A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, DESIGNATING THE MAYOR AS THE CITY'S
REPRESENTATIVE IN SEEKING ELIGIBLE GRANT FUNDS UNDER THE
RIFLE-RESISTANT BODY ARMOR GRANT PROGRAM, FY2027;
AUTHORIZING THE SUBMISSION OF SUCH GRANT APPLICATION TO
THE PUBLIC SAFETY OFFICE OF THE OFFICE OF THE GOVERNOR;
DESIGNATING THE DIRECTOR OF FINANCE AS THE CITY'S
REPRESENTATIVE IN SUBMITTING FINANCIAL AND/OR
PROGRAMMATIC REPORTS; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the State of Texas has established the Rifle-Resistant Body Armor Grant
Program, FY2027 (the "Program") to assist eligible law enforcement agencies in acquiring rifle-
resistant body armor for their peace officers; and
WHEREAS,the City of Friendswood(the "City")desires to participate in the Program for
the safety and protection of its law enforcement officers; and
WHEREAS, participating in the Program by equipping officers with rifle-resistant body
armor will also strengthen the operational readiness of the Friendswood Police Department (the
"Department")and support its mission in promoting community safety and suppressing crime;and
WHEREAS, the Department is committed to not only providing training to its officers
concerning the proper care, fitting, inspection, use, storage and maintenance of the body armor
acquired through the Program but also complying with all requirements of the Program; and
WHEREAS,the City hereby finds and determines that it is in the best interest of the citizens
of Friendswood for the City to apply for and accept funding through the Program for the protection
of its officers and the public;NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this resolution are hereby
found to be true and correct.
Section 2. The City Council of the City of Friendswood,Texas,hereby authorizes and
approves the submission of a grant application,pursuant to the Rifle-Resistant Body Armor Grant
Program, FY2027, to the Office of the Governor, Public Safety Office, in the amount of ONE
HUNDRED NINETEEN THOUSAND SEVEN HUNDRED EIGHT AND NO/100 DOLLARS
($119,708.00).
Section 3. The City Council hereby designates and appoints the Mayor of the City of
Friendswood as the authorized official to apply for, accept, reject, alter, or terminate the grant on
behalf of the City.
Section 4. The City Council hereby designates and appoints the Director of Finance of
the City of Friendswood as the authorized official to submit financial and/or programmatic reports
on behalf of the City.
Section 5. That in the event of loss or misuse of the Public Safety Office grant funds,
the City Council of the City of Friendswood hereby assures the Public Safety Office of the Office
of the Governor, State of Texas,that such grant funds will be returned to the Public Safety Office
in full.
Section 6. This resolution shall be effective immediately upon its passage and
approval.
