A RESOLUTION OF THE CITY OF FRIENDSWOOD,
TEXAS, FORMALLY ADOPTING AND APPROVING THE
CITY OF FRIENDSWOOD PARK AND OPEN SPACE
MASTER PLAN; MAKING FINDINGS OF FACT;
REPEALING ALL OTHER RESOLUTIONS
INCONSISTENT OR IN CONFLICT HEREWITH; AND
PROVIDING FOR RELATED MATTERS.

WHEREAS, the City of Friendswood has experienced unprecedented growth and
development in recent years that has created numerous challenges for the City in the appropriate
provision of municipal services, specifically those related to parks, recreation and open spaces;
and,
WHEREAS, said growth and development has primarily resulted in the construction of
residential developments which, in turn, has significantly increased the City's population and the
corresponding demands on public parks, recreational opportunities and open spaces; and,
WHEREAS,the Park Board worked with the city staff and general public to produce the
proposed City of Friendswood Park and Open Space Master Plan, which was presented to City
Council in March of this year; and,
WHEREAS, The Mayor and City Council wishes to now formally adopt and approve the
Ciry of Friendswood Park and Open Space Master Plan to create a comprehensive planning
document for parks, recreation, trails and open spaces projects contemplated for the future of the
City of Friendswood;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIENDSWOOD, GALVESTON COUNTY,TEXAS, THAT:
Section 1. Findings. The following recitals are hereby found to be true and correct
and are hereby adopted by the City Council and made a part hereof for all purposes as findings of
fact.
Section 2. Approval and Adoption. The Mayor and City Council do hereby
formally adopt and approve the City of Friendswood Park and Open Space Master Plan, a copy
of which is on file with the City Secretary and is hereby referenced and made part of this
Resolution as if copied verbatim herein, to serve as the City's official comprehensive planning
guide for public parks,trails, recreation and open spaces projects and issues.
Section 3. Effective Date. This Resolution shall take effect from and after the date
of its passage as authorized by the Charter of the City of Friendswood.
Section 4. Open Meetings. That it is hereby officially found and determined that the
meeting at which this Resolution is passed was open to the public as required and that public
notice of the time, place and purpose of said meeting was given as required by the Open
Meetings Act, Chapter 551, Local Government Code.
Section 5. All resolutions or parts of resolutions inconsistent or in conflict herewith
are, to the extent of such inconsistency or conflict, hereby repealed.
