THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD MET IN A REGULAR MEETING ON
MONDAY, MARCH 2, 2026, AT 5:30 P.M. IN THE COUNCIL CHAMBERS OF THE
FRIENDSWOOD CITY HALL, LOCATED AT 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD,
TEXAS, WITH THE FOLLOWING MEMBERS PRESENT CONSTITUTING A QUORUM:

1. CALL TO ORDER
Mayor Foreman called the meeting to order with a quorum present at 5:30 P.M. with all members present.
2. INVOCATION
The invocation was led by Mike Cervantes of New Hope Friendswood Church.
3. PLEDGE OF ALLEGIANCE - United States and State of Texas
Mayor Foreman led the Pledge of Allegiance of the United States and the Pledge to the State of Texas.
4. COUNCIL FOR A DAY
A. Consider a proclamation declaring March 2, 2026, as Westwood Elementary School Day in the
City of Friendswood, Texas.
Mayor Foreman introduced the students and teachers from Westwood Elementary. He noted the Council
for a Day Program allows second graders from the four elementary schools in Friendswood to "take over"
the council dais and sit-in for Council and Staff. Mayor Foreman welcomed all the students, their
families, teachers, and school administrators. The participants included:

A motion was made by Councilmember Lila Mogford (John Ellisor) and seconded by Councilmember
Madison Harris (Sally Branson) proclaiming March 2, 2026, as Westwood Elementary School Day in
the City of Friendswood. The vote was the following:

At 5:42 P.M., Mayor Foreman recessed the meeting for the Council for a Day Reception.
At 5:51 P.M., Mayor Foreman reconvened the meeting.
5. COUNCIL COMMENTS AND REPORTS
Mayor Foreman opened the item by sharing that he attended Youth Sports Day on Saturday morning,
noting about 1,000 kids are playing in softball and baseball this season. He noted there was a parade and
they welcomed all of the players and gave out some awards for best floats, so he had a great time.
Councilmember Branson wished everyone a Happy Texas Independence Day and announced the
following items:
The Friendswood Historical Society is taking applications for the Joycina Baker Award, which
recognizes Friendswood volunteers and all they have to do is be living and have lived in
Friendswood at one point in time.
Friendswood museums are open the first Saturday of each month from 10:00 A.M. to 2:00 P.M.
The Friendswood Rotary Club Reverse Draw Fundraiser will be held on Saturday, April 11,
organized by Lisa Camp, with a few tickets still available for purchase.

• Announced Small Business Week activities begin on Monday, April 27, for half a day over at
Hope Village. They will have a panel made up of our County Commissioners who represent
Friendswood, so that will include Adrian Garcia, Hank Dugie, and Dr. Robin Armstrong, as well
as BAHEP representative who resides in Friendswood, Brian Freedman. Ryan Walsh, CEO with
Harris County -Houston Sports Authority, will also talk about FIFA coming to town.
• Reported attending the Houston -Galveston Area Council (H-GAC) State of the Region event with
Morad Kabiri and Mayor Foreman and noted that she learned the first H-GAC grant was issued
in Friendswood at the old City Hall on Morningside in 1966.
• Shared that H-GAC assisted Bay Tran in securing a grant for Commute Solutions, which includes
set -vices such as emergency ride home assistance for commuters.
• Announced that Friendswood will host the H-GAC "Bringing Back Main Street" program,
reviewing the last ten years of development in the city. The event will be open to the public at the
City Hall Council Chambers on Wednesday, April 29.
• Congratulated organizers of the Kick Back Kickball Tournament on Saturday, February 21, which
raised $51,000 for the Liufau family.
• Reported traveling to Austin to represent Region 14 (Sam Houston Region, the largest region in
the Houston Area) at the Texas Municipal League (TML) Legislative Update.
Councilmember Griffon listed upcoming activities at the Friendswood Senior Activity Center, including:
On Wednesday, March 4, the Friendswood Ninja Warriors will hold an event at the Friendswood
Activity Building located at 416 Morningside Drive.
He also announced the 25th Annual Spaghetti Fundraiser on Wednesday, March 25, from 11:00
A.M. to 1:00 P.M., where $12 plates will be available for dine -in or takeout at the Senior Activity
Center.
Councilmember Matranga shared that he served as a judge for the Cardboard Boat Races at Friendswood
High School's Natatorium, an event organized by the school's physics department. He relayed it is a
great event held every two years and encouraged anyone interested in participating as a judge to contact
Don McGowan at Friendswood High School.
Councilmember Ross asked the community to pray for the men and women in the military who are
currently in harm's way. He closed his comments by reminding residents that the following day was the
last day of voting in the Primaries and encouraged everyone to vote, noting that voting is one of the
greatest honors you have as a citizen of the United States of America and an important part of the
democratic process.
6. PUBLIC COMMENT
Mayor Foreman announced the following citizens had signed up to provide a public comment.
Mr. Randy Hale announced his candidacy for Friendswood City Council Position 5. He stated that after
living in Friendswood for 30 years, he is running to support fiscal responsibility, careful decision -making,
transparency, and accountability to residents. He also emphasized supporting Police, Fire and EMS
personnel. Mr. Hale said he looks forward to meeting residents across the city and encouraged support
for Shawna Talton as well.

