HomeMy WebLinkAboutResolution No. 2010-06 RESOLUTION NO. R2010-06 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS, SUPPORTING THE "KEEP TEXAS BEAUTIFUL INC." ORGANIZATION AND ITS AFFILIATE PROGRAM; APPROVING THE RE-NAMING OF THE CITY'S "COMMUNITY APPEARANCE BOARD" TO THE "KEEP FRIENDSWOOD BEAUTIFUL COMMITTEE"; APPROVING AMENDED COMMITTEE APPOINTMENT POLICY FOR THE "KEEP FRIENDSWOOD BEAUTIFUL COMMITTEE"; AND APPROVING THE COMMITTEE'S PARTICIPATION IN THE "KEEP TEXAS BEAUTIFUL" AFFILIATE PROGRAM. * * * * * WHEREAS, the City of Friendswood desires to improve the physical quality of community life in the City of Friendswood; and WHEREAS, a clean environment contributes to the emotional, physical, and economic well-being of the City's citizens; and WHEREAS, for many years the city's "Community Appearance Board" has served the city to further these goals; and WHEREAS, the "Keep Texas Beautiful, Inc." organization has developed an Affiliate Program to assist greatly in reducing the improper handling of waste and thereby reduce litter and increase solid waste management activities; and WHEREAS, the City Council deems it in the best interest of the city to change the name of the "Community Appearance Board" to the "Keep Friendswood Beautiful Committee", approve the amended Committee Appointment Policy, and to endorse its participation in the Affiliate Program on behalf of the city; BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FRIENDSWOOD, TEXAS: Section 1. That the City Council of the City of Friendswood approves the re-naming of the "Community Appearance Board" to the "Keep Friendswood Beautiful Committee" and approves the amendments to the Committee Appointment Policy attached as Exhibit A hereto and incorporated herein. Section 2. That the City Council of the City of Friendswood hereby endarses and supports the "Keep Texas Beautiful, Inc." organization and it's Affiliate Program. The City Council approves and recognizes the participation of the "Keep Friendswood Beautiful Committee" in the Affiliate Program on behalf of the City of Friendswood. Delori McKenzie, T City Secretary �� �� v o v * * s ��rF oF t��'wh R2010-06 2 Exhibit A (R2010-06j Keep Friendswood Beautiful Committee Purpose: To enhance the aesthetic appearance of the City and to encourage residents to take an active role in maintaining the City's image. Duties: The mission of the Keep Friendswood Beautiful Committee (KFB) is to enhance the aesthetic appearance of the city and to encourage residents to take an active role in maintaining its image. The KFB directs and coordinates management and planning of projects and education of the community; recommends budget and project priorities to City Council; seeks grants for funding opportunities; makes suggestions for conserving and protecting natural resources; participates on behalf of the City in the Keep Texas Beautiful affiliate program; and performs such other duties as the City Council may reasonably request. Time Commitment: Members must attend scheduled meetings that are held in the evening on the last Tuesday of each month. Meetings are approximately one (1) to two (2) hours in duration. Members: This Board is comprised of twenty (20) regular members appointed by the City Council. Members must be residents of the City of Friendswood and not employees of the City. Staff Support: The Director of Community Services. Term: Three (3) year terms, expiring in November or until action is taken by Council for each position. Terms are overlapped, creating vacancies every year. Unless specified by ordinance, state law, or charter, there is no maximum time limit for length of service. Meetings: Regular meetings are typically held on the last Tuesday of the month at 7:30 p.m. at City Hall. All meetings of the board are to be held in compliance with the Texas Open Meetings Act, Texas Government Code Chapter 551 and an agenda for each meeting shall be posted 72 hours in advance as required by the Act.
