May 7, 2012
meeting, Council approved the Community Development Department's request
for a change order to the existing contract for the installation of a new 12-inch
waterline in lieu of replacing partial sections of existing 6" & 8"AC lines. The
funding source for the costs will be the Water and Sewer Fund Working Capital.

7. Police Department Insurance Reimbursement, $2,328. Appropriate insurance
reimbursement received for vehicle damage claims to the Police Department
patrol vehicle unit P253. Funds will be appropriated to the Police Department
patrol division budget to offset the vehicle repair expenses. Reimbursement
funds from the insured's insurance company were received on May 21, 2012.
