MINUTES OF A SPECIAL MEETING OF THE FRIENDSWOOD CiTY COUNCIL, THE PLANING AND
ZONING COMMISSION, THE COMMUNITY AND ECONOMIC DEVELOPMENT COMMITTEE AND THE
MAIN STREET STEERING COMMITTEE,THAT WAS HELD ON MONDAY, MARCH 11,2004 AT 4:00 PM
AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910 S. FRIENDSWOOD DRIVE, FRIENDSWOOD,
TEXAS, WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM:

Mayor Brizendine calied the meeting to order.
4:00 PM —WORK SESSION
Mayor Brizendine called all committees present to order with representatives from Friendswood Independent
School District and Clear Creek Independent School District in attendance, gave a brief overview of the
process and stated that severai years ago the City surveyed the citizens regarding how the City wanted to
grow as it approached buildout and that process turned into Vision 2020 with specific goals and guidelines.
The process of information exchange accelerates some of the desires, goais and objectives that were
delineated by the Vision 2020 and everyone is excited about it.
City Manager Ron Cox provided a brief overview and stated several weeks ago Community and Economic
Development Committee invited Dan Rucker and Richard Brown to make presentations with Dan Rucker
presenting the vision of the development of the"panhandle"area of Friendswood which is Beamer Road, FM
2351 and Dixie Farm Road area and Richard Brown made a presentation regarding the Whifcomb property
area located on FM 528 on the east side of Ciear Creek near the Forest Bend, Wedgewood, Autumn Creek
area. The third and fourth areas are the West Property and Main Street,which represent the four major areas
where commercial development can take place and make the largest impact on the community and should
think outside the box and look at with fresh eyes.
Dan Rucker with Coast Bend Property Development presented an overview with maps and stated there needs
to be clear, specific wording as to what is allowed, a clear understanding of what is acceptable use of this
property, program is defined and then stick by them, will need mixed use zoning, appreciates being able to
present this to Mayor and Council, company has purchased most of the property in this area, could be an
outstanding front door for the City if fhe City determinES it is in the best interest.
A question and answer session was held regarding the drainage study, infrastructure needs, Municipal Utility

Districts and Tax Increment Reinvestment Zones, regional detention, utilizing some of the golf course for this
purpose, avoid holes in the ground, channeling and gathering, zoning rules that will accommodate such a
development, has developer thought of what type of zoning, no has not,would mirror what other communities
use that are successful, retail, professional, hotel, conference center, possibly apartments, density, look at the
big picture, does not see single family residential, these four developments will have common themes and
could use the same types of mixed use zonings, good things heard about the golf course, envisioning mixed
use with one owner then would not have to contend with property lines, mixed use with one structure, if left
alone it could be a development of hodge-podge if the City does not take a proactive stand so that it
compiiments the area, counting on Municipal Utility District or Tax Increment Reinvestment Zone to make it
work, depends on the numbers.
A discussion and presentation were held regarding the proposed development plans for a 138-acre parcel of
land.located near the intersection of FM 528 and Bay Area Boulevard. Mr. David Goswick, President of
Goswick Marketing, introduced Mr. Richard Brown, who is internationaily known, planned the Woodlands first
25 years, created 14 master planned communities around the world, has been looking at this area for the last
year, 4000 feet of road frontage, mile of frontage on Clear Creek, roof tops are here to support this
development, have done research, did a series of land use patterns, has created a land use plan, will be
bringing to the City to present for approval of land use pian and will be looking for overlaying zoning with multi-
use zoning,working with Galloway School location of their facilities, looking at Blackhawk as an important link,
Clear Creek Independent School District regarding location of other sites, offered to purchase property back
from Clear Creek Independent School District, loolcing at an informal joint venture with the City and the
developer, City would be looking at$3 million in taxes if project moves forward, important is the development

open-air mall with mixed use, apartments and townhouses, open-air restaurants, everything within walking
distance, one-stop place, multi-use parking, retention ponds, upscale big block space, $200 million value, �
open-space, amphitheatre, small Whitcomb family cemetery on site with a small park planned around it,
cannot be built overnight, is ready to go and come in with a plan and application to proceed, will be breaking
new ground here, if it can move forward people will come.
Need Public Works and Engineering to see that Blackhawk major roadway goes through immediately, need
Planning and Zoning to develop an overlay and will work with them to help develop,will develop infrastructure
needs and wili partner with the City, any assistance that is offered by the Citywould be helpful,changing name
of FM.528 to Nasa Road 1 Parkway would be beneficial, needs to be public/private vision, looking at multi-
different developers, if break into phases is there a priority,obviously get first block done and others will follow,
discussions with a Master Developer to work with developers, find out what drives the retail. A little more
upscale, not worried about the malls, better environment will draw next generations,will bring additional traffic
into the City to spend money, generating sales tax revenue, this development will be a draw to bring people
into the City, demographics will support this, continuing to work on a list of what businesses will attract others,
look at adjacent area that zoning overlay that may need to be looked at, will add to the value of the existing
property, if comes up for sale would look at buying the properties,would see that this would complement Main
Street project 3 or 4 miles from each other, for a variety people wiil go back and forth, raises the bar for the
whole area, benefit from this synergy, everyone is super excited, what City is looking for is tax diversity,
maintaining the green space, how excited and challenged the City is, this group here represents a great talent
pool, Mayor pledges to work together.
City Manager Ron Cox stated both developments are proposed on both ends of Biackhawk Street, pledges
Staff support and challenge each,committee to help make this work.
