A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, DESIGNATING THE CITY MANAGER AS THE
CITY'S REPRESENTATIVE IN SEEKING ELIGIBLE GRANT FUNDS
UNDER THE CATALYTIC CONVERTER THEFT PREVENTION GRANT
PROGRAM; AUTHORIZING THE SUBMISSION OF SUCH GRANT
APPLICATION TO THE MOTOR VEHICLE CRIME PREVENTION
AUTHORITY; DESIGNATING THE DIRECTOR OF FINANCE AS THE
CITY'S REPRESENTATIVE IN SUBMITTING FINANCIAL AND/OR
PROGRAMMATIC REPORTS; AUTHORIZING THE REQUISITE CASH
MATCH; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, under the provisions of the Texas Transportation Code Chapter 1006 and
Texas Administrative Code, Title 43, Part 3, Chapter 57, entities are eligible to receive grants
from the Motor Vehicle Crime Prevention Authority to provide financial support to law
enforcement taskforces and agencies for economic motor vehicle theft, including catalytic
converter theft; and
WHEREAS, this grant program will assist the City in combatting catalytic converter
theft; and
WHEREAS, in the event of loss or misuse of the grant funds, the City of Friendswood
agrees and assures that the grant funds will be returned in full to the Motor Vehicle Crime
Prevention Authority;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are
hereby found to be true and correct.
Section 2. The City Council of the City of Friendswood, Texas, hereby authorizes
and approves the submission of a grant application, pursuant to Catalytic Converter Theft
Program,to the Motor Vehicle Crime Prevention Authority.
Section 3. That pursuant to the terms of the grant referenced in Section 2 hereof, the
City Council of the City of Friendswood hereby authorizes the requisite cash match.
Section 4. The City Council hereby designates and appoints the Morad Kabiri, City
Manager of the City of Friendswood, as the authorized official to apply for, accept, decline,
modify, or cancel the grant application for the Motor Vehicle Crime Prevention Authority Grant
Program and to execute all other necessary documents to accept said grant.
Section 5. The City Council hereby designates and appoints Christoper Josh Rogers,
Chief of Police, as the Program Director and Rhonda Bloskas, Director of Finance, as the
Financial Officer for this grant.
Section 6. That in the event of loss or misuse of the grant funds, the City Council of
the City of Friendswood hereby assures the Motor Vehicle Crime Prevention Authority that such
grant funds will be returned to the Motor Vehicle Crime Prevention Authority in full.
Section 7. This resolution shall be effective immediately upon its passage and
approval.
INTRODUCED, READ, AND PASSED by the affirmative vote of the City Council of
the City of Friendswood on this the 4th day of May,2026.
