AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AMENDING ORDINANCE NO. 2025-23, PASSED
AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE
APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR
FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT VI"
THERETO;PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR
TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND
PROVIDING FOR THE EFFECTIVE DATE.

WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood,
Texas,adopted its "Original General Budget for Fiscal Year 2025-26"; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2025-26; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2025-26"is hereby amended for municipal purposes as shown on"Budget Amendment
VI" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"
attached hereto. Said Budget Amendment VI shall be attached to and made a part of such Original
General Budget by the City Secretary and shall be filed as required by state law. A true and correct
copy of said amendment is attached hereto as Exhibits "A" and "B" and is incorporated herein for
all intents and purposes.
Section 3. In the event any clause,phrase,provision,sentence,or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to
be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares
that it would have passed each and every part of the same notwithstanding the omission of any
such part thus declared to be invalid or unconstitutional, whether there be one or more parts.
Section 4. This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Friendswood, Texas.
INTRODUCED, READ AND PASSED on first and final reading by the affirmative vote
of the City Council of the City of Friendswood on this the 6th day of April, 2026.

City of Friendswood
Budget Amendment Summary
Fiscal Year FY2025-2026
Budget Amendment VI
April 6, 2026
1. Information Technology Department— Server Hardware, $361,563. Appropriate funds for the purchase
of replacement server hardware at the Public Safety Building. The current hardware has reached the end
of useful life and must be replaced to ensure continuity of operations. The funding source is unassigned
general fund balance.
2. Capital Maintenance Fund Transfer, $500,000. Transfer funds from the General Fund to the Capital
Maintenance Fund. Funds will be transferred to the Capital Maintenance Fund to accumulate funding for
capital improvements including repairs and maintenance.
3. Police Department—Animal Services Vehicle Upgrade, $52,300. Appropriate funds to supplement the
replacement of an Animal Services truck. The current Animal Services truck will be upgraded to improve
safety and operational efficiency when handling larger animals. The funding source will be unassigned
general fund balance.
4. Police Department— Insurance Proceeds, $500. Appropriate insurance proceeds from TML-IRP for the
repair of P332 which was damaged in an accident on November 3, 2025. The funds will be appropriated to
the Criminal Investigation division's vehicle maintenance account.
5. Police Department— Insurance Proceeds, $1,031. Appropriate insurance proceeds from TML-IRP for the
repair of P446 which was damaged in an accident on February 21, 2026. The funds will be appropriated to
the Patrol division's vehicle maintenance account.
6. Emergency Services Department— Insurance Proceeds, $6,973. Appropriate insurance proceeds from
TML-IRP for the repair of A47 which was damaged in an accident on November 8, 2025. The funds will be
appropriated to the Emergency Medical Services division's vehicle maintenance account.
7. Parks and Recreation Department— Sponsorships, $1,500. Appropriate sponsorships received from
Friendswood businesses. A portion of the sponsorships were received in the prior year and will be
appropriated from unassigned general fund balance ($500) and the remainder will be appropriated from
current fiscal year sponsorships ($1,000). The funds will be appropriated to the Recreation division's
community events account.
8. Parks and Recreation Department—Stevenson Park Playground Surfacing, $189,605.* Appropriate
funds for new playground surfaces in Stevenson Park. The current surfaces and related drainage problems
require a complete replacement and upgrade. The funding source will be the capital maintenance fund
undesignated fund balance.
9. Friendswood Downtown Economic Development Corporation — Downtown Banners, $900.
Appropriate funds for new light pole banners in the downtown district. Council approved the banner
purchase at the March 2, 2026, City Council meeting. The funding source will be FDEDC undesignated
fund balance.
10. 2021 Water and Sewer Bond Arbitrage Rebate and Yield Reduction Payment, $602,395. Appropriate
funds for the arbitrage rebate and yield reduction payment related to the 2021 Water and Sewer Bond.
Willdan Financial Services completed their arbitrage installment calculations and determined a positive
rebate liability. The funding source will be water and sewer working capital ($300,114) and interest
earnings in the 2021 Water and Sewer Bond fund ($302.281).
