MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, OCTOBER 04, 2010, AT 6:00 PM AND A REGULAR MEETING AT 7:00 PM AT
FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD,
TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Smith called the meeting to order at 6:00 PM.
PUBLIC HEARING
Mayor Smith called the Public Hearing to order to receive comments from the public, both oral and written
„�,., regarding approving a project involving the change in use of a portion of Friendswood Sportspark
property, a 3.299 acre tract situated at 2910 West Parkwood Avenue (FM 528), for the construction and
operation of an animal control facility.
Janis Lowe, Friendswood resident, addressed Council and stated that according to Chapter 26.001 of the
State Code, this land cannot be used for an animal control facility because it was purchased for park land
and has been in continuous and permanent use as park land, therefore, the City cannot place a non-
recreational structure in the park. An animal control facility is viewed as a negative by most people and it
devalues the surrounding property. The facility should stay where it is now because the animals would be
evacuated anyway in an emergency, and not all of Deepwood is in the floodway.
Councilmember Brown asked Ms. Lowe if she had any documentation that shows the property was
purchased as park land and Ms. Lowe stated she did not but believes there is a file with that information
but did not have time to find it.
Mona Palmer, Friendswood resident, addressed Council and stated it was her understanding that this
property was separate from park property and that is why it was being pursued as a possible site for the
animal control facility.
Hearing no further comments Mayor and Council closed the Public Hearing.

Mayor Smith called the meeting to order.
The invocation was given by Pastor McCauley Austin of Friendswood Baptist Church.

Mayor Smith led the Pledge of Allegiance to the United States and to the State of Texas.

With concurrence of Council, Mayor Smith moved to Agenda Item 176, Communications from the Mayor
and Councilmembers.
Councilmember Brown requested to go to the podium with Planning and Zoning Commissioner Kevin
Holland and stated there had been some miscommunication but are working on moving forward to have
better procedures in place and are both here to work together and put some of the bad news reports
behind them and to show that there is a unified front to make the community better. Commissioner
Holland stated he agreed with Councilmember Brown's comments.
With concurrence of Council, Mayor Smith moved to Agenda Item 4, Special Recognition and
Acknowledgements.
SPECIAL RECOGNITION AND ACKNOWLEDGEMENTS
Mayor Smith presented a proclamation recognizing October as National Arts and Humanities Month to
Sara Peters, Diane Fifer, and Sangie Gardiner, Directors of the Friendswood Fine Arts Institute.
Sara Peters stated that Friendswood has a lot of artistic people living in Friendswood and hopes this is
another way for them to come out and join with them to spread the word about Friendswood Fine Arts
Institute.
PUBLIC HEARING
Mayor Smith called the Public Hearing to order to receive comments from the public, both oral and
written, regarding CenterPoint Energy Electric's current rates and its Statement of Intent to increase

rates.
No one spoke in favor or against CenterPoint Energy Electric's current rates and its Statement of Intent to
increase rates.
Mayor Smith explained the process of examining utility rates and stated a public hearing is an opportunity
for Council to hear from the public.
Hearing no further comments, Mayor and Council closed the public hearing.
COMMUNICATIONS FROM THE PUBLIC
Fred Krch, Friendswood resident, addressed Council and stated he would like to continue to speak
regarding art and stated he receives beautiful cards from artists that paint with their feet. He stated he is
against a Taj Mahal animal shelter, did research and talked with different organizations and received a lot
of good information, is premature to announce that the City will pay a million dollars for the facility,
bidders will not bid less if they know what the City is willing to spend, the proposed shelter will be a
comfortable place for animals, the City should have raised the Deepwood facility when the lift station was
being built and dirt was available, and the new tower is in a flood location.
Michelle Barzyk, Friendswood resident in the Annalea Subdivision, addressed Council and stated there is
an ongoing safety issue with construction that develops over ethylene pipelines. She met with Staff and
some Councilmembers because workers were digging where they were not supposed to be digging, an
eighteen wheeler drove over the pipeline right-of-way, the action was reported and the line is currently

