MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, JUNE 14, 2010,AT 6:30 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S.
FRIENDSWOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT
CONSTITUTING A QUORUM:

Councilmember Rivera was absent from the meeting
Mayor Smith called the meeting to order.
~ 6:30 PM—REGULAR SESSION
The invocation was given by Public Works Director Kaz Hamidian.
Mayor Smith led the Pledge of Allegiance to the United States and to the State of Texas.
COMMUNICATIONS FROM THE PUBLIC
Benny Baker, Friendswood resident, introduced Pauletta Jeter and stated that they are at this meeting
representing The Gathering which is an annuai event that started before Friendswood was known as
Friendswood, explained that The Gathering was a patriotic group that served barbeque. Mr. Baker also
stated to Councilmember McGinnis that the hard part was not getting elected but actually being on
Council is the hard part, especially when you have to raise your neighbor's taxes. Mr. Baker further
stated that he was on Council for 5 years when the population of Friendswood was 3,000 and had 3.5
police officers. Mr. Baker stated he has been doing The Gathering for 35-40 years and would like new
people on the committee. They have lost several members over the years such as Choice Kinchen, Ben
Malek and Evelyn Newman. They now have Pauletta Jeter on the committee, because of Evelyn
Newman, and also has Kitten Brizendine on the committee but would like to add more people. The
committee relies on citizen donations and in turn they will receive an acknowledgement for their donation.
The Knights of Columbus is cooking the barbeque this year instead of The Lighthouse Charity Team.
This is also the first year not to have all the funds needed because of the economy. The Gathering
Committee could use more volunteers and donations. Pauletta Jeter stated there are two Friendswood
citizens that donated $500, and needs funds to pay for the barbeque that the Knights of Columbus will
cook. Ms. Jeter stated The Gathering is an event to thank the city employees, city volunteers, and

Alan White, Friendswood resident, stated he is representing the Lakes of Falcon Ridge subdivision and is
concerned with the safety of kids at the new Jr. High being built and is also concerned about the
oncoming traffic when kids leave the subdivision. He further stated that a lot of money is spent on

schools and asked to get a sidewalk in place before the school year starts, encouraged Council to look at
the dangerous situation, thinks it would be an excellent opportunity for the Parks and Recreation Board
and the schooi board to get together and build a sidewalk as quickiy as possible.
Jackie Gibson, Friendswood resident, along with her 8 year old daughter Alexandria Gibson, stated they
are pleased that Deirdre Carey Brown was elected to Council Position 6, is important to her daughter's
future and thanked Ms. Brown for running for Council.
Fred Krch, Friendswood resident, addressed Council and stated he is trying to find information on the
proposed Galveston Transportation District, heard there is a meeting on the 17th in League City and
heard the Mayor approved it, stated he has also heard about the line running from Houston to Galveston,
if green will be electric, and there are numerous pipelines carrying hydrocarbons and dangerous
chemicals. Mr. Krch further stated he would like to know if a cost effective study was done, would like
more information about what is going on, would like to get the information from City Hall and not wait for
an editor of the newspaper to tell him, asked how the city will inform the public as to what is going on.
Janis Lowe, Friendswood resident, addressed Council and stated the election is over and is glad it is
summer, reminded Council that the citizens matter, remember the main thing, is an important opportunity
to come together, honor the City Charter, be faithful in following the law, be the citizens' Council, be
transparent, spend wisely, and spend frugal, wants water in and water out, wants Police Department,
Fire, EMS, Library, and Parks. Ms. Lowe congratulated newly elected Councilmembers Patrick McGinnis
and Deirdre Carey Brown.
COMMENTS FROM INCOMING COUNCILMEMBERS

Councilmember McGinnis stated he is appreciative to the voters of Friendswood and will do his best on
Council. He thanked candidates Billy Enochs and Kevin Holland for a good race, would like to get to
know them and seek their counsel, thanks to the Mayor and current Council who have been very
welcoming and has made him feel a part of the team. He further thanked the Staff such as the City
Secretary and the City Manager for their professionalism and help.
Deirdre Carey Brown stated she is humbled to be here, election was not about her but about
Friendswood. She further stated that all of Council loves Friendswood and will work together, heritage
makes Friendswood great, has had a commitment to volunteerism and a commitment to do what is right.
Friendswood had almost 2,500 people show up to vote and would like more people to be engaged in
voting, may lose some of those traditions if citizens are not involved and work with Council. Ms. Brown
stated she did not hear one person say they did not want sports parks, need to figure out how to get there
and figure out alternate funding sources and not raise taxes. She further stated that the biggest
resources are the people and wishes her seat could fit all citizens. Ms. Brown thanked Alexandria Gibson
who spoke earlier, and would like to get the youth involved, former Councilmember Leslie Reid had a lot
of great ideas on getting the youth involved, needs a committee of the Homeowners Association formed,
a citizens guide to City Hall, and other things to get citizens informed and involved.
RESOLUTION
*"Councilmember Barr moved to approve Resolution R2010-23 - a Resolution of the City of Friendswood
canvassing the returns and declaring the results of the Special Runoff Election held on June 5, 2010, for the
purpose of electing a Councilmember to Councilmember Position No. 6 of the City Council of the City; and
containing other provisions relating to the subject.
Seconded by Councilmember Hill. The motion was approved 6-0.

OATH OF OFFICE
The Honorable Judge Holiy Williamson administered the Oath of Office to the newly elected Deirdre
Carey Brown.
COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS
Councilmembers Barker, Barr, Hill, Holbert, and McGinnis stated they had no report.
Mayor Smith thanked Judge Williamson for coming to the Council meeting to administer the Oath of
Office.
A motion was made and approved to adjourn at 7:03 PM.