Ms. Shauna Talton introduced herself as a candidate for Friendswood City Council Position 2. She said
her campaign is focused on accountability, better representation for residents, and responsible use of
taxpayer dollars, particularly regarding development decisions. Ms. Talton also raised concerns about
ongoing flood mitigation issues nearly a decade after Hurricane Harvey, stating these concerns must be
addressed while planning for the city's future.
7. COMMITTEES OR SPECIAL REPORTS
A. Receive the Planning and Zoning Commission Annual Report.
Planning and Zoning Commission Chair Tom Hinckley presented the 2025 Planning and Zoning
Commission Annual Report, highlighting the commission's activities, approvals, and priorities as
follows:

KEY 2025 COMMISSION ACTIVITY
• 14 commission meetings held in 2025, plus a retreat
and subcommittee meetings.
• Commissioners attended professional training such
as the APA Texas Conference.
• Internal reviews conducted on zoning rules related to
lot coverage and accessory structures, with no
changes recommended.
COMPREHENSIVE PLAN UPDATE
The city is working on a Comprehensive Plan
update, a long-range strategy document guiding
growth, development, and quality of life.
• A consultant is preparing recommendations, and the
community survey will remain open through the
end of March.
Councilmember Matranga thanked Mr. Hinckley and the Planning & Zoning Commission members for
the time and effort they dedicate to reviewing zoning changes and long-range planning for the city. Mr.
Hinckley responded that the Commission appreciates the recognition and noted that members are
currently putting additional time into work related to the Comprehensive Plan. Mayor Foreman also
thanked Mr. Hinckley for his continued service, and Hinckley expressed appreciation to the council.
B. Receive the Zoning Board of Adjustments Annual Report.
With the Zoning Board of Adjustments Annual Report attached to Council's agenda packet, Mayor
Foreman considered the report received.
8. CITY MANAGER'S REPORT
A. Present an update on the City of Friendswood Fish Camp to be held March 9th,11th and 13th.
City Manager Morad Kabiri announced the first -ever Friendswood Fish Camp, designed to teach youth
in the community about fishing techniques and related activities. The free event will be held March 9,
11, and 13 from 1:00 P.M. to 3:00 P.M. at Centennial Park.
B. Present an update regarding the rescheduled City's Touch -A -Truck and Winter Weather Event
on Saturday, March 14, 2026.