being checked for damage, residents have become the watchdogs over this project because she was told
that it was cost prohibitive to continually have a supervisor on site, she is concerned that this
development has set a precedent for other high risk developments in Friendswood, and the City should
have an ordinance in place regarding pipeline rights of way and a safety plan if a hazardous incident
occurs.
Phil Bossert, Friendswood resident and chair of the Safety and Security Committee for the Forest of
Friendswood Homeowners Association, addressed Council and asked for the City to buy additional speed
indicator signs, cost is $5,000 each and believes the City can afford them and should purchase them in
the upcoming fiscal year, thanked Crime Prevention Officer Kevin Crouch and Police Chief Bob Wieners,
added that these City employees have always attended the monthly, quarterly, and annual meetings
when invited, also thanked Fire Marshal Terry Byrd and Assistant Fire Marshal Brian Mansfield who have
given very informative presentations, thanked Project Developer Manager Rene Ibarra with Community
Development who always respond quickly to concerns and stated he looks forward to the City Manager
getting back to him.
K.R. Gatten, Friendswood resident, addressed Council regarding the flood buyout program, stated he
recently received a notice from the Federal Emergency Management Agency (FEMA) that his property
has been placed on the frequent flood list which will cause his insurance premiums to increase.
Galveston County Emergency Management told him they would place him on a list for grant funds, was
offered a buyout after Hurricane Allison but he was younger and in better health so he refused the grant,
is now requesting for the City of Friendswood to help make sure he is on that list to be considered for the
grant.
CITY MANAGER'S REPORT
,,,,_ City Manager Roger Roecker reported on the National Association of Emergency Medical Technicians
(NAEMT) 2010 Paramedic of the Year award. He stated that NAEMT has announced that Lisa M. Camp,
Friendswood's EMS Chief, has won the 2010 NAEMT Paramedic of the Year Award. The award was
presented to Lisa on September 28, 2010, at the NAEMT General Membership Meeting and Awards
presentation in Dallas. Lisa Camp was nominated for the award by her friend, Chief Roy L. Hunter, of
Clear Lake Emergency Medical Corps. Mr. Hunter stated Lisa Camp is his hero for all the wonderful
things she does for her community and her country. Lisa should be recognized due to her support of the
citizens of Friendswood, the State of Texas, and the country through her leadership in quality pre-hospital
patient care and community-wide emergency response. When it comes to emergency medical services,
Lisa is the sage in the area and gives so much of her time to the EMS community. Lisa Camp has been
at the forefront in the areas of patient care, public access, medical control, disaster preparedness, public
education and training and has served as a mentor, supporter and advocate for EMS throughout the
country. Mr. Hunter stated having worked in EMS for more than 30 years, Lisa Camp has always strived
for the best in care from herself and from her service. Raised in a fire/EMS family, Lisa has been active in
EMS and fire response since she became old enough to join the Friendswood Volunteer EMS (FVEMS)
and Friendswood Volunteer Fire Department (FVFD) and worked through the ranks to become the
FVEMS Chief in 1995. Lisa Camp has created a successful continuing education program that informs
members and provides them with motivation and confidence regarding their abilities to provide excellent
patient care. Leading by example, Lisa works several shifts, attends continuing education classes and
goes to business meetings and encourages FVEMS to be active within the community and assists in bi-
monthly free immunization clinics, community CPR training, child car seat safety inspections and other
safety and injury prevention activities. Lisa Camp took her own limited time to become trained as a
Safety Clown and performs at schools and community events and also formed a Bike Medic group, after
getting the bicycles and other needed equipment donated to FVEMS, this has been a great asset to
assist in emergency response to parades and races. Lisa Camp holds a Bachelor's degree in Public
Management from the University of Houston-Clear Lake and currently serves as an adjunct faculty
,� member in the Public Service Careers Department at the College of the Mainland, Texas City, teaching
an online EMS management course and other EMS courses.

