MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, NOVEMBER 17,2003 AT 6:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS,910

Mayor Brizendine called the meeting to order.
6:00 PM - EXECUTIVE SESSION
Council canvened into Executive Session in accordance with the Texas Government Code, pursuant to
Section 551.074 - Personnel Matters.
Council convened into Regular Session with no action taken.
7:00 PM - REGULAR SESSION
Mayor Brizendine called the meeting to order.
The Invocation was given by Councilmember Laura Ewing.
Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas.
COMMUHICATIONS FROM THE MAYOR AND COUNCILMEMBERS
Councilmember Measeles reported that he attended the Galveston County Consolidated Drainage District
meeting last Tuesday and the district hired a new General Manager by the name of Les Rumburg.
Councilmember Kimmel wished Mayor P.ro-Tem Ericsson a Happy Birthday and reminded Councilmember
Goza about fhe Houston-Galveston Area Councii meeting tomorrow.
Councilmember Smith reported that he attended the Forest Bend Homeowner's Association meeting lastweek
and the City was well represented by Police Chief Wieners, Emergency Management Staff including Deputy
Fire Marshal Mitch Weston and Assistant Fire Marshai Brian Mansfield, and Christal Kliewer who is the
Administrative Assistant to the City Manager and thanked them for making presentations at the meeting,
reminded everyone that lives in a subdivision that this service is available to anyone at their homeowner's

association meeting if there is any topic of importance you would like the City to visit with you about, most
Council attended the Galveston County Mayor and Council dinner that was hosted by City of Friendswood,
congratulations to Councilmember Ericsson who was named President of this organization, reminded
everyone that the Police Department will be working with TxDOT in two different programs with one being Step
Wave and the other being Click It Or Ticket, will be paying close attention during holidays to traffic, speed
limits and people not wearing their seat belts. -� -
Councilmember Goza reported on a Tree Dedication Ceremony at 6:00 PM tomorrow night at the
Friendswood Library for Ken Gilbreath and former Mayor Evelyn Newman for their years of service to the
Library.
Councilmember Ericsson reported on the Galveston County Mayor and Council annual social meeting and
dinner hosted by the City of Friendswood, stated he appreciated the City Secretary and her Staff for their
support and efforts, at the meeting Louis Decker from Dickinson was appointed to the 911 Emergency
Coordination Board, Houston-Galveston Area Council meets tomorrow, reported he will serve on a newly
formed committee cailed the Water Resource Committee which will meet after the HGAC meeting, Houston-
• Galveston Area Council is comprised of 13 Counties that meet and is an extension of the State Legislature
and they make recommendations, and is proud to be 56 years old tomorrow.
Councilmember Ewing reported she attended an Open House on the FM 518 Mobility Plan last week at City
Hall and it was very informational and thanked Community Services Director Jon Branson and his Staff for
their work on FM 518, reported on changes by TxDOT on FM 518 esplanades, trees were moved to
Steven son Park, Community Appearance Board is very pleased about the new sidewalks on FM 518 adjacent
to City Hall for safe walking, Heritage Society will be hosting the Home Tour fhis weekend and encourages
everyone to attend and support this.
Mayor Brizendine thanked everyone that helped this weekend at 704 Quaker, there were a number of
volunteers that worked and was a job wefl done, worked from 7:00 AM to 6:00 PM that day and appreciated
the help, reported on the Boards, Commissions and Committees Recognition Dinner where volunteers were
honored for serving on Committees, Boards and Commissions and were given a token of appreciation, the
event was weil done and was organized and staffed by the City Secretary's office, the City of Friendswood
� hosted the Galveston County Mayor and Councii meeting last week, a banquet was heid and was weil ,_
attended, is qroud of Mayor Pro-Tem Ericsson for presiding over this aroup,the Community Praye�Breakfast
is on Saturday, reported that City Manager Ron Cox hurt his knee, he recently had surgery and is still
recuperating, is still somewhat under the weather and is not here tonight.
COMMUIVICATIONS FROM THE PUBLIC
Ms. Sylvia Fullerton, 1700 Winding Way, addressed Council and stated she lives in Dickinson but attends
church in Friendswood at the First Church of Christ Scientist and was present to express thanks to the entire
City Council for their attention to all matters, focus to acquaint themselves with all thatwork in the community,
invited them to the Thanksgiving service, expressed gratitude for all that Council does for the community and
presented invitations.
Eric Kryslca, 1715 Keystone, addressed Councii ano stated he lives in Keystone Meadows Subdivision and
reported on a pipeline issue, the setback is 50 ft.,when subdivision was built the setback was 30 ft., is building
a pool house, issue does not allow room to build a facility, has discussed with City of Friendswood Building
Inspectorwho suggested he bring this to Councii with a solution, proposed a 40 ft. setback, no means for city
approval or variance, requesting to allow method to allow approval of pools 35 f�. for non-principal building,
requested wording change to the existing ordinance, will get with City Manger and take a look at options.

COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS
—. Fourth of July Steering Committee Chair Dan Morgan presented a proposal to have a night program on the
night of 4t"of July and then the parade and Park events on Monday which will allow to celebrate on 4th of July,
projects on Centennial Park that should be compfeted by 4th of July.
Comrnunity and Economic Development Committee Chair Greg Crinion presented a recommendation from
the Community Economic Development Committee on supporting the N route for the proposed Grand
Parkway on Council agenda for action tonight.
CITY MANAGER'S REPORT
Police Chief Bob Wieners reported on Traffic Safety issues, tomorrow begins the Step Wave Program with
, TxDOT, is a specialized traffic enforcement program for Thanksgiving Holiday, Memorial Day,4'h of July and
Labor Day, citations will be issued to violators, are working for less traffic accidents, please watch your speed,
buckle up and drive defensively.

Friendswood, Texas, Galveston/Harris Counties casting 103 votes for electing Harold W. Whitaker to the
Galveston Central Appraisal District Board of Directors for 2004/2005.
Seconded by Councilmember Kimmel. The motion was approved unanimously.

Friendswood, Texas, adopting amendments to the Capital Improvements Plan and The Land Use

*`Councilmember Smith moved to approve Resolution No. R2003-48 — A Resolution of the City of �
Friendswood, Texas, in support of Grand Parkway Route N-1 of Segment B as delineated on the Grand
Parkway Map dated June of 2003 and as designated on the current Major Thoroughfare Pian and
Comprehensive Land Plan adopted by the City of Friendswood.
Seconded by Counciimember Measeles. The motion was approved unanimously.

'`*Councilmember Measeles moved to approve the Second and Finai reading of Ordinance No.T2003-20,an
Ordinance amending Appendix C of the Friendswood City Code, said Appendix C being City of Friendswood,
Texas, Ordinance No. 84-15, as amended, originally adopted the 19th day of November 1984, and being the
Zoning Ordinance of the City, by changing zoning classification of a certain 1.63-acre tract of land from
Planned Unit Development (PUD) to Neighborhood Commercial (NC), such tract being lots 3 and 4 of the
Final Plat�f Parkwood Crossing Subdivision,.Friendswood, Galveston County,Texas,within the limits of the
City; providing for the amendment of the City's Official Zoning Map; providing for severability; and providing a
penalty in an amount not to exceed $2,000 for each day of violation of any provision hereof.
Seconded by Councilmember Goza. The motion was approved unanimously.

Projects �ence betweeri Lakes of Falcon Ridge and Centennial Park with payment in the amount of
$28,050.0 to Luciani Organization, LLC, for City's hare of developer partnership agreement. To date, 100
percent of the contract has been expended. Centennial Park Phase II with payment in the amount of
$3,022.87 to Hall, Barnum & Lucchessi Archi ects for architect services. To date, 1 percent of the contract
has been expended.�'"San Joaquin Sanitary Sewer Force Main with payment in tfie amount of$422.19 to
SCL Engineering for engineering services. To date, S9 percent of the contract has been expended. -4'�
Friendswood Link-Whiftier Oaks Force Main Replacements with payment in the amount of$1;295.34 to SCL
Engineering for engineering services. To date, 86.25 percent of the contract has been expended: �!
Sunmeadow Drainage with payment in the amount of$5,035.50 to Claunch &Miller for engineering services.
To date, 41.94 percent of the contract has been expended. �5!Woodlawn/Shadowbend Drainage with
paymenf in the amount of$3,421.00 to Freese&Nichols for engineering services. To date, 95 percent of the
contract has been expended.�H''Annalea/KingsparklWhitehail Drainage with payment in the amount of
$55,965.00 to C.L. Davis and Company for surveying services. To date, 100 percent of the contract has been
expended.�Longwood Park Utility improvement with payment in the amount of$191,266.69 to Pennstar,
Inc., for construction services in the amount of$201,333.36 less retainage in the amount of�10,066.67. To
date, 32 percent of the contract has been expended. Total payments were $288,478.59. B. Approve
Contracts for the following projects: 1. Woodlawn/Shadowbend Drainage Improvements 2. Main Street
Implementation Plan 3. Renwick Park Lighting C. Approve Resolution R2003-46, A Resolution of the City
Council of the City of Friendswood, Texas, authorizing and directing Kimball W. Brizendine, Mayor, to ac±as
the City's representative in seeking eligible grant funds under the Crime Victim Assistance Program for fiscal
year 2005, as authorized by the Victims of Crime Act; and authorizing the submission of such grant application
to the Criminal Justice Division of the Office of Governor. D. Approve the Fourth of July Steering Committee
Recornmendations for the 2004 Independence Celebration. E. Approve Banner Permit Application for
