HomeMy WebLinkAboutOrdinance No. 2026-08 ORDINANCE NO. 2026-08 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, AMENDING ORDINANCE NO. 2025-23, PASSED AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT IV" THERETO;PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY; PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND PROVIDING FOR THE EFFECTIVE DATE. ****************************************************************************** WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood, Texas,adopted its "Original General Budget for Fiscal Year 2025-26"; and WHEREAS, the City Council has determined that revenues and/or reserves are available for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is economically feasible and in the best interest of prudent budgeting and for municipal purposes; and WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of the budget; and WHEREAS, the City Council desires to amend said Original General Budget to reflect such supplemental appropriation and/or transfer in the fiscal year 2025-26;NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, STATE OF TEXAS: Section 1. The facts and matters set forth in the preamble of this ordinance are hereby found to be true and correct. Section 2. The "Original General Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"is hereby amended for municipal purposes as shown on"Budget Amendment IV" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26" attached hereto. Said Budget Amendment IV shall be attached to and made a part of such Original General Budget by the City Secretary and shall be filed as required by state law. A true and correct copy of said amendment is attached hereto as Exhibits "A" and "B" and is incorporated herein for all intents and purposes. Section 3. In the event any clause,phrase,provision,sentence,or part of this ordinance or the application of the same to any person or circumstance shall for any reason be adjudged invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that it would have passed each and every part of the same notwithstanding the omission of any such part thus declared to be invalid or unconstitutional,whether there be one or more parts. Section 4. This ordinance shall take effect immediately from and after its passage by the City Council of the City of Friendswood,Texas. Annalea Neighborhood Improvements Additional Engineering, $28,862. Appropriate funds for additional engineering services for the 2022 CDBG-DR (COG MOD) Annalea Neighborhood Improvements project. Additional engineering services are required due to pipelines located in the area. The funding source will be unassigned general fund balance. 2. Deepwood Demolition and Redevelopment, $122,000. Appropriate funds for the demolition of the facility located on Deepwood. The Deepwood facility sustained substantial flooding damage in 2017 during Hurricane Harvey. The needs of the Deepwood property have been fully assessed and the demolition of the facility at Deepwood is necessary to utilize the property effectively. The funding source is unassigned general fund balance ($61,000) and water and sewer working capital ($61,000). 3. Public, Education, and Governmental Access (PEG) Channel Enhancement, $17,775. Appropriate PEG funds for furniture and fixtures as part of the Council Chamber remodel project. Additional equipment, furniture, and fixtures are necessary to complete the remodel project. The funding source will be restricted general fund balance reserves from PEG Channel revenue. 4. Council Chamber Remodel Project, $10,062. Transfer funds from Mayor and Council's operating supplies account to Parks and Recreation Facilities division for dais chairs for the Council Chamber remodel project. 5. Department of Emergency Services—Aerial Ladder Truck, $2,299,689. Appropriate public property financing loan proceeds for a new aerial ladder truck. The funds will be appropriated to the Department of Emergency Services FVFD division's capital equipment account. 6. Department of Emergency Services—Ambulance Remount, $210,250. Appropriate public property financing loan proceeds for the remount of ambulance A49. The funds will be appropriated to the Emergency Medical Services (EMS) division's capital equipment account. 7. Parks and Recreation Department—Sponsorships, $7,750. Appropriate sponsorships received from Friendswood businesses. A portion of the sponsorships were received in the prior year and will be appropriated from unassigned general fund balance ($2,500) and the remainder will be appropriated from current fiscal year sponsorships ($5,250). The funds will be appropriated to the Christmas in the Park division's community events account ($7,250) and the Keep Friendswood Beautiful division's operating supplies account ($500). 8. 2022 CDBG-DR (COG-MOD) Grant Reimbursement, $47,682. Reimburse unassigned general fund balance for grant proceeds received from the 2022 CDBG-DR (COG-MOD) Grant Program. Advanced funding for multiple invoices related to the New Ground Water Storage Tank at Water Plant#4 were ratified on FY2024-2025 Budget Amendment XIII by Council at the January 5, 2026, City Council meeting. Therefore, the funds will be appropriated back to unassigned general fund balance. 9. Hazard Mitigation Grant Program DR 4485 Grant Reimbursement, $224,092. Reimburse unassigned general fund balance for grant proceeds received from the Hazard Mitigation Grant Program. Advanced funding for multiple invoices was appropriated at the September 9, 2025, and January 5, 2026, City Council meetings. Therefore, the funds will be appropriated back to unassigned general fund balance. Page 1 of 1 U.
