AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2011-31, PASSED AND
APPROVED OCTOBER 3, 2011, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2011-2012 BY,
APPROVING "BUDGET AMENDMENT VH" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2011-
2012"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
WHEREAS, by Ordinance No. 2011-31, the City Council of the City of Friendswood,l
Texas, adopted its "Original General Budget for Fiscal Year 2011-2012'; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and I
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect

such supplemental appropriation and/or transfer in the fiscal year 2011-2012; now, therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2011-2012," is hereby amended for municipal purposes as shown on "Budget
Amendment VII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2011-2012" attached hereto. Said Budget Amendment VII shall be attached to and made a part
of such Original General Budget by the City Secretary and shall be filed as required by state law,
a true and correct copy of which is attached hereto as Exhibits "A" and `B" and made a part
hereof for all purposes.
Section 3. In the event any clause,phrase, provision, sentence, or part of this ordinance,
or the application of the same to any person or circumstance shall for any reason be adjudge
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, on
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that i
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2011 — 2012
Budget Amendment VII
May 7, 2012
1. Insurance Reimbursement for Fire Station #1 Repairs. $16,024. Appropriate
funds received from Texas Municipal League to replenish the undesignated
general fund balance. FY 12 budget amendment III, approved by Council on
January 9, 2012, included an appropriation from undesignated fund balance to
make repairs to Fire Station #1 due to fire damages. At that time, it was noted
that fund balance would be reimbursed upon receipt of funds. The funds were
received on March 19, 2012.
2. Police Department Unit P110 Insurance Reimbursement. $598. Appropriate
insurance reimbursement received for vehicle damage claims to the Police
Department Administration division vehicle unit P110. Funds will be appropriated
to the Police Department administration division budget to offset the vehicle
repair expenses. Reimbursement funds from the insured's insurance company
were received on April 3, 2012.
3. Library Book Donations Revenue Appropriation, $6,325. Appropriate funds
received from the semi-annual sale of library books ready to be removed from
circulation. The funds will be used for operating equipment and to purchase
more library books in fiscal year 2012. -
4. Police Department Animal Control Donations, $326. Appropriate funds
donated to the Police Department Animal Control division. Donations were
received from March 7, 2012 through April 11, 2012. The funds will be used for
animal control operating services.
5. Police Department Animal Control, $1,935. Appropriate funds received from
the increase in animal adoption fees. The FY12 budget included revenues based
on adoption fees of$25 per animal. However, in December 2011, the animal
control adoption fees were increased to $85 for cats and $100 for dogs. The
change in fees from the revenue collected in the amount of$1,935 will be
appropriated to Animal Control operating budget for operating services and
adoption related services.
6. Police Department Rape Aggression Defense Donations, $350. Appropriate
funds donated to the Police Department Rape Aggression Defense (R.A.D.)
Program. Donations were received from citizens participating in the R.A.D.
classes. Funds will be appropriated to the Police Department Patrol division
operating supplies and membership expenses for R.A.D. program expenses.

7. Public Educational and Governmental Access (PEG) Channel.Fees, $700.
Appropriate a portion of the funds from PEG Channel franchise fees received by
the City from Comcast and AT&T during fiscal years 2011-2012. The funds will
be allocated to the Community Development department's operational budget for
the purchase of a digital single-lens reflex camera and camera accessories. The
camera will be used for the purposes of taking high-quality photographs for the
City's PEG channel, website, and other media as well as documenting other City I
events.
8. Prior Year Encumbrances. $1,850. Transfer funds from the Animal Control
division capital equipment expense account to the Capital Improvement Project
department to reverse a duplicate allocation related to the guillotine doors.
9. Community Service Keep Friendswood Beautiful donations. $1,240.
Appropriate donations received from the Tree Giveaway for $179 and the Spring
Sparkle for $1,061. The funds will be used to purchase a solar light that will be
installed at the Stevenson park playground.
10.Community Service Keep Friendswood Beautiful donation, $1,600.
Appropriate a donation for$1,500 to Keep Friendswood Beautiful in the
Community Service department. The funds will be used to purchase a solar light
` that will be installed among the other existing lights around the playground at
Stevenson Park.
11.Municipal Court Technology Fund, $14,000. Appropriate funds from the Court
Technology/Building fund to purchase audio visual equipment and supplies as
well as three large televisions. Two televisions will be installed in the courtroom.
One television will be installed in the hallway outside the courtroom. Court
information such as court policy and procedures, traffic and safety initiatives, and
court dockets will be broadcasted. Other information from the Department of
Public Safety will also be televised.
