MINUTES OF A REGULAR MEETING OF THE FRIENDSWOOD CITY COUNCIL THAT WAS HELD ON
MONDAY, SEPTEMBER 22,2003 AT 5:30 PM AT FRIENDSWOOD CITY HALL COUNCIL CHAMBERS, 910
S. FRIENDSINOOD DRIVE, FRIENDSWOOD, TEXAS, WITH THE FOLLOWING PRESENT

Mayor Brizendine called fhe meeting to order.
EXECUTIVE SESSION
Council convened into Executive Session in accordance with the Texas Government Code, pursuanfi to
Section 551-072 - Deliberation regarding real property.
Council re-convened into Regular Session at 7:00 pm with no action taken.
REGULAR SESSION
The invocation was given by City Manager Ron Cox.
- Mayor Brizendine ied the Pledge of Allegiance to the United States and to the State of Texas.
COMMUNICATIONS FROM TME MAYOR/aND COUNCILMEMBERS
Councilmember Measeles reported he attended a meeting in League City regarding Open Space, hopes that
' someday Friendswood will tap into this process and see if any opportunity for eco-tourism.
Councilmember Kimmel and Goza stated they had no report.

Councilmember Smith attended a meeting of the Bay Area Economic Development Foundation where
Councilmember Ericsson was recognized and honored, as Homeowners Association Liaison attended the
Annalea Homeowners Associafion with Christal Kliewer, Administrative Assistant to the City Manager, and
Judi Pree, Crime Prevention Officer for the City of Friendswood. Numerous questions by residents were
answered such as who to refer them to for various needs, Officer Pree discussed with them the need for a
neighborhood watch program and encouraged them to form groups.
Councilmember Ericsson reported,he attended the Houston Galveston Area Council last Tuesday and is

chairing the Audit Committee.
Councilmember Ewing reported that Councilmember Ericsson was honored at a luncheon of the Bay Area
Houston Economic Development Partnership that she attended and also attended�the Friendswood Library
meeting.
Mayor Brizendine reported that Councilmember Ericsson was elected President of Galveston County Mayor
and Council's Association and is a nice reflecfiion of Jerry and the City of Friendswood, Councilmember
Measeles was appointed Vice President of TML Region 14, and stated we value his input and recognitions he
receives, participated in a panel discussion at the Texas Association School Board annual meeting with the
City Manager about partnering with Friendswood Independent School District (FISD), the Panel was well
received and,requested further participation on partnering with Friendswood Independent School District and
Clear Creek Independent School District, received correspondence firom the International Association of
f'olice Chiefs for recognition of Officer Lisa Voyles, for participation with victims of crimes, Mayor stated this
recognition for Lisa and our City is superior.
COIViMUNiCATIONS FROM THE PUBLIC
Mayne S. Curtis, 405 Christina; appeared before Council and stated she read in the newspaper that Council
was considering an 8.4-cent tax increase. Asked if City is considering this type of increase and stated it is
kind of steep. Mayor Brizendine stated this would be addressed later in the,meeting.
Gene Hafele and Bill Read with the National Weather Service in the Houston/Galveston office gave a
presentation of StormReady recognition to the City of Friendswood and Mr. Hafele provided information as to
what StormReady is. Mr. Read recognized Friendswood Fire Marshal Terry Byrd who he stated got the City
where it is today with Emergency Management, first City in 23 counties to have this recognition, presented a
plaque and street signage to Terry Byrd. The Mayor thanked them for the recognition and stated he is proud
of Fire Marshal Byrd. Terry Byrd thanked the National Weather Service, and thanked the Mayor, Council, City
Manager, City Staff and citizens.
COMMUNICATIONS FROM COMMITTEES AND SPECIAL REPORTS
Mr. Robbie Gill, Director of the Coppinger Family YMCA, appeared before Council and presented the YMCA
Annual Report. Financial assistance for fees was factored based upon need and income, taught 350 �
swimming lessons, Teen Court had less kids participate which is a good thing, reported on beginning a _..
leadership program fior high school students, presented thank you cards from students of Cline and.Westwood
Elementary and a plaque in appreciation for all that has been done for YMCA over the years. The Mayor
stafed that this partnership is appreciated in this community and well received, 100 students are participating,
asked if there are any programs like this in Clear Creek Independent School District and talked about
expanding this program.
CITY MANAGER'S REPORT �
One of the goals of the Community and Economic Development Committee (CEDC) is to host an all-day
Broker Event,designed specifically to educate commercial developers and brokers in the Houston area about
Friendswood, the commitment to economic growth, and the steps taken to attract quality businesses to the
community. This event will be held afl day Thursday, October 9, 2003 and urged the Mayor and Council to
atfend all or part of the event. The Friendswood Chamber of Commerce is participating in this effort.
The morning sessions will include an overview of the economic development program in Friendswood, the

development/permitting process, and business incentives offered. This will be followed by a bus tour of the
city, showcasing various properties available for commercial development.
Following a lunch, broker participants will be invited and encouraged to participate in the Sixth Annual
Chamber of Commerce, "Swing into Fall"Golf Tournament at Timber Creek Golf Course. This is a great
opportunity to coordinate economic development activities with an established Chamber of Commerce
function. This will allow local business people to get to know these brokers, hopefully launching a business
refationship that will be good for the overall economy of Friendswood.
The Texas State Library has announced the award ofi a$5,197 grant to the Friendswood Public Library. This
is the third year we have received this funding. Although not a large grant, it will be put to good use. Staff will
be using these funds to purchase additional easy reader books for the juvenile section and to pay the$1,000
fee now required to access the TexShare databases.
Reported on a presentation to the Texas Association School Board regarding the City and school partnering
with Clear Creek Independent School District and Friendswood Independent School District, stated it was a
privilege to participate in that presentation. '
RESOLUTfONS
**Councilmember Ericsson moved to approve Resolution No. R2003-37 - A Resolution of the City of
Friendswood, Texas, Galveston/Harris Counties, Submitting a nomination to the Board of Directors of the
Galveston Central Appraisal District for 2003-2004. �
Seconded by Councilmember Goza. The motion was approved unanimously.
�RDINANCES �
*'�Councilmember M.easeles moved to approve the First reading of Ordinance No. T2003-17, an Ordinance
amending the Code of Ordinances of the City of Friendswood, Texas by deleting Subsection(c)of Section 42-
2 thereof and substituting a new Subsection (c)thereof allowing the Municipal Court Technology Fund to be
used for the maintenance of Technological enhancements for the Municipal Court of the City; providing for
severability; and repealing all ordinances or parts of ordinances inconsistent herewith.
Seconded by Councilmember Ericsson. The motion was approved unanimously.
"*Councilmember Measeles moved to approve the First and Final reading of Ordinance No. T2003-18, an
Ordinance providing for the assessment, levy, and collection of Ad Valorem Taxes of the City of Friendswood,
Texas, for the year 2003 and for each year thereafter until otherwise provided; providing the dafe on which
such taxes shall be due and payable; providing for penalty and interest on all taxes not timely paid; and
repealing all ordinances and parts of ordinances in conflict herewith.
Seconded by Councilmember Smith. The motion was approved unanimously.
**Councilmember Smith moved to approve the First and Final reading of Ordinance No. T2003-19, an
Ordinance ap�proving and adopting the City of Friendswood, Texas, General Budget for the fiscal year
2003I2004; making appropriations for the city for such fiscal year as reflected in said budget, and making
certain findings and containing certain provisions relating to the subject.
Seconded by Councilmember Measeles. The motion was approved unanimously.
