HomeMy WebLinkAboutOrdinance No. 2026-16 ORDINANCE NO. 2026-16 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, AMENDING ORDINANCE NO. 2025-23, PASSED AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT VII" THERETO; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND PROVIDING FOR THE EFFECTIVE DATE. ****************************************************************************** WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood, Texas,adopted its "Original General Budget for Fiscal Year 2025-26"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2025-26;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"is hereby amended for municipal purposes as shown on"Budget Amendment VII" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26" attached hereto. Said Budget Amendment VII shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law. A true and correct copy of said amendment is attached hereto as Exhibits "A" and "B" and is incorporated herein for all intents and purposes. Section 3. In the event any clause,phrase,provision,sentence,or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more parts. Section 4. This ordinance shall take effect immediately from and after its passage by the City Council of the City of Friendswood,Texas. City-wide Traffic Study, $224,997. Appropriate funds for a city-wide traffic study. Council approved a contract for services with STV Incorporated at the April 6, 2026, City Council meeting. The funding source will be unassigned general fund balance. 2. Sunset Drive Signalization Project, $148,701. Appropriate funds for the Texas Department of Transportation (TxDOT) Signalization project. Council approved an agreement with TxDOT for the project at the September 8, 2025, City Council meeting. The funding source will be unassigned general fund balance. 3. Information Technology Department— Sportspark Security Cameras, $36,460. Appropriate funds for the purchase of security cameras at the Friendswood Sportspark. The cameras are necessary for enhanced security at the location. The funding source will be unassigned general fund balance. 4. Emergency Services Department—Cardiac Monitors, $279,014. Appropriate public property financing loan proceeds for the purchase of cardiac monitors. The monitors were ordered in FY2025 and the encumbrance carried forward into FY2026. The prior appropriation from the general fund will be reversed and the loan proceeds will be appropriated to the Emergency Medical Services' capital equipment account. 5. Old City Park Playground Equipment - $22,247. Appropriate funds for the purchase of additional playground equipment at Old City Park. An additional swing set structure will be added to the existing playground. The funding source will be undesignated fund balance in the park land dedication fund. 6. Friendswood Downtown Economic Development Corporation — Permanent Lighting, $78,400. Appropriate funds for permanent lighting at the Library, City Hall, and Activity Center. Council approved the purchase at the April 6, 2026, City Council meeting. The funding source will be FDEDC undesignated fund balance. 7. Parks and Recreation Department—VRP PR15 Replacement, $42,076. Appropriate funds for the early replacement of PR15. The vehicle experienced mechanical failure and costs of repair exceed its value and expected lifespan. The funding source will be vehicle replacement fund undesignated fund balance ($37,354) and the Parks division's vehicle maintenance account ($4,722) in the general fund. 8. Public Works Department—Sewer Inspection Camera, $13,793. Appropriate funds for a new sewer inspection camera for the sewer operations division. The current inspection camera is obsolete, and certain parts are not available for repair. The funding source will be water and sewer working capital. 9. Public Works Department— Dumpster and Trailer Package $38,586. Appropriate funds to purchase three dumpsters and a trailer as part of the Deepwood Demolition and Redevelopment Project. The dumpsters will be used to collect scrap metal and various debris. The funding source will be water and sewer working capital. 10. Public Works Department— Pneumatic Piercing Tool, $6,775. Appropriate funds to purchase a pneumatic piecing tool for the water operations division. The current piercing tool is at the end of its useful life and will be replaced. The funding source will be water and sewer working capital. 11. Lift Station #2 Rehabilitation — Construction Observation Services, $172,200. Appropriate funds for construction observation services related to the Lift Station #2 Rehabilitation Project. Council approved a Page 1 of 2 contract for services with HDR Engineering at the April 6, 2026, City Council meeting. The funding source will be 2025 water and sewer revenue bonds. 12. Lift Station Mitigation Package #1 — Construction, $1,610,559. Appropriate funds for construction services for Lift Station Mitigation Package #1. Council awarded a construction contract to Branch Construction Group, LLC at the April 6, 2026, City Council meeting. The funding sources will be from the 2025 water and sewer revenue bonds ($883,784) and water and sewer working capital ($726,775). Reimbursements from FEMA are expected and will be appropriated back to water and sewer working capital when received.
