These locations contain critical public infrastructure that requires unobstructed access for routine operations, emergency response, maintenance activities, and regulatory compliance. Unrestricted parking in the immediate vicinity of these facilities has, at times, limited or delayed access by City personnel and emergency responders. In the context of water and wastewater infrastructure, delayed access can directly impact system reliability, public health protection, and the City's ability to respond to operational or emergency conditions. To ensure consistent access and eliminate ambiguity regarding permitted use of these areas, Public Works requested a standardized, enforceable approach to parking control at water and wastewater facilities citywide. The Engineering Department evaluated these locations and determined that regulatory signage and curb markings are necessary to clearly designate restricted areas and preserve access required for essential City services. Because regulatory parking restrictions require ordinance authority to be enforceable, staff is recommending implementation of Ordinance 300 to formally establish these restrictions and allow enforcement by the Friendswood Police Department. Below is a list of addresses of each facility for which regulatory signage and/or painted curb is recommended. In addition to this list, an exhibit is attached to this memorandum.
