THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A SPECIAL MEETING ON
TUESDAY, MAY 12, 2026, AT 5:00 P.M. IN THE COUNCIL CHAMBERS OF FRIENDSWOOD
CITY HALL,LOCATED AT 910 S.FRIENDSWOOD DRIVE,FRIENDSWOOD,TEXAS,WITH THE
FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM:

1. CALL TO ORDER
Mayor Foreman called the meeting to order with a quorum at 5:30 P.M. All members were present with
the exception of the following councilmembers: Robert J. Griffon, Joe Matranga, and Michael P. Ross.
2. INVOCATION
The invocation was led by Mayor Pro Tern Ellisor.
3. PLEDGE OF ALLEGIANCE—United States and State of Texas
Mayor Foreman led the Pledge of Allegiance of the United States and the Pledge to the State of Texas.
4. PUBLIC COMMENT
Mayor Foreman announced no citizens had signed up to provide a public comment.
5. COUNCIL COMMENTS AND REPORTS
The Council did not provide any comments or reports.
6. ELECTION CANVASS
A. Canvass the returns of the City of Friendswood General Election held on May 2,2026.
Mayor Foreman conducted the canvas of the City of Friendswood General Election held on May 2, 2026
for Council Positions Two and Five. The voter summary for the May 2, 2026, General Election was
announced as follows:

B. Consider an ordinance declaring the results of the City of Friendswood General Election held
on May 2,2026.
A motion was made by Councilmember Hanks and seconded by Mayor Pro Tem Ellisor to approve
Ordinance No. 2026-17, as submitted and related to Item 6.B. The vote was the following:
Ayes: Mayor Mike Foreman, Mayor Pro Tem John Ellisor, Councilmember Sally Branson, and
Councilmember Trish Hanks
Nays: None
Absent: Councilmember Robert J. Griffon, Councilmember Joe Matranga, and Councilmember
Michael P. Ross
The item passed unanimously.

ORDINANCE NO. 2026-17
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
DECLARING THE RESULTS OF THE MUNICIPAL ELECTION HELD MAY 2, 2026,
CONCERNING THE ELECTION OF COUNCILMEMBERS FOR POSITION NUMBERS
TWO (2) AND FIVE(5) OF THE CITY OF FRIENDSWOOD CITY COUNCIL; AND
PROVIDING FOR THE EFFECTIVE DATE.
7. SWEARING-IN CEREMONY
A. Administer the oath of office to Sally Branson for the office of Councilmember, Position No. 2,
and Randy Hale for the office of Councilmember,Position No. 5.
Mayor Foreman invited Judge Robert Barfield forward to administer the oath of office for the incoming
Councilmembers: Ms. Sally Branson for the office of Councilmember, Position No. 2, and Mr. Randy
Hale for the office of Councilmember, Position No. 5.
S. ADJOURNMENT
With there being no further business to discuss,Mayor Foreman adjourned the May 12,2026,City Council
Special Meeting at 5:18 P.M.
