HomeMy WebLinkAboutResolution No. R2026-13 RESOLUTION NO. R2026-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, AMENDING RESOLUTION NO. R2025-32 IN ORDER TO COMMIT ADDITIONAL LOCAL FUNDS IN THE AMOUNT NOT TO EXCEED TWENTY- EIGHT THOUSAND EIGHT HUNDRED SIXTY-ONE AND 80/100 DOLLARS ($28,861.80)FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT ANNALEA NEIGHBORHOOD IMPROVEMENTS PROJECT; AND PROVIDING FOR THE EFFECTIVE DATE THEREOF. ************************************************************************************ WHEREAS,the City Council of the City of Friendswood desires to develop a viable community, including decent housing,a suitable living environment,and expanding economic opportunities,principally for persons of low-to-moderate income;and WHEREAS, on January 6, 2025, the City Council passed Resolution No. R2025-01 committing local funds for the Community Development Block Grant("CDBG")/Texas General Land Office("GLO") State Contract No.24-065-030-E485,for engineering services associated with the Ground Storage Tank at Groundwater Plant 4 Project and the Annalea Neighborhood Improvements Project (collectively the "Projects");and WHEREAS, the engineering costs associated with the Annalea Neighborhood Improvements Project exceeded(i)the budget allowances for engineering services under the CDBG/GLO State Contract No. 24-065-030-E485 and(ii)the local funds committed pursuant to Resolution No. R2025-01;and WHEREAS, on September 8, 2025, the City Council passed Resolution No. R2025-32 to amend Resolution No. R2025-01 to include the following additional local funds the Annalea Neighborhood Improvements Project: Sulfate Testing $8,160.00 Subsurface Utility Engineering $3,820.00 Total Additional Local Funds Committed $11,980.00 ;and WHEREAS, the engineering costs associated with the Annalea Neighborhood Improvements Project again have exceeded(i)the budget allowances for engineering services under the CDBG/GLO State Contract No. 24-065-030-E485 and (ii)the local funds committed pursuant to Resolution Nos. R2025-01 and R2025-32;and WHEREAS,the City Council desires to amend Resolution NO.2025-32 to include additional local funds in the amount of TWENTY-EIGHT THOUSAND EIGHT HUNDRED SIXTY-ONE AND 80/100 DOLLARS ($28,861.80) for the Annalea Neighborhood Improvements Project for engineering costs associated with the redesign of the storm sewer;NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDS WOOD,STATE OF TEXAS: Section 1. That the facts and recitations set forth in the preamble of this resolution be, and they are hereby adopted,ratified,and confirmed. Section 2. That Section 2 of Resolution No. R2025-32 is hereby amended to read as follows: Section 2. That the City commits up to NINETY-FOUR THOUSAND FIVE HUNDRED EIGHT AND 14/100 DOLLARS ($94,508.14) from local funds for the engineering costs associated with the Ground Storage Tank at Groundwater Plant 4 Project and the Annalea Neighborhood Improvements Project under CDBG/GLO Contract No.24- 065-030-E485. Section 3. That Section 4 of Resolution No. R2025-01 is hereby amended to read as follows: Section 4. That with these additional funds,combined with the CDBG/GLO Grant funds, the City's professional services contract with Garver, LLC, shall not exceed TWO HUNDRED NINETY-EIGHT THOUSAND SIX HUNDRED FOURTEEN AND NO/100 DOLLARS ($298,614.00) for the Ground Storage Tank at Groundwater Plant 4 Project; and the City's professional services with WSB, LLC, shall not exceed THREE HUNDRED SEVENTY THOUSAND SIXTY-FOUR AND 14/100 DOLLARS ($370,064.14)for the Annalea Neighborhood Improvements Project. Section 5. This resolution shall take effect immediately from and after its passage by the City Council of the City of Friendswood.
