^ MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, NOVEMBER 3,2003 AT 5:00 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910

Mayor Brizendine called the meeting to order.

Dis;cussion was held regarding amendments to the City's Impact Fee Schedule. Sam Kruse with Claunch &
Mill;er made a presentation regarding proposing new city-wide impact fees in the total amount of$2,859 which
is the maximum allowable amount, discussed a tier process for implementation, input was received from the
Developer Review Committee which has representation from commercial and residential builders and other
representatives, this proposed change has been presented to other committees including the Community
-- Economic Development Committee, discussion was held regarding the timeline used for this process,
inciuding the thirty day legai notification process in the newspaper, an implementation date will be determined
after adoption of the new fees and all known builders will be notified, and will make changes as discussed to
the Impact Fee Document, fees will be collected at the time of the build�ng permit is issued.

Council convened into Executive Session in accordance with the Texas Government Code, pursuant to
Section 551.072 - Deliberation regarding real property and Section 551.074 - Personnel Matters.
Council convened into Regular Session at 7:00 pm with no action taken.
Mayor Brizendine left the meeting at this time.
REGULAR SESSION

Mayor Pro-Tem Ericsson called the Regular Session to order at 7:00 pm and announced that Mayor
Brizendine left the meeting due to a business mafter.
The Invocation was given by Pastor Dan Loaiza from Calvary Chapel.

Ma,yor Pro-Tem Ericsson led the Piedge of Allegiance to the United States and to the State of Texas.
DOCKETED PUBLIC HEARING
Mayor Pro-Tem Ericsson calied a Docketed Public Hearing to order to receive comments from the public,
eitfier oral or written, regarding proposed amendments to the City's Impact Fee Schedule.
Noione spoke for or against the proposal. '
COMMUNICATIONS FROM THE MAYOR AND COUNCILMEMBERS
Councilmember Measeles reported on October 22 he attended the Clear Lake Area Council of Cities meeting
with a representative from the Army Corp of Engineers speaking on the topic of Clear Creek, October 25 was
the Community Appearance Board's Fall HauI-A-Day which was held at Old City Park,there was pienty of help
and was very successful, October 28 was the Clear Creek Watershed Meeting,which is an arm of the Clear
Creek Project, looking at different options if and when Clear Creek Project comes online,the speaker gave a
presentation, attended the Friendswood Chamber of Commerce 4th Annual Halloween in the Park, Council
participated for the first time, had the opportunity to pass out candy and appreciated being able to participate.
Councilmember Kimmel reported he has been away on business traveling to various states, missed the
naming of the Pavilion for former Mayor Evelyn Newman, missed City Manager Ron Cox's accident and
wis;hed him well with his recovery, was in Virginia with insurance adjusters, the hurricane damage was
devastating, lots of damage by trees even though there was only 77 miles per hour winds, is glad to be back,
rep;orted Pastor Norman Fry of First Baptist Church will be leaving the church Feb 1, 2004, will take a year's
sabbatical and then retire, has been a great pastor for 37 years,wished him well in his endeavors,stated there .
willi be an interim Pastor appointed.
Councilmember Smith reported on the Halloween in the Park program hosted by the Chamber of Commerce
las't week,was an oven�vhelming success and shows the Chamber's interest in the Community and economic
impact, was a large attendance and a lot of traffic handled effectively by the Police Department. _,
Councilmember Goza reported he attended Halloween in the Park hosted by Chamber of Commerce, there
was a lot of candy given out and a large number of kids that attended, Councilmember David Smith and
Councilmember Shannon Kimmel's birthdays are this week and wished them a Happy Birthday.
Councilmember Ewing reported that the Fall HauI-A-Day was very positive,Sunmeadow Subdivision also did a
clean out, thanked Community Services Director Jon Branson, IESI, and other volunteers, attended the
Boards and Commissions Recognition Dinner which was very positive, the Senior Health Fair was last week
and was attended by many people, there were a lot of booths and hot dogs, aftended the Tree Ordinance
meeting as a visitor, there are positive steps with collaborative efforts, Halloween in the Park was a lot of fun
anc] was a big success with the.most popular being the white knight in tights from City Council to be left
unnamed.
Councilmember Ericsson reported he attended the Board and Commission Recognition Dinner last
Wednesday hosted by City of Friendswood, this was a recognition dinner for Volunteers serving on
committees, was well attended and well received, Mayor Brizendine did a good job honoring the volunteers
and roasting City Manager Ron Cox, November 12 will be the Galveston County Mayor and Councilmember's
Association annual sociai and business meeting and will be held in Friendswood and urged council to attend.

—�' COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS
Ronnie Schultz, Pollution Director with the Galveston County Health District, presented the annual report on
the�Water Pollution Program and reported a previous recreation and consumption ban on Clear Creek has
bee'n lifted.

Evelyn Newman with the Friendswood Historical 5ociety.presented the annual report and stated they are
actively working on a mission of preserving and sharing items of historical benefit, gave a report on different
projects such as the building of an authentic barn which is completed and the display of original a�tifacts from
the fig area from 1910 to 1960, open to the public every Saturday,different artifacts and furnishings have been
acquired this year with improvements being made to the building and to the drive, Perry Home restoration
con;tinues with 5 ongoing Eagle Scout projects, an effort to enlist new members, participated in 4th of July
Parade, Chamber Trade Show, private tours of the Frank J. Brown Museum and sharing of historical data has
bee.n provided throughout the year, annual festival held this year at the Frank J. Brown Museum and the Perry
Home with the traveling antique show very successful, annual Mother and Daughter Tea, tree lighting, also
provided financial information, thanked Mayor and Council for their support, read list of Officers and Board
Members, thanked the City for their cooperation and help.
CIT�Y MANAGER'S REPORT
The Friendswood Volunteer Fire Department is to be congratulated as they applied for and received a grant
through FEMA in the amount of �84,248. This grant is specifically aimed toward expanding the public
education programs about Fire Prevention. The benefits are far-reaching in that other entities with which we
hav;e mutual aid agreements will have these programs available to them as well. The local match in the
amount of$8,424 was previously approved by Councii. The main purpose of the Fire Education Outreach
Program is to educate and communicate fire safety and prevention to children and seniors. This will serve to
--- encourage and improve safety practices in the home. Another part of the program�is the Fire Safety House
that will be used to demonstrate various fire hazards present in an average home and how to avert them.
Pre�iously, there was only one state-owned Fire Safety House available in the State of Texas. It had to be
reserved a year in advance and now, due to budget cuts in the program, is no longer available for loan.
Another part of the program is the Senior Smoke Busters project whereby the departmentwill inspect, replace
or add to the number of smoke alarms in all seniors' homes currently in the program and identify additional
sen'iors who qualify. At the same time,firefighters will personalize a home safety class to meet their needs. A
Fire Safety Specialist, provided through tlie grant, has been contracted through the Fire Marshal's Office to
teach Staff and the firefighters how to coordinate, deliver and evaluate this program. Since October is Fire
Pre:,vention Month, he has already begun presenting this program to the target audiences of school-age
children and the seniors at their annual Senior Fair.
ACTION ITEMS
No action was taken regarding the annual employee performance evaluation of the City Manager.

""Councilmember Goza moved to approve the First reading of Ordinance No. T2003-20, an Ordinance
amending Appendix C of the Friendswood City Code, said Appendix C being City of Friendswood, Texas,

Or;dinance No. 84-15, as amended, originally adopted the 19th day of November 1984, and being the Zoning
Or,dinance of the City, by changing zoning classification of a certain 1.63-acre tract of land from Planned Unit
Development (PUD) to Neighborhood Commerciai (NC), such tract being lots 3 and 4 of the Final Plat of
Parkwood Crossing Subdivision, Friendswood,Galveston County,Texas,within the limits of the City; providing
for the amendment of the City's Official Zoning Map; providing for severability; and providing a penalty in an
arnount not to exceed $2,000 for each day of violation of any provision hereof. —�
Seconded by Councilmember Smith. The motion was approved unanimously.

Counties designating t e Official City Newspaper. 2. R ution R2003-42, A Resolution of the City of
Friendswood,Texas, authorizing intervention in CenterpoinYs true-up proceeding to be filed at the Public Utility
Commission of Texas, authorizing the joining with other intervening Cities to coordinate efforts to protect
Municipal and Ratepayer interests; authorizing the hiring of Attorneys and Consultants; and requiring
reimbursement of the Cities' ratemaking cases. A. Payment of Capital Projects�Friendswood Link Road
Project with payment in the amount of$46,818.07 to Claunch&Miller, Inc. for engineering services. The City
will be reimbursed by Texas Department of Transportation the sum of $37,454.46. Total payments were

Seconded by Councilmember Kimmel. The motion was approved unanimously.

Seconded by Councilmember Goza. The motion was approved 5-0.
