HomeMy WebLinkAboutOrdinance No. 2026-19 ORDINANCE NO. 2026-19 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD, TEXAS, AMENDING ORDINANCE NO. 2025-23, PASSED AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT VIII" THERETO; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND PROVIDING FOR THE EFFECTIVE DATE. ****************************************************************************** WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood, Texas, adopted its "Original General Budget for Fiscal Year 2025-26"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2025-26;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"is hereby amended for municipal purposes as shown on"Budget Amendment VIII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26" attached hereto. Said Budget Amendment VIII shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law. A true and correct copy of said amendment is attached hereto as Exhibits"A"and"B"and is incorporated herein for all intents and purposes. Section 3. In the event any clause,phrase,provision,sentence,or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional, whether there be one or more parts. Section 4. This ordinance shall take effect immediately from and after its passage by the City Council of the City of Friendswood, Texas. Hurricane Beryl — FEMA DR-4798 Debris Removal Reimbursement State Costs, $19,910. Appropriate funds received for management costs related to debris removal from Hurricane Beryl. Funds will be appropriated back to unassigned general fund balance. 2. 2017 CDBG-DR (Galveston County) Grant Reimbursement, $117,760. Appropriate grant proceeds received for construction expenses related to Deepwood Flood Control project. Advanced funding for these services was approved in FY25. Therefore, the proceeds will be appropriated back to unassigned general fund balance. 3. Hazard Mitigation Grant Program DR 4586 Portable Generator Grant Reimbursement, $113,130. Appropriate grant proceeds received for the purchase of a portable generator. Advanced funding for this purchase was approved on FY26 BA V at the March 2, 2026, City Council meeting. Therefore, the proceeds will be appropriated back to unassigned general fund balance. 4. HIDTA TARP reimbursement - Police Department, $1,815. Appropriate funds received from Fort Bend County Sheriffs Office. Friendswood Police Department entered into a fiduciary arrangement with Fort Bend County Sheriff's office in January 2026 for the HIDTA TARP initiative. The reimbursement is for activities related to HIDTA through March 2026. The funds will be appropriated back to the Police Department Criminal Investigations division. 5. Emergency Services Department—Supplemental Insurance Proceeds, $1,081. Appropriate supplemental insurance proceeds from TML-IRP for the repair of A47 which was damaged in an accident on November 8, 2025. The funds will be appropriated to the Emergency Medical Services division's vehicle maintenance account. 6. Animal Services Donations, $2,513. Appropriate donations received in the current fiscal year. The funds will be appropriated to the Animal Service Division's operating services account. 7. Library Department - Donation, $600. Appropriate donation received from Friends of the Library. The funds will be appropriated to the Library's personnel supplies budget. 8. Library Department - Memorial Donation, $200. Appropriate donation received from Tyler Pearson for library books in memory of Larry Pearson. The funds will be appropriated to the Library's operating budget. 9. Parks and Recreation Department- Donation, $138. Appropriate donation received from Dariel Jacobs for rose bushes to be installed at Stevenson Park. The funds will be appropriated to the Parks division's landscaping account. 10. Parks and Recreation Department—4th of July Sponsorship, $8,000. Appropriate sponsorship received from Huntington National Bank for a ferris wheel at the City's 4'h of July event. The funds will be appropriated to the 4'h of July division's community events account. 11. Parks and Recreation Sponsorship— Keep Friendswood Beautiful, $500. Appropriate sponsorship received from Hometown Bank for Keep Friendswood Beautiful's annual photo contest. Funds will be appropriated to Parks and Recreation's KFB's operating supplies account. Page 1 of 3 12. Department of Emergency Services— Donation $1,607. Appropriate donation received for first responders. The funds will be used to purchase trauma gel for first line equipment use in the supervisor vehicles for the police and fire department. The funds will be appropriated to the EMS division operating supplies account. 