ORDINANCE NO. 2010-23
AN ORDINANCE AMENDING CITY OF FRIENDSWOOD,
TEXAS, ORDINANCE NO. 2009-22, PASSED AND
APPROVED AUGUST 2, 2010, SAME BEING AN
ORDINANCE APPROVING AND ADOPTING THE CITY'S
GENERAL BUDGET FOR FISCAL YEAR 2009-2010, BY
APPROVING "BUDGET AMENDMENT IX" TO THE
"ORIGINAL GENERAL BUDGET OF THE CITY OF
FRIENDSWOOD, TEXAS, FOR THE FISCAL YEAR 2009-
2010"; PROVIDING FOR SUPPLEMENTAL
APPROPRIATION AND/OR TRANSFER OF CERTAIN
FUNDS; PROVIDING FOR SEVERABILITY; AND
PROVIDING OTHER MATTERS RELATED TO THE
SUBJECT.
F WHEREAS, by Ordinance No. 2009-22, the City Council of the City of Friendswood,
Texas, adopted its "Original General Budget for Fiscal Year 2009-2010"; and
WHEREAS,the City Council has determined that revenues and/or reserves are available
for supplemental appropriation, and/or that the transfer of certain funds interdepartmentally is
economically feasible and in the best interest of prudent budgeting and for municipal purposes;
and
WHEREAS, Section 8.04 of The City Charter provides for amendments after adoption
of the budget; and
WHEREAS, the City Council desires to amend said Original General Budget to reflect
such supplemental appropriation and/or transfer in the fiscal year 2009-2010; now,therefore,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD,
STATE OF TEXAS:
Section 1. The facts and matters set forth in the preamble of this Ordinance are,
hereby found to be true and correct.
Section 2. The "Original General Budget of the City of Friendswood, Texas, for the!
Fiscal Year 2009-2010," is hereby amended for municipal purposes as shown on "Budget;
Amendment IX" to the "Original Budget of the City of Friendswood, Texas, for the Fiscal year
2009-2010" attached hereto. Said Budget Amendment IX shall be attached to and made apart of
such Original General Budget by the City Secretary and shall be filed as required by state law, a
true and correct copy of which is attached hereto as Exhibits"A" and`B" and made a part hereof
for all purposes.
Section 3. In the event any clause, phrase, provision, sentence, or part of this ordinance
or the application of the same to any person or circumstance shall for any reason be adjudged
invalid or held unconstitutional by a court of competent jurisdiction, it shall not affect, impair, or
invalidate this ordinance as a whole or any part or provision hereof other than the part declared to be
invalid or unconstitutional; and the City Council of the City of Friendswood, Texas, declares that iti
would have passed each and every part of the same notwithstanding the omission of any such part
thus declared to be invalid or unconstitutional,whether there be one or more parts.

Budget Amendment Summary
Fiscal Year 2009 — 2010
Budget Amendment IX
September 13, 2010
1. Senior Programs Donations. $4,675. Appropriate funds donated for Senior
Programs. Funds were received during June 2, 2010 through August 10, 2010 and
will be used for Senior Program activities, trips and special events.
2. Activity Building Covered Walkway, $4,200. Transfer of funds within Community
Services department budget to fund expense for a covered walkway at the Activity
Building. The funding source for the expense will be senior program donation funds
in the amount of$2,735 and $1,465 from the Friendswood Sports Park operational
budget.
3. Police Patrol D.O.T. Inspections, $120. Appropriate funds received on August 14, j
2010 for on-site vehicle inspections at a trucking company performed by the Police
Department's D.O.T division.
4. Police Animal Control Donations. $169. Appropriate funds donated to the Police i
Department Animal Control Division. The funds were received on July 27, 2010 and
will be used for animal control division supplies.
5. Surface Water Plant#2 Phase 2 Improvements. $58,700. Appropriate funds
approved by City Council on August 16, 2010 for design engineering of phase 2 of
the surface water plant#2 improvements. The design contract was awarded to LJA
Engineering. The funding source will be the 2009 water and sewer bonds proceeds.

6. Water Plant#6 Replacement, $991,725. Appropriate funds approved by City
Council on August 16, 2010 for construction of the water plant#6 replacement
project. The construction contract was awarded to Long and Son, Inc. The funding
source for the project will be the 2009 water and sewer bonds proceeds.
7. Fire Station #3 Renovations Design, $39,800. Appropriate funds approved by City
Council on August 16, 2010 for design engineering of the Fire Station #3
renovations. The renovations will be partially funded through a grant received from
the Texas Department of Rural Affairs (TDRA). The funding source for the design
contract will be the undesignated general fund balance.
8. Stadium Lane Project 8" Water Line Extension, $4,820. Transfer funds from
Public Works Water Operations division to Water and Sewer capital improvements
division for a project change order to facilitate additional cost of installing 8° waterline
extension beneath existing water lines.
9. City of Friendswood Website Upgrade. $20,000. Transfer funds from City
Manager- Economic Development division contract services account to
Administrative Services - Information Technology division contract services and
internet services accounts for an upgrade of the City's website.