Lisa also serves on the college's Public Service Advisory Board. Ms. Camp, Friendswood Chief of
Emergency Medical Technicians, spoke and thanked Council and the community for their support for the '"
last 33 years of her career. This award is the pinnacle of her career and is glad to put Friendswood on
the map on a national level. She received a standing ovation from Mayor Smith, Council and the
audience.
The City Manager reported on National Night Out, stating that the Friendswood Police Department will be
participating in the 27th annual National Night Out on Tuesday, October 5, 2010. National Night Out is a
unique crime/drug prevention event sponsored by the National Association of Town Watch (NATW). For
several years, Texas agencies have chosen the option of observing the community night in October
rather than the traditional first Tuesday in August as a result of concerns for the high temperatures
generally seen in late summer. The Friendswood Police Department will work to have department
representatives available to visit neighborhood events. National Night Out is designed to heighten crime
and drug prevention awareness; generate support for, and participation in, local anti-crime programs;
strengthen neighborhood spirit and police-community partnerships; and send a message to criminals
letting them know that neighborhoods are organized and fighting back. Last year's National Night Out
campaign involved citizens, law enforcement agencies, civic groups, businesses, neighborhood
organizations and local officials from over 15,000 communities from all fifty states, U.S. territories,
Canadian cities, and military bases worldwide. In all, over thirty-six million people participated in National
Night Out 2009. Friendswood is looking forward to this year's National Night Out, and the City's Police
Department is once again working to contribute to its success.
The City Manager reported on the 8th Annual Broker and Developer Day, stating that in October of 2003,
the City teamed up with the Friendswood Chamber of Commerce to conduct the first Annual Broker Event
on the same day as the Chamber's Annual Golf Tournament. This year's 8'h Annual Broker and
Developer Day Event and 13th Annual "Swing into Fall" golf tournament will be held on Tuesday, October
19, at Timber Creek Golf Club. Bob Mitchell, President of the Bay Area Houston Economic Partnership �
and Dr. Bill Gilmer, Senior Economist and Vice President of the Federal Reserve Bank of Dallas, will be
the featured speakers at the event. Mayor Smith, the Chair of the Community and Economic
Development Committee, and Staff will make presentations and interact with the commercial brokers
interested in doing business in Friendswood. Staff appreciates Mayor Smith's and Council's involvement
in this important event.
ACTION ITEM
With concurrence of Council, Mayor Smith presented Action Items 8 and 10 together for single
consideration.
**Councilmember Holbert moved to approve a Financial Advisory Services contract with RBC Capital
Markets Corporation and to authorize the Mayor to execute the contract, and to take action regarding a
Financial Plan and a Schedule of Events for the Series 2010 Permanent Improvement (General
Obligation) Bond Sale and the Refunding Bond Sale.
Seconded by Councilmember Hill. The motion was approved 6-1 with Councilmember Brown opposed.
Ryan O'Hara, Investment Banker with RBC Capital Markets Corporation, spoke and gave an explanation
for the handout regarding the schedule of Events for $3,485,000 Permanent Improvement Bonds, Series
2010A and $5,445,000 Permanent Improvement Refunding Bonds, Series 20106. Mr. O'Hara further
stated there has been much discussion about the bond insurance, explained that the City may forgo
purchasing bond insurance if it gets a high enough AA rating category which could save as much as
$100,000 combined.
With concurrence of Council, Mayor Smith moved to Agenda Item 16D, Ordinance T2010-27.

"*Councilmember Barr moved to approve the First reading of Ordinance 2010-27 - an Ordinance finding
that the existing electric distribution rates of CenterPoint Energy Houston Electric LLC ("CenterPoinY' or
"company") are unreasonable and should be reduced; ordering CenterPoint to reduce its existing rated
within the City of Friendswood; ordering CenterPoint to submit tariffs consistent with the recommendation
of the Gulf Coast Coalition of Cities consultants in Public Utility Commission of Texas Docket No. 38339;
ordering CenterPoint to reimburse the City for its reasonable costs incurred in this rate case and any
related ratemaking proceedings before administrative or judicial bodies; requiring delivery of this
ordinance to the company and legal counsel.
Seconded by Councilmember Holbert. The motion was approved unanimously.
Thomas Brocato with Lloyd Gosselink Attorneys at Law, the attorney representing the City in this matter,
thanked Mayor and Council for a great working relationship.
With concurrence of Council, Mayor Smith moved to Agenda Action Item 14.
ACTION ITEM
**Councilmember Holbert moved to approve a contract with HDR Engineering, Inc., for engineering
design services associated with Blackhawk Boulevard Wandering Trail, and Oak Vista Street, authorizing
the Mayor to execute and authorizing the appropriation of funds.
Seconded by Councilmember Hill. The motion was approved 6-1 with Councilmember Brown opposed.
With concurrence of Council, Mayor Smith moved to Agenda Item 15A, Resolution R2010-37

Chapter 26 for a change in use of park or recreation land associated with the project; providing that this
resolution shall become effective from and after its passage and adoption.
Seconded by Councilmember Barker. The motion was approved 5-2 with Councilmembers Brown and
McGinnis opposed.
Lengthy discussion was held between Mayor, Council, Staff and the City Attorney regarding the proposed

With concurrence of Council, Mayor Smith moved to Agenda Item 15C, Resolution R2010-39.
*"Councilmember Barr moved to approve Resolution R2010-39 -a Resolution of the City of Friendswood,
Texas, approving an amendment to the contract with IESI TX Corporation for solid waste disposal
services within the City and authorizing a 2.24% increase in the rates; amending appendix D of the
,,�. Friendswood City Code to adopt a revised schedule of solid waste disposal fees; and providing an
effective date.