City Manager Morad Kabiri reported the Touch -A -Truck event, originally scheduled for February, was
rescheduled due to bad weather. It will now take place on Saturday, March 14, from 11:00 A.M. to 1:00
P.M. at Friendswood High School. The event allows residents to see and explore city equipment and also
provides education about winter weather preparedness.
C. Present an update regarding the City's Finance Department receiving their 23rd GFOA
Distinguished Budget Presentation Award.
City Manager Morad Kabiri announced the Finance Department received the Gulf Coast Finance Officers
Association Distinguished Budget Presentation Award for the 23rd consecutive year. He credited Finance
Director Rhonda Bloaskas and the Finance team. The award recognizes the department's efforts to clearly
present financial information to the community.
D. Present an update on Friendswood EMS being guest speakers at a Student Leadership Cohort
meeting at Windsong Elementary.
City Manager Morad Kabiri relayed members of Friendswood EMS, including Chief Lisa Camp and
Captain Stacy Kahn, spoke to students at Windsong Elementary as part of a leadership cohort program.
They discussed their work in EMS and how serving the community can make a lasting impact. Mr. Kabiri
thanked them for engaging with students and promoting community service.
E. Recognize Friendswood EMS for receiving a grant from RAC - R East Texas Gulf Coast
Trauma Council for the Fiscal 2026 EMS -County Assistance Contract funding.
City Manager Morad Kabiri recognized Friendswood EMS for securing a grant through the East Texas
Gulf Coast Regional Trauma Advisory Council. He noted that city departments regularly pursue outside
funding to supplement city resources and support operations. He thanked Chief Lisa Camp and the EMS
team for their continued efforts in securing grant funding.
F. Recognize the Friendswood Police Department Dispatch Division for receiving a Service Level
Shoutout for 2025 from the Greater Harris County 9-1-1 Emergency Network.
City Manager Morad Kabiri gave a shoutout to the Friendswood Police Department Dispatch Division
for meeting high performance standards within the Greater Harris County 9-1-1 Emergency Network.
Dispatchers are required to answer calls within 15 seconds at least 95% of the time, and Friendswood
exceeded this with a 99.6% response rate, ranking fourth in the region. He commended Chief Rogers and
the dispatch team for their work supporting emergency response.
9. BUSINESS ITEMS
A. Consider authorizing the Amended and Restated Utility Services Contract with D.R. Horton -
Texas, LTD., and 94 Georgetown Investments, LTD., for the Georgetown Development.
City Manager Morad Kabiri explained this item continues a development project originally approved in
2014 through a Utility Services Agreement with D.R. Horton for a single-family residential development
of approximately 380 acres and about 500 lots along FM 528 near Alvin. The project was postponed
while the developer completed the Friendswood Trails (Sun Meadow) development. Work has resumed

and the agreement has been updated to reflect current conditions and infrastructure needs. The updated
agreement includes several offsite infrastructure improvements to support water pressure and service in
the southern part of the city, including a city -funded interconnect from Wilderness Trails to FM 528 and
a shared project to upsize a water line from 12 inches to 16 inches through Friendswood Trails, with the
city's contribution capped at $250,000, while the developer will also upgrade Lift Station 14 pumps and
its generator. Staff recommends approval
Councilmember Matranga asked how the city would be compensated for its portion of the project
improvements. Mr. Kabiri explained that the city -funded improvements, such as the Wilderness Trails to
FM 528 interconnect, will be paid through the city's utility service revenues and 90-day capital. The
developer will pay applicable impact fees for their connections.
A motion was made by Councilmember Branson and seconded by Councilmember Griffon to authorize
the Amended and Restated Utility Services Contract with D.R. Horton - Texas, LTD., and 94 Georgetown
Investments, LTD., for the Georgetown Development, related to Item 9.A. The vote was the following:

B. Consider accepting the conveyance of Reserves M and N of the Friendswood City Center.
City Manager Morad Kabiri explained this item relates to the Friendswood City Center Project Reserves
M and N, which are associated with a detention pond facility on the south end of the Whitcomb property.
Reserve N is located along Clear Creek and will be used for a terracing and shelving project being
completed in partnership with the Harris County Flood Control District. He noted this will be funded
through the City's 2019 bond program and the State of Texas. The tracts were platted and recorded in
2025, and this action formally conveys the property to allow the city to proceed with the planned flood
mitigation improvements.
Councilmember Ross noted the "drainage and recreation" designation on the plat and asked whether it
was part of the integral park system. Mr. Kabiri confirmed that it is and that the developer will construct
the park components as part of their Service and Assessment plan under the Public Improvement District
(PID).
A motion was made by Councilmember Griffon and seconded by Councilmember Branson to accept the
conveyance of Reserves M and N of the Friendswood City Center, related to Item 9.13. The vote was the

10. PROPOSED ORDINANCES & RESOLUTIONS
A. Consider on second and final reading an ordinance amending Appendix A "Signs," Section 1
"Definitions," Section 9 "Prohibited signs," Subsection A, and Section 25 "Nonconforming
signs," Subsection F "Conversion of existing billboards to changeable electronic variable
message signs (CEVMS)" of the Friendswood City Code to update the CEVMS requirements
and to allow the conversion to CEVMS if specified requirements are satisfied.
A motion was made by Councilmember Branson and seconded by Councilmember Ross to approve
Ordinance No. 2026-09, as submitted and related to Item 10.A. The vote was the following:

"PROHIBITED SIGNS," SUBSECTION A AND SECTION 25 "NONCONFORMING
SIGNS," SUBSECTION F "CONVERSION OF EXISTING BILLBOARDS TO
CHANGEABLE ELECTRONIC VARIABLE MESSAGE SIGNS (CEVMS)" OF THE
FRIENDSWOOD CITY CODE TO UPDATE THE CEVMS REQUIREMENTS AND TO
ALLOW THE ERECTION OF CEVMS IF SPECIFIED REQUIREMENTS ARE MET;
PROVIDING A PENALTY FOR VIOLATION IN AN AMOUNT NOT TO EXCEED FIVE

ORDINANCE NO. 2026-10
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
AMENDING ORDINANCE NO.2025-23, PASSED AND APPROVED AUGUST 25, 2025,
THE SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2025-26, BY APPROVING "BUDGET
AMENDMENT V" THERETO; PROVIDING FOR SUPPLEMENTAL APPROPRIATION
AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND PROVIDING
FOR THE EFFECTIVE DATE.
C. Consider a resolution ratifying Resolution No. 2025-35 finding that public convenience and
necessity requires the acquisition of 5.452 acres of land located adjacent to the southeast portion
of Lake Friendswood and being a part of the I & G N R R Company Survey, Section 3 Abstract
614, Galveston County, Texas, and being a part of the original Galveston -Houston Interurban
Land Company Subdivision, Division A and also being that same tract of land described as
Tract 2 in a deed recorded in Volume 2621, Page 279 in the Office of the County Clerk of
Galveston County, Texas, for the expansion of Lake Friendswood Park and authorizing
eminent domain proceedings for the acquisition of fee simple interest thereof from Joseph B.
Tostado.
City Manager Morad Kabiri recalled that the city has been working to acquire this property for over 10
years, with discussions dating back to the early 1990s, as part of the long-term vision for Lake
Friendswood Park. The property was previously involved in litigation that was recently dismissed by the
plaintiff, but the City still considers the tract necessary for Lake Friendswood Park. The resolution ratifies
the council's late-2025 authorization to proceed with eminent domain so the acquisition process can take
effect. Mayor Foreman noted that the City of Friendswood rarely uses eminent domain. He explained
that while the City could choose to leave the situation unresolved, moving forward with condemnation
would allow the property owner, Mr. Tostado, to receive fair compensation and bring closure to the issue.
Councilmember Matranga emphasized that council does not take the use of eminent domain lightly and
noted the City has made multiple offers for the property. Council is taking this step to avoid continuing
to delay the issue and to move the matter toward resolution. Mr. Kabiri added that the property is currently
valued on the tax rolls at $40. The City has gone through mediation in several court cases and offered
six -figure compensation during those endeavors, while the property owner keeps coming back requesting
$5 million even though it is valued quite a bit less than that. This action is intended to bring the matter to
a close.
A motion was made by Councilmember Griffon and seconded by Mayor Pro Tem Ellisor to approve
Resolution No R2026-05, as submitted and related to Item 10.C., authorizing the use of the power of
eminent domain to acquire 5.452 acres of land located adjacent to the southeast portion of Lake
Friendswood. The vote for the motion was the following:

