FRIENDSWOOD DRIVE, FRIENDSWOOD,TEXAS,WITH THE FOLLOWING PRESENT CONSTITUTING A QUORUM: MAYOR KIM BRIZENDINE MAYOR PRO-TEM JERRY ERICSSON COUNCILMEMBER LAURA EWING COUNCILMEMBER TRACY GOZA COUNCILMEMBER DAVID J. H. SMITH COUNCILMEMBER MEL MEASELES CITY MANAGER. RON COX CITY SECRETARY DELORIS MCKENZIE Councilmember Kimmel was absent from the meeting. Mayor Brizendine called the meeting to order. EXECUTIVE SESSfON Council convened into Executive Session in accordance with the Texas Government Code, pursuant to Section 551.074— Personnel Matters. Council re-convened into Regular Session at 7:00 pm with no action taken. ---. REGULAR S�SSiON The Invocation was given by Pastor Rick Baldwin from Friendswood Community Church. Mayor Brizendine led the Pledge of Allegiance to the United States and to the State of Texas. RESOLUTION **Councilmember Ericsson moved to approve Resolution No. R2003=38 - A Resolution of the City of Friendswood, Texas with the deepest gratitude and with the greatest honor and love, hereby name the Amphitheater at Centennial Park as the "Evelyn B. Newman Amphitheater". Seconded by Councilmember Goza. The motion was approved unanimously. Statements were made by the Mayor and Councilmembers, former Councilmembers, friends and neighbors such as Ms. Newman has been a mentor and friend and applauds Council since this is well deserved, Ns. Newman has been a very good friend for many years and is a wonderful person, has helped children many years, it is hard to find anyone to criticize Ms. Newman, she has been a mentor and offered congratulations, is a wonderful friend and mentor, is amazed by her strength and energy, she ruris circles around everyone, is 10/06/03 . 2070 proud and honored to have worked with Ms. Newman, congratulated Ms. Newman and stated this is well deserved, admired her perseverance and dedication,would like to thank Ms. Newman for her inspiration, is a stalwart for the City, admired her strength and endurance during a time of discord and tremendous health problems, and is the hardest working woman many have known, her legacy is seen all over the City and she is a grand lady. Evelyn B. Newman stated this honor is humbting, and she is so honored and cannot thank the City enough for this naming of the amphitheater as the E.B. Newman Amphitheater. Mayor Brizendine invited everyone to the dedication ceremony on October 20, 2003, at 5:30 pm at Centennial Park. COMMUNiCATiONS FROM THE MAYOR AND COUNCILMEMBERS A proclamation for National Community Education Day was presented to Friendswood Independent School District representative Hazel Johnson. � Hazel Johnson provided an update on the second annual Gourmet Gents and Gems thatwas held September 27in and sponsored by the Friendswood Independent School District Foundation, reported on this fundraising event and stated many Councilmembers and the Mayor served as celebrity waiters, $54,500 was raised, thanked Council and the Mayor who coilected $750 in tips and is public servant of the year. Ms. Johnson stated this is another partnership with the city it is a win/win partnership, any time we educate our kids it is a win for the school and our City and would not be a success without everyone's participation. Councilmember Measeles reported on the Community And Economic Development Committee meeting where a report and update on the Grand Parkway was given, attended a ribbon cutting atThortek Corporation located at the old Food Lion store and is now a computer store, attended a Community Appearance Board meeting where eco=tourism was discussed. Councilmember Smith reported he attended the Imperial Gardens Homeowner's Association meeting with City � Manager Ron Cox,Assistant Fire Marshal Brian Mansfield, and Crime Prevention officer Judi Pree who gave a presentation to them on Crime Prevention. Councilmember Smith stated Staff did an excellentjob,gave an __ open invitation to all neighborhood Homeowner's Associations for Staff to meet with and enjoyed the Friendswood Independent School District Foundation fundraising event. Councilmember Goza reported that October 9, 2003 is the first annual Community and Economic Development Committee Broker Event and is a chance for Community And Economic Development Committee to educate the brokers and developers, also attended the Friendswood Independent School District Foundation fundraising event. Councilmember Ericsson provided an update on CAD issues and the process, reported he met with the Mayor - of Texas City with a Committee of School Superintendents, a presentation was given urging that out of fairness to pool votes in order to get representatives elected to represent cities. Councilmember Ewing reported that author Gene Elston will be at the library this week, Seniors will have a Harvest Day, Fall HauI-A-Day is October 25,attended the Thortek ribbon cutting, a Chamber luncheon and the Friendswood Independent School District Foundation fundraising event. Mayor Brizendine reported that Councilmember Kimmel was out of town. 10/06/03 2071 Mayor Brizendine reported he has attended many of the same functions as Council, on October 1$ at the Haalc Winery in Santa Fe an event for Habit for Humanity will be held, encouraged everyone to please ptan to attend for dinner and a great auction. .___. CITY MANAGER'S REPORT Council made a commitment fo conduct three to four retreats per year on various issues. In June, Council met to discuss their expectations and the Mayor's expectations as the year began short(y after the e(ection. in August, Council met with Staff to discuss the proposed budget for FY2003-04, and various issues associated with that. The afternoon of October 13, at the Chamber of Commerce Conference Room, the tliird Council retreat will be held. Staff will be asked to join in on this session to discuss long-term planning issues. I have met with each of the Counciimembers and look forward to bringing two or three key, common issues for discussion. One of the key goals of Council is to better connect with citizens. There are over 150 citizens involved in Friendswood's committees, boards, and commissions. These people are appointed by the Mayor or the City Manager to provide advice and make recommendations to the Council and Staff in a variety of matters. The work they do is appreciated. in an effort to recognize them for their hard work and spirit of volunteerism, Mayor Brizendine led the effort to plan an evening of recognition for them. All the members of Friendswood's committees, boards and commissions have been invited to a recognition dinner at the Friendswood Events Center on Blackhawk Boulevard on October 28. This event will begin at 6:30 p.m. with dinner. Following will be a time when the Mayor and Council can recognize each member of fhe committees for their dedicated service to the community. We look forward to that time and hope to see all of Council present. ACTION ITEM **Councilmember Smith moved to approve action regarding approval of Architectural Design Services Contract for Centennial Park, Phases II and III. Seconded by Councilmember Ericsson. ORDINANC�S � "`�Councilmember Goza moved to approve the Second and Final reading of Ordinance No. T2003-17, an Ordinance amending fhe Code of Ordinances of the City of Friendswood, Texas by deleting Subsection(c)of Section 42-2 thereof and substitufiing a new Subsection (c)thereof allowing the Municipal Court Technology Fund to be used for the maintenance of Technological enhancements for the Municipal Court of the City; providing for severability; and repealing all ordinances or parts of ordinances inconsistent herewith. Disposition of Bids: �Bid No. 2003-11: Replace two force mains and Lift Station modifications at Friendswood Link Road/Clear Creek and Whittier Oaks/Clear Creek. 2. Bid No. 2003-13: 2003-04 Asphalt Street Project. C.Approve Resolutions of the City of Friendswood as follows:i1!Resolution No. R2003-36,A Resolution of the City of Friendswood, Texas, hereby designates Councilmember Jerry Ericsson as .__._..