With concurrence of Council, Mayor Smith moved to Agenda Action Item 13.
ACTION ITEMS
**Councilmember Brown moved to approve moving the entryway sign on Friendswood Link Road to a
location Staff recommends.
Seconded by Councilmember Holbert. The motion failed 3-4 with Councilmembers Barker, Barr, Holbert,
and Mayor Smith opposed.
Lengthy discussion was held between Mayor, Council and Staff regarding the placement of the entryway
sign.
Mayor Smith clarified the vote by stating that the sign should be moved to the next best spot if the vote is
"yes", the decision of placement is in the hands of City Manager if the vote is"no".
With the concurrence of Council Mayor Smith moved to Agenda Action Item 9.
**Councilmember Brown moved to approve for Council to deem the Riveron Law Firm contract for 2009
for grant writing services and/or grant services generally and potential Request for Proposal (RFP) for
grant services terminated in its entirety.
No one seconded. The motion failed for lack of action.

Homeowners Associations (HOA's) and other kinds of information and is inappropriate.
*"***Councilmember Barr moved to amend the amended motion that a timeline be provided to Staff of
yearly grant opportunities available in adequate time for them to prepare the information if they deem
necessary for those grants.
Seconded by Councilmember McGinnis. The motion to amend was approved 6-1 Councilmember Brown
opposed.
Mayor Smith confirmed with City Attorney Bill Olson that this amendment process was appropriate.
Lengthy discussion was held between Mayor, Council and Staff regarding the Riveron Contract.
Mayor Smith stated that there is the possibility of another amendment clarifying that the administrative
services for Riveron Law Firm would only be tied to grants that she assisted the City with. He asked if it is
Councilmember Barr's intention to further amend the motion.

With concurrence of Councii, Mayor Smith moved to Agenda Action Item 11.
*"Councilmember Holbert moved to approve an interlocal agreement allowing the City of Friendswood to
loan its election equipment to Harris County for the November General Election.
Seconded by Councilmember Barr. The motion was approved unanimously.
**Councilmember Barr moved to approved amending Rule 1 of the City Council Rules of Procedure.
(Previously tabled September 13, 2010)
Seconded by Councilmember Brown. The amended motion was approved 6-1 with Councilmember
Brown opposed.
Mayor Smith stated that there are two versions of the proposed Rule 1 and asked for clarity on which
version supports Councilmember Barr's motion.
Councilmember Barr stated that the two versions are similar to him.
Mayor Smith stated that the version City Attorney Bobby Gervais prepared takes the work done on the
workshop item and incorporates it into the existing Rules, this would be his recommendation but he does
not want to influence one way or the other.
***Councilmember Barr amended the motion to consider Rule 1 with the City Attorney's recommendation
changes.
Seconded by Councilmember Barker. The motion to amend was approved 6-1 with Councilmember
Brown opposed.
Councilmember Barr stated at a previous workshop that he, Councilmember Brown and City Secretary
„r Melinda Welsh were charged with coming up with language in a format so Council can have more of a
workshop format in a special meeting and less of a regular meeting and also have the ability at the first
Council meeting of the month for Council to vote whether to have a regular meeting or a special meeting.
He believes there are many issues that need to be workshopped.
Councilmember Barker stated that this is the responsible way to go.
Councilmember Brown stated that the amendments create ambiguity in Rule 1, revise to have more
clarity rather than less clarity.
Councilmember McGinnis stated he is in favor of moving forward with workshops, revising Rule 1 should
include alternate meeting dates.
Mayor Smith stated that this amendment gives clarity that it is Council's intention that the second meeting
of the month be focused on the workshop items but it has left open the door that timely issues that would
hinder Staff or citizens that are time sensitive could be addressed, the original version does not address
that and has the potential to put Staff in a squeeze and ask them to make that determination, it is okay
that the Mayor not have the latitude to decide what goes on the agenda.
Councilmember Barr stated that there was intention in that process to keep it from becoming political, if
Staff does not feel there is a time sensitive issue pending then four Councilmembers can still call a
meeting for workshop purposes, he was trying to keep the primary purpose of the second Council
meeting for workshop issues.
Mayor Smith stated that he is willing to accept it the way that it is and not make a problem where there is
none.