CONVENIENCE AND NECESSITY REQUIRES THE ACQUISITION OF 5.452 ACRES

of the City of Friendswood.
RESOLUTION NO. R2026-06
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
AUTHORIZING AERIAL SPRAYING OVER THE GALVESTON COUNTY PORTION OF
THE CITY OF FRIENDSWOOD BY THE GALVESTON COUNTY MOSQUITO
CONTROL DISTRICT FOR ITS COUNTY -WIDE MOSQUITO CONTROL PROGRAM;
AND PROVIDING FOR AN EFFECTIVE DATE.
B. Consider a resolution denying the increase system -wide transmission and distribution rates
proposed by Texas New -Mexico Power Company in its application filed on or about November
14, 2025.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
DENYING TEXAS -NEW MEXICO POWER COMPANY'S (TNMP'S) REQUESTED RATE
CHANGE; REQUIRING REIMBURSEMENT OF CITIES' RATE CASE EXPENSES;
REQUIRING NOTICE OF THIS RESOLUTION TO TNMP AND LEGAL COUNSEL FOR
THE GULF COAST COALITION OF CITIES; AND PROVIDING FOR AN EFFECTIVE
DATE.
C. Consider a resolution suspending the April 18, 2026, effective date of the proposal by
CenterPoint Energy Resources Corp., d/b/a CenterPoint Energy Entex and CenterPoint
Energy Texas Gas, to implement interim GRIP rate adjustments in the Houston, Texas Coast,
South Texas, and Beaumont/East Texas geographic rate areas for gas utility investments in
2025.
RESOLUTION NO. R2026-08
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS,
SUSPENDING THE APRIL 18, 2026, EFFECTIVE DATE OF THE PROPOSAL BY
CENTERPOINT ENERGY RESOURCES CORP., D/B/A CENTERPOINT ENERGY
ENTEX AND CENTERPOINT ENERGY TEXAS GAS — HOUSTON, TEXAS COAST,
SOUTH TEXAS, AND BEAUMONT/EAST TEXAS GEOGRAPHIC RATE AREAS, TO
IMPLEMENT INTERIM RATE ADJUSTMENTS UNDER THE GAS RELIABILITY
INFRASTRUCTURE PROGRAM FOR GAS UTILITY INVESTMENT IN 2025;
REQUIRING NOTICE OF THIS RESOLUTION TO THE COMPANY; AND PROVIDING
FOR AN EFFECTIVE DATE.
D. Consider authorizing a contract with the Friendswood Historical Society for the maintenance
and preservation of historical sites in the City.
E. Consider authorizing the First Amendment to the License Agreement with Friends of
Downtown Friendswood, Inc., for a portion of 408 S Friendswood Drive to provide electrical
service to the "Love Friendswood" art piece.
F. Consider authorizing the First Amendment to the Memorandum of Understanding with the
City of League City concerning the Grissom Road/Bay Area Boulevard CIP Partnership
Project.
G. Consider authorizing an Interlocal Agreement with the Galveston County Consolidated
Drainage District for the placement of flood gauges on five (5) bridges in the City.
H. Consider approving the Friendswood Downtown Economic Development Corporation's
payment to SignWay & Electrical, LLC, for Downtown banner fabrication.
I. Consider authorizing an Agreement and Acknowledgment for Sale of Petroleum Products with
Mansfield Oil Company of Gainesville, Inc. through OMNIA Partners Purchasing Cooperative.
J. Consider approving the ad valorem tax report for January 2026.
