Mayor Brizendine called the meeting to order at 4:45 PM. 4:30 PM—WORK SESSION Discussion was held regarding Governance. City Manager Ron Cox stated at the April 2, 2004, Council Retreat a presentation was made by Mike Conduff on Policy Governance and it has stimulated a lot of discussion and research to determine how to best proceed with the process of governance in our City. After ___, further discussions, and in reviewing the processes of several other cities, we believe it will be helpful to dedicate time at every Council Work Session to discuss governance. This is the first of those meetings. The intent in this discussion is first, to review Mike Conduff's presentation, to be certain there is a clear understanding of the concept, and agreement to use the model as a guideline, although we are not asking Council to adopt the model. Second,we would like to get Council's reactions to that discussion and Council's comments about where to go from here. Third,we want to talk about our work so far in developing a process for dealing with policy ends as we move forward. The process has not been developed, but we want to give Council an idea of our thinking to this point. Once the process is agreed upon,we will then begin to deal with the issues Council wanted to discuss within the first 60 days. Discussion was held regarding completion of the Centennial Park Project. City Manager Ron Cox stated that Staff is ready to present the process for bidding and the proposed project for the completion of Centenniai Park and is using a best value approach to the process. A Design-Build Process cannot be used because state law prohibits the City from using it on linear construction. Since there are very few buildings, the traditional Bid-Build process must be used but will be modified somewhat in that the respondent will be selected based on price and best value as determined by the selection criteria. This process is designed to identify bidders believed to be capable of constructing the best project rather than guessing about the qualificafions of the low bidder, fhe process was explained before advertising begins and stated this is a good opportunity fo present the final design for completion of the project. Community Services Director, Jon Branson gave a presentation on the status. The drawings and outline of the facilities to be constructed, as 05/03/04 2150 well as the budget were presented.