Councilmember Barker questioned if it is against State law to ask four Councilmembers to cali a meeting.

City Attorney Bill Olson stated that Council signing off on and requesting a special meeting is not
considered a deliberation unless there is a discussion about a specific time sensitive item.
Councilmember Barker stated that at some point Rule 1 may need to change to have three
Councilmembers request a workshop in order to avoid the issue of deliberation.
Council recessed at 8:56 PM.
With concurrence of Council, Mayor Smith moved to Agenda Item 156.
RESOLUTION
*'`Councilmember Holbert moved to approve Resolution R2010-38 - a Resolution of the City of
Friendswood, Texas, expressing official intent that expenditures paid in connection with the design,
planning, acquisition and construction of street improvements and related infrastructure in the City of
Friendswood (Project)that are made prior to the issuance tax-exempt obligations to finance the project be
reimbursed at the time of issuance of said obligations.
Seconded by Councilmember Barr. The motion was approved unanimously.
ORDINANCES
**Councilmember Barr moved to approve the Second and Final reading of Ordinance 2010-22 - an
Ordinance altering the prima facie speed limits established for vehicle under the provisions of§545.356,
Texas Transportation Code, upon the basis of an engineering and traffic investigation, upon certain
streets and highways, of parts thereof, within the corporate limits of the City of Friendswood as set out in
this ordinance; and providing a penalty of a fine not to exceed $200 for the violation of this ordinance. �
Seconded by Councilmember Hill. The motion was approved unanimously.
Mayor Smith confirmed that the Council portion of the Public Hearings for rezonings are closed.
**Councilmember Holbert moved to approve the Second and Final reading of Ordinance 2010-24 - an
Ordinance amending the City of Friendswood, Texas, Ordinance No. 2003-04, which granted a Specific
Use Permit for property located at 3200 W. Bay Area Boulevard to be used as a private school (Galloway
school), by allowing the addition of an approximate 20,008 square feet, 2 story classroom building, two
tennis courts, an 8' wide jogging trail a�ong the site perimeter, and associated parking and landscaping
improvements; providing a penalty of an amount not to exceed $2,000 for each day of violation of any
provision hereof; and providing for severability.
Seconded by Councilmember McGinnis. The motion was approved unanimously.
""Councilmember Barr moved to approve the Second and Final reading of Ordinance 2010-25 - an
Ordinance amending City of Friendswood, Texas, Ordinances No. 136 and No. 2001-24, which granted
and amended a Specific Use Permit for property located at 606 Cedarwood Drive to be used for Mary
Queen Church, by allowing the addition of an approximate 37,438 sq. ft. church and associated parking
and landscaping improvements; providing a penalty of an amount not to exceed $2,000 for each day of
violation of any provision hereof; and providing for severability.
Seconded by Councilmember McGinnis. The motion was approved unanimously.
ORDINANCE
Mayor Smith stated that in order to adopt the budget and tax rates, there are certain things that need to
be read into the record, to inform the public and to agree that the City will be receiving more revenue this ,,,,�,
year than last year because of additions to the tax rolls and therefore have an increase in taxes collected
and then make a motion to that effect.

*"Mayor Smith moved to approve to ratify the increase in property tax revenue for this coming fiscal year.
"` Seconded by Councilmember Holbert. The motion was approved unanimously.
City Attorney Bill Olson explained that this is a requirement of the Local Government Code in the adoption
of the budget, in those circumstances where the City is raising more tax revenue than last year, the
statute requires a separate motion to ratify the property tax increase reflected in the budget and separate
from that is the motion to adopt the budget.
'`'`Councilmember Holbert moved to approve the First and Final reading of Ordinance T2010-28 - an
Ordinance approving and adopting the City of Friendswood, Texas, General Budget for the Fiscal Year
2010-2011; making appropriations for the City for such fiscal year as reflected in said budget; and making
certain findings and containing certain provisions relating to the subject.
Seconded by Councilmember McGinnis. The motion was approved 4-3 with Councilmembers Barker,
Brown and McGinnis opposed.
*"Councilmember Holbert moved to approve a Maintenance and Operation tax rate for Fiscal Year 2010-
2011 of$0.5198/$100 valuation.
Seconded by Councilmember Hill. The motion was approved 4-3 with Councilmembers Barker, Brown,
and McGinnis opposed.
"*Councilmember Holbert made a motion to accept a Debt Service tax rate for the Fiscal Year 2010-2011
of$.0653/$100 valuation.