13. Public Works Scrap Metal Recycling, $14,982. Appropriate revenue collected from the sale of scrap metal accumulated by Public Works. The funds will be used to replace the fencing around the Blackhawk building. The funds will be appropriated to the Public Works operating budget in the General fund ($7,491) and the Water and Sewer fund ($7,491). 14. Sunset Drive Signalization Project-Surveying, $8,500. Appropriate funds for surveying services related to the Texas Department of Transportation (TxDOT) Signalization project. Council approved an agreement with TxDOT for the project at the September 8, 2025, City Council meeting and an amendment to the agreement at the May 4, 2026, City Council meeting. The funding source will be unassigned general fund balance. 15. Lift Station Mitigation Package #4— Construction, $874,519. Appropriate funds for construction services for Lift Station Mitigation Package #4. Council awarded a construction contract to McDonald Municipal and Industrial — a division of C.F. McDonald Electric, Inc at the May 4, 2026, City Council meeting. The funding source will be the 2025 water and sewer revenue bonds. 16. Lift Station #2 Rehab — Construction, $4,052,000. Appropriate funds for construction services for Lift Station #2 Rehabilitation. Council awarded a construction contract to Sustanite Support Services LLC at the May 4, 2026, City Council meeting. The funding source will be the 2025 water and sewer revenue bonds. 17. Dunbar Estates Waterline Relocation, $81,500. Appropriate funds for engineering services that are associated with a 10-inch water line to connect and replace existing small water line on Dunbar Estates Drive Bridge. A professional services contract with LJA Engineering was executed on April 30, 2026. The funding source will be the 2025 water and sewer revenue bonds. 18. Blackhawk Boulevard Reconstruction Phase II — Repackage C, $8,629,734. Appropriate funds for construction services for Blackhawk Boulevard Reconstruction Phase II — Repackage C. Council awarded a construction contract to Reytec Construction Resources, Inc at the May 4, 2026, City Council meeting. The funding sources will be from unassigned general fund balance ($4,163,157), water and sewer working capital ($963,350), 2025 water and sewer revenue bonds ($1,622,175) and unassigned streets improvement fund balance ($1,881,052). Reimbursement from Harris County in the amount of $3,205,186 is expected and will be appropriated back to unassigned general fund balance when received. 19. Friendswood Downtown Economic Development Corporation — Downtown Utilities, $625,484. Appropriate funds to remove and relocate communication lines in the downtown district. Council approved the project with Comcast for $625,484.at the May 4, 2026, City Council meeting. The funding source will be FDEDC undesignated fund balance. 20. Friendswood Downtown Economic Development Corporation — Downtown Utilities, $53,000. Appropriate additional funds for a utility relocation cost estimate study in the downtown district. AT&T determined that additional research and field verification is required to provide accurate cost information. Council approved the study at the February 2, 2026, City Council meeting and the additional funding at the May 4, 2026, City Council meeting. The funding source will be FDEDC undesignated fund balance. 21. Library Department - Shelving Units, $190,581*. Appropriate funds to purchase movable shelving units which will replace existing static shelving units in the Children's and Adult section. The funding source will be the capital maintenance fund undesignated fund balance. Page 2 of 3 22. Parks and Recreation Department - Stevenson Park Gazebo Driveway $68,248*. Appropriate funds to replace the concrete driveway leading to the Stevenson Park gazebo. The funding source will be the capital maintenance fund undesignated fund balance. 23. Parks and Recreation Department, Parking Lot at Renwick Park, $64,306*. Appropriate funds to reseal and restripe the parking lot at Renwick Sports Park. The funding source will be the capital maintenance fund undesignated fund balance. 24. Economic Development Agreement— Sterling Estates, LLC, $492,536. Appropriate funds for an Economic Development Agreement between the City of Friendswood and Sterling Estates, LLC for water line work at their new residential subdivision. The agreement was approved by Council at the February 2, 2026, City Council meeting.
