A RESOLUTION OF THE CITY OF COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AMENDING RESOLUTION NO. R2025-30,
WHICH AUTHORIZED AN ADVANCE FUNDING AGREEMENT WITH THE
TEXAS DEPARTMENT OF TRANSPORTATION FOR A SURFACE
TRANSPORTATION BLOCK GRANT PROJECT RELATED TO THE SUNSET
BOULEVARD SIGNAL IMPROVEMENTS PROJECT, TO AUTHORIZE A
CASH MATCH IN AN AMOUNT NOT TO EXCEED ONE HUNDRED
NINETY-NINE THOUSAND SEVEN HUNDRED ONE AND NO/100
DOLLARS ($199,701.00); AND PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, the Houston-Galveston Area Council's Transportation Policy Council has
authorized the City of Friendswood to receive Surface Transportation Block Grant ("STBG")
funds for the following project:

> Rehabilitation of existing traffic signals along
Sunset Drive at its intersections with
W Castlewood Avenue,Falling Leaf Drive,and
Sunset Boulevard Signal Improvements Project Cowards Creek Drive
> Installation of new traffic signals along Sunset
Drive at its intersection with Briarmeadow
Avenue
(the "Project"); and
WHEREAS,the STBG funds require a local match; and
WHEREAS,the City Council previously committed Transportation Development Credits
("TDCs") for such local match via Resolution No. R2025-30; and
WHEREAS, under the Advance Funding Agreement("AFA")with the Texas Department
of Transportation("TxDOT"),additional funding is needed for the City's local match,namely ONE
HUNDRED FORTY-EIGHT THOUSAND SEVEN HUNDRED ONE AND NO/100 DOLLARS
($148,701.00) for the City's initial payment and an additional amount not to exceed FIFTY-ONE
THOUSAND AND NO/100 DOLLARS ($51,000.00) for surveying and environmental services
for the Project; and
WHEREAS, the City Council of the City of Friendswood desires to authorize such
additional funding and to ratify the payment thereof;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are hereby
found to be true and correct.
Section 2. That the second recital of Resolution No. R2025-30 is hereby amended to
read as follows:
WHEREAS, the STBG funds require a local match, and the City of Friendswood
commits to provide the match, which match is comprised of Transportation
Development Credits("TDCs")along with the payment of an amount not to exceed
ONE HUNDRED NINETY-NINE THOUSAND SEVEN HUNDRED ONE AND
NO/100 DOLLARS ($199,701.00); and
Section 3. That the City Council hereby amends Section 2 of Resolution No. R2025-
30 to read as follows:
Section 2. The City Council of the City of Friendswood hereby
approves an AFA with TxDOT for the Project and authorizes the City Manager to
execute and the City Secretary to attest to an AFA with TxDOT for the Project and
authorizes the required local match consisting of TDCs and the payment of an
amount not to exceed ONE HUNDRED NINETY-NINE THOUSAND SEVEN
HUNDRED ONE AND NO/100 DOLLARS ($199,701.00).
Section 4. That the City Council hereby ratifies all actions and payments made by the
City consistent with Resolution No. R2025-30,as amended herein.
Section 5. This resolution shall be effective immediately upon its passage and
approval.