**Councilmember Barr moved to approve the First and Final reading of Ordinance 2010-29 - an
Ordinance providing for the levy and collection of ad valorem taxes of the City of Friendswood, Texas, for
the year 2010; providing the date on which such taxes shall be due and payable; providing for penalty
and interest on all taxes not timely paid; providing for severability; and repealing all ordinances or parts of
ordinances inconsistent or in conflict herewith.
Seconded by Councilmember Holbert. The motion was approved 4-3 with Councilmembers Barker,
Brown and McGinnis opposed.
"*Councilmember Hill moved to approve the First reading of Ordinance 2010-30-an Ordinance amending
Chapter 1, General Provisions, of the City of Friendswood Code of Ordinances, by amending Section 1-2
"Definitions" to provide that the "City" is located in both Galveston and Harris counties, having a
severability clause; and providing an affective date.
Seconded by Councilmember Holbert. The motion was approved unanimously.
With concurrence of Council, Mayor Smith moved to the Consent Agenda.

vehicles, awarded by the Courts, through Houston Auto Auction, D. Approve Minutes of the August 16,

Councilmembers Hill and Hoibert stated they had no report.
Councilmember Barr gave an update on IESI's recycling efforts. There is a joint workshop meeting of the
Keep Friendswood Beautiful and the Parks Board which will discuss possible recycling options not only
for the parks but also for the community in general, has received a number of e-mails from residents
encouraging recycling as well as a resolution to send to the State to encourage more recycling efforts
from the State, suggestions and concerns have been heard and those who would like to attend the joint
workshop are invited, is looking forward to the meeting to hear different options and expects to come
away with recommendations that may come back to Council in the form of ways Friendswood can
increase recycling efforts.
Councilmember Brown stated that the Homeowners Association (HOA) group had an initial meeting to
discuss what type of programs would be desired going forward, this was noticed on the agenda as a
special report so that it would have been heard during the Special Report process of the meeting which is
further up on the agenda, because there is no official HOA committee and it puts it in an ambiguous zone,
with respect to the meeting they had representatives from Friendswood Lakes, Forest of Friendswood,
and Parkwood Village who gave suggestions on what type of programming would be desired. One
suggestion was to do modules or training sessions for HOA boards on various topics rather than having
just a quarterly meeting, then determining what type of training modules those boards would like. The
suggestion was to have another meeting during the week so that representatives from the HOA could
attend and suggest what type of modules they would like as training, would have speakers come in and
provide training to the boards, there was some discussion that large and small HOA's have different
concerns and different issues and the training modules should be a balance of the two, there will be
another meeting in October and will send an e-mail notification to HOA's when the date is confirmed.
There was a consensus at the meeting that the HOA e-mail, which provide City Council meeting updates

in a generic format with information before it is posted, were appreciated so will continue sending out
those e-mails. There was a discussion tonight regarding safety concerns with HOA's, that seems to have
been everyone's big concern as well as speeding through the neighborhoods, those are things Council
can work on and address further. HOA's are really important, is really important to be in touch with those
HOA's and thinks if Council can listen and have more outreach from everybody on Council and not just
her as the liaison there can be a greater impact, if anybody wants to be on the HOA e-mail list they can e-
mail her through her City e-mail or e-mail the City Secretary, she has been getting a lot of requests from
people to be placed on the list, anyone is welcome, there is not a requirement to be an HOA board
member.
Mayor Smith asked Councilmember Brown how many people attended the HOA meeting and she replied
that five people attended.
Councilmember Barker left Council chambers at 9:25 PM.
Councilmember Barr stated the Fall HauI-A-Day is scheduled for November 6, 2010, and please keep in
mind that hazardous household materials cannot be taken to Fall HauI-A-Day.
Councilmember McGinnis stated that the Library Advisory Board did have a meeting and they welcomed
the two new members, and has great optimism for their skills and their enthusiasm.
Mayor Smith stated that he attended the Friendswood High School football game and the team is
winning, congratulates Friendswood High School Principal Griffon and Friendswood Superintendent of
Schools Trish Hanks, Staff, teachers, and students for being the recipient of the Lone Star Cup which is a
UIL competition for the State of Texas recognizing a high caliber of education.
