AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, TEXAS, AMENDING ORDINANCE NO.2025-23, PASSED
AND APPROVED AUGUST 25, 2025, THE SAME BEING AN ORDINANCE
APPROVING AND ADOPTING THE CITY'S GENERAL BUDGET FOR
FISCAL YEAR 2025-26, BY APPROVING "BUDGET AMENDMENT II"
THERETO; PROVIDING FOR SUPPLEMENTAL APPROPRIATION AND/OR
TRANSFER OF CERTAIN FUNDS; PROVIDING FOR SEVERABILITY;
PROVIDING FOR OTHER MATTERS RELATED TO THE SUBJECT; AND
PROVIDING FOR THE EFFECTIVE DATE.
WHEREAS, by Ordinance No. 2025-23, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2025-26'; and
WHEREAS, the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of the City Charter provides for amendments after adoption of
the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2025-26; NOW THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section I. The facts and matters set forth in the preamble of this ordinance are hereby
found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the
Fiscal Year 2025-26" is hereby amended for municipal purposes as shown on "Budget Amendment
II" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal Year 2025-26"
attached hereto. Said Budget Amendment II shall be attached to and made a part of such Original
General Budget by the City Secretary and shall be filed as required by state law. A true and correct
copy of said amendment is attached hereto as Exhibits "A" and "B" and is incorporated herein for
all intents and purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to
be invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares
that it would have passed each and every part of the same notwithstanding the omission of any
such part thus declared to he invalid or unconstitutional, whether there be one or more parts.
Section 4. This ordinance shall take effect immediately from and after its passage by
the City Council of the City of Friendswood, Texas.
INTRODUCED, READ AND PASSED on first and final reading by the affirmative vote
of the City Council of the City of Friendswood on this the 1st day of December, 2025.

1. Information Technology Department — Website ADA Accessibility, $7,991. Transfer funds from
the facilities division's telephone/communications account in the Parks Department for website
accessibility. The services are necessary to meet Americans with Disabilities Act requirements for
local government websites. The funds will be transferred to the Information Technology Department's
internet/wireless services account.
2. Police Department — Animal Services Donation. $250. Appropriate donation received from the
Rotary Club. A donation was made for continuing education for A. Huyhn, the Animal Services
supervisor. The funds will be appropriated to the animal services division's training account.
3. Police Department — Replacement K-9 Training ✓£ Accessories. $12,900. Appropriate funds for
handler training and K-9 accessories for the replacement K-9 which was purchased in September
2025. Additional funds for handler training and K-9 accessories are necessary to put the K-9 into
service. The funds will be appropriated to the patrol division's personnel supplies account ($1,200),
operating equipment account ($3,500), operating services account ($1,200), and training account
($7,000).
4. Parks and Recreation Department —Santa in the Park Sponsorships. $24,411. Appropriate
sponsorships received from Friendswood businesses for Santa in the Park. The funds will be
appropriated to the Santa in the Park division's community events account.
5. Library Department — Christmas Decorations Donation. $7,000. Appropriate donation received
from Friends of the Library for Christmas decorations. The funds will be appropriated to the Library's
operating services account.
6. Greenbriar Bridge — Engineering Services, $111,864. Appropriate funds for engineering services
related to Greenbriar Bridge. The contract with Guy Engineering Services, Inc. was approved by
council at the November 3, 2025, City Council meeting. The funding sources will be unassigned
general fund balance ($27,966) and street maintenance fund undesignated fund balance ($83,898).
